Appalachian Coal Industry Ecosystem
The decline in the demand for coal has led to significant negative impacts in areas throughout Appalachia. Consider the integrated effects across components of the coal industry ecosystem (CIE). As extraction activity is diminished, there are ripples through the industry supply chain that extends to a wide number of sectors, occupations, and county and multi-county regions of the Appalachian economy. As these suppliers are impacted, jobs are imperiled, and the fiscal health of communities i s weakened. Displaced workers will need to seek alternative employment opportunities that may entail investments in formal education and training, and this takes both time …

This report explores two economic issues in Appalachia: future employment prospects for coal workers and changes in funding for K–12 education. The first part of the report identifies occupations that may be affected by losses in the coal industry ecosystem and offers state-by-state analyses comparing these impacted occupations to similar occupations in other industries. These analyses suggest other industries where former coal industry workers might find alternative employment opportunities. The second part of the report discusses how the changing coal economy may be impacting public funding for K–12 education at the state and local levels. It finds declines in both …

Appalachian Coal Industry Ecosystem
This report describes the direct economic relationship between the coal and railroad industries in Appalachia. It finds that between 2015 and 2016, changing electric generation strategies—including accelerated coal-powered plant retirements—combined with a downturn in coal demand contributed to losses of nearly 2,000 full-time jobs and $150 million in income across Appalachia’s railroad sector.

This report examines the impact of the decline in coal production on supply chain industries at the county level across Appalachia. It offers, and uses, a typology to classify counties based on their dependence on the CIE, recent employment changes due to reduced coal production, and their risk for further impacts due to any future declines in the coal industry.

Economics and ethics have been linked since the days of Adam Smith, but this connection became tenuous after the formalization of economic theory in the twentieth century, the success of which in academia, government, and business serves to insulate it from ethical critique. Nonetheless, a field of “economics and ethics” has developed to restore this connection, albeit in two directions with disparate methodological approaches: one applying mainstream economic theory, primarily based in utilitarian ethics, to topics of ethical concern, and the other incorporating alternate forms of ethics, such as deontology and virtue ethics, to enrich economic analysis.

We empirically examine the effect of Uber's presence on the demand for medallion taxi trips in New York City. We estimate the percent change in number of Yellow and Green cab trips given a one percent change in number of Uber rides - the elasticity- using rainfall as an instrumental variable. City wide, Uber rides supplement, rather than replace, Yellow and Green cab rides. For Yellow cabs, this result is powered by the area of Manhattan below 110th street; however during the morning rush only, Uber rides replace Yellow cab rides there. This paper explores the discursive development of taxation within budget speeches in two countries, the Republic of Ireland and the United Kingdom, from 1970 to 2015 by means of a corpus-assisted discourse analysis. We ask the following questions; how have discourses of taxation developed diachronically in both countries, what are the similarities and differences in the observable discourses across both countries, and for whom and how are these discourses legitimised? The Non-Profit Sector contributes almost $1 trillion to the US economy, representing 5.4% of GDP, and generating over 12 million jobs in 2017. Yi (2010) suggests that a better understanding of the factors that affect fundraising should be of great interest to policy makers, and fundraisers. However, the workings of the sector are subject of much debate. Matsunaga, Yamauchi and Okuyama (2010) relate its size to the Theory of Government Failure. Recently, the H-1B visa program has been a target of reform under the Trump administration. This study explores whether the employment of H-1B physicians in U.S. hospitals has any effect on the quality of healthcare provided. As indicators of quality, I use patient survey scores as well as mortality and readmission rates. This new econometric evidence suggests that patient perception of quality is not influenced by prejudice toward nonimmigrant physicians, but provides inconclusive results for the rate-based measures of healthcare quality.

