As the population and agricultural development in the U.S. expanded west throughout the 20th century, major water infrastructure projects were initiated in order to meet irrigation demand and to reduce the risk and uncertainty associated with highly variable water supplies.2 Agriculture in the arid and semi-arid western U.S. is particularly vulnerable to variability in water supply, and has evolved to rely heavily on major water infrastructure projects.3 In 2007, of the 57 million acres of irrigated cropland and pastureland in the U.S., nearly three-quarters was in the 17 western-most contiguous states; in 2008, irrigated agriculture applied 91.2 …

Inference On Causal Effects In A Generalized Regression Kink Design, David Card, David S. Lee, Zhuan Pei, Andrea Weber

We consider nonparametric identification and estimation in a nonseparable model where a continuous regressor of interest is a known, deterministic, but kinked function of an observed assignment variable. This design arises in many institutional settings where a policy variable (such as weekly unemployment benefits) is determined by an observed but potentially endogenous assignment variable (like previous earnings). We provide new results on identification and estimation for these settings, and apply our results to obtain estimates of the elasticity of joblessness with respect to UI benefit rates. More Than Altruism: Cultural Norms And Remittances Among Hispanics In The U.S., Monika Lopez Anuarbe, María Amparo Cruz-Saco, Yongjin Park

Cultural norms embody the communalism and familism that characterize social structures and traditions of care among certain identity groups, notably, Hispanics. In turn, they affect remitting behavior as they do family dynamics, thereby extending care transnationally. Using the 2006 Latino National Survey, the largest instrument that captures socio-economic variables and political perspectives among Hispanics residing in the U.S., we construct a Hispanic identity index that is used to capture the role of cultural norms in remittance behavior. This index is used as an explanatory variable in a logit model for the probability and frequency of remitting money. We find that …

Vietnamese and East European immigrants face similar obstacles in the US labor market. This provides for an interesting test of racial discrimination in the labor market. Does it make any difference if an immigrant is Asian or White? When Vietnamese immigrants are compared to East European immigrants, Vietnamese men earn 7-9% less than comparable East European men, with more discrimination among the less educated, and in the larger Vietnamese population centers like California. Vietnamese women earn as much as comparable East European women. Vietnamese immigrants, male and female, are much less likely to hold managerial and supervisory positions than comparable …

Mathematics has made significant contributions to the development of economics theories in the past. An emphasis on the use of mathematics has been extensive in economics. However, the assumption, which underlies the use of mathematics, has not been formerly scrutinized. Consequently, errors in the development of economic theories have been unnoticed and misleading theories have been established in economic science. The objective of this article is to develop a model, which can test whether or not an application of mathematics into an economic theory is valid, thus putting mathematics in a proper perspective in economic science.

The Effect Of Medicare Eligibility On Spousal Insurance Coverage, Marcus Dillender, Karen Mulligan

A majority of married couples in the United States take advantage of the fact that employers often provide health insurance coverage to spouses. When the older spouses become eligible for Medicare, however, many of them can no longer provide their younger spouses with coverage. In this paper, we study how spousal eligibility for Medicare affects the health insurance and health care access of the younger spouse. We find spousal eligibility for Medicare results in the younger spouse having worse insurance coverage and reduced access to health care services.

Are betting markets efficient? The 2012 labor dispute between the NFL and the referees is used as a quasi-experiment to assess whether the betting markets are able to achieve accurate “prices” in an uncertain environment. More points were scored and underdogs performed relatively better resulting in upsets and closer-than-expected games. Betting markets, though, were unable to anticipate or adjust to this systematic effect even though irregularities in gambling markets were reported before the beginning of the season. Not only were they inefficient, but profitable betting strategies can be identified.

This paper examines how strategic alliances to create and use standards affect economic growth and development. The explanation of the link from standards to economic growth and development is through the effects of standards on the incentives to perform industrial research and development (R&D). We examine product standards, metrology traceable to national and international standards, and regulatory standards to address negative externalities. The paper develops a theoretical explanation for the link from standards to growth, survey/interview-guides to gather information from industrial R&D experts about the explanation, and case-study evidence about the explanation. This study estimates the net impacts and private and social benefits and costs of 11 workforce development programs administered in Washington State. Six of the programs serve job-ready adults: Workforce Investment Act (WIA) Title I-B Adult programs, WIA Title I-B Dislocated Worker programs, Community and Technical College Job Preparatory Training, Community and Technical College Worker Retraining, Private Career Schools, and Apprenticeships. Economic Development And Female Labor Force Participation In The Middle East And North Africa: A Test Of The U-Shape Hypothesis, Kelsey A. Chapman

This paper investigates the relationship between economic development and female labor force participation in the Middle East and North Africa (MENA). Using a panel data set of 20 countries in the region for the period of 1990-2012, I develop an econometric model that tests the U-shape hypothesis. This study builds upon previous literature examining the U-shape hypothesis in time series studies for developing countries, and cross-country studies. The results of this paper suggest that there is a U-shaped relationship between economic growth and female labor force participation rates. This paper presents India’s economic growth by comparing it to that of the United States. In addition, this paper analyzes current events in India under a macroeconomic lens as it provides the macroeconomic impacts of said events. More specifically, this paper focuses on the ways in which unexpected severe flooding have impacted Northern India in the short-, medium-, and long-run. Firm Size, Foreign Exposure And Inequality In Wage: A Decomposition Analysis, Satis Devkota, Kul Kapri, Mukti Upadhyay

This study uses pooled cross-section data from two large surveys of firms in Nepal to determine wage inequality. Applying an inequality decomposition procedure, the estimated wage inequality is then attributed to various factors that affect the labor demand function in the country. We find that firm size and exposure of firms to international trade are among the factors showing statistical significance in affecting wage disparity in Nepal. To the extent wage inequality can be attributed to the factors considered in this study, firm size alone accounts for 55 to 84 percent of the inequality depending on the size indicators such …

In this address, I review industry clustering and diversification strategies to compare and contrast their underlying foundations. The lack of a consensus choice of one or the other for regional economic development strategies along with the recognition that in the dynamic process of development these two processes are related leads me to conclude that clusters and diversity need not be such strange bedfellows after all, and that a rational approach to economic development can leverage the strengths of each and offset weaknesses. Long Term Adr Performance: How Do Regional Issues Listed On The Nyse Compare To Us And Regional Index Returns?, Mark Schaub, Todd A. Brown

This study examines the long-term performance of Asia Pacific, European, and Latin American ADRs versus the S&P500 and their respective regional indexes from 1990-2010. The sample was dividend by stable markets (1990s) and volatile markets (2000s). We find that, when analyzed in total, regional indexes perform similarly to the S&P500. However, the Asia Pacific and Latin America regions do offer diversification benefits individually. Furthermore, the ADRs from each region underperform in stable markets (1990s) and outperform in volatile markets (2000s) leading to great diversification benefits.

Financial Anxiety, Physiological Arousal, And Planning Intention, John Grable, Wookjae Heo, Abed Rabbani

Results from this exploratory clinical study indicate that financial anxiety—holding an unhealthy attitude about one’s financial situation—and physiological arousal—the physical precursor to behavior—play important roles in shaping consumer intention to engage in future financial planning activity. Findings suggest that those who are most likely to engage the services of a financial adviser exhibit low levels of financial anxiety and moderate to high levels of physiological arousal. The least likely to