Food insecurity is a major challenge among the urban poor who reside mainly in slums. The prevalence and determinants of food insecurity among households living in urban slums of Ibadan, Nigeria were therefore assessed. Data were analyzed using descriptive statistics and ordered probit model. Food insecurity was found to be prevalent among the slum residents, with about 81% being food insecure. Nine out of every 10 (89.1%) households were male-headed. This study empirically investigated educational expenditure and economic growth nexus in Nigeria using secondary and times series data from 1987 to 2016, sourced from the Central Bank of Nigeria (CBN), National Bureau of Statistics (NBS) and other agencies and sources. Relevant statistical tools were employed in exploring the relationships between these variables. The random characteristics of the variables were tested using the Augmented Dickey Fuller (ADF) technique. The private transfers sent by immigrant workers back to their home countries, or remittances, can improve the development of recipient countries through poverty reduction, higher education, and new business formation. However, the effect of remittances on income inequality is still debatable. While some studies suggest that these transfers are sent to the poor, other investigations find that remittances are directed toward higher-income cohorts, widening the gap between rich and poor. This study provides new evidence about potential income inequality reduction driven by remittances and quality of institutions. The primary aim of this study was to cross-validate the Revised Fit, Stigma, & Value (FSV) Scale, a questionnaire for measuring barriers to counseling, using a stratified random sample of adults in the United States. Researchers also investigated the percentage of adults living in the United States that had previously attended counseling and examined demographic differences in participants’ sensitivity to barriers to counseling. The results of a confirmatory factor analysis supported the factorial validity of the three-dimensional FSV model. This study examined the factors influencing agricultural productivity in an agriculture-based economy. For over a century, legal scholars have debated the question of what to do about the debts incurred by despotic governments; asking whether successor non-despotic governments should have to pay them. That debate has gone nowhere. This paper examines whether an Op Ed written by Harvard economist, Ricardo Hausmann, in May 2017, may have shown an alternative path to the goal of increasing the cost of borrowing for despotic governments. : A number of countries have implemented faster payment services that allow consumers and businesses to rapidly transfer money between bank accounts. These services compete with slower, existing payment services. In 2008, the United Kingdom implemented its Faster Payments Service (FPS) at a cost of less than ₤200 million (.014 percent of U.K. GDP, or $307 million) spread over seven years, plus investment costs borne by each participating bank to connect to the FPS. This paper examines the economic cost-benefit analysis underlying the U.K. FPS investment decision and describes the subsequent diffusion and use of FPS through 2014.

We test for the stabilizing effects of political institutions on fiscal policies by examining the impact of two unlikely governors on their state’s fiscal policies. Fiscal policies are joint products of executive and legislative decisions. These institutional factors tend to moderate the effect of changes in the chief executive, as does partisan competition for office. Jesse Ventura of Minnesota’s and Arnold Schwarzenegger of California were unique—surprise—governors of their respective states. Although both governors were arguably less constrained by partisan loyalties than most others, the other institutional factors would still tend to limit their impact on public policy. The Spatial Distribution Of Urban Consumer Service Firms: Evidence From Yelp Reviews, Brad Humphreys, Josh Matti

A growing literature employs distance-based measures of localization to assess the spatial distribution of firms with a focus on manufacturing across a country. We analyze the spatial concentration of a variety of consumer services firms in the Phoenix, AZ area using geo-referenced Yelp data from over 29,000 establishments. Results from a K-density approach indicate substantial localization and service differentiation among localized firms. Firm concentration varies across service cost and quality; higher quality/cost establishments tend to cluster. Our results further understanding of the modern urban landscape as cities are increasingly centers of consumption.

This report is one of the important ways that the Center for Business and Economic Research fulfills its mission as specified in the Kentucky Revised Statutes (KRS 164.738) to examine various aspects of the Kentucky economy. The analysis and data presented here cover a variety of topics that range from an economic forecast for Kentucky in 2018 to a broad presentation of factors affecting the economy.

We examine national trends in educational funding, test score outcomes, and productivity as well as variations in funding and test scores over time and across states to assess how changes in educational spending are (or are not) related to changes in educational test score outcomes for states. National trends show small increases in test scores, large increases in educational funding (until the last recession), and a continued fall in educational productivity. The cross-state, over time analysis indicates a statistically significant but very small association of state funding to test scores; so small that large changes in funding have little effect …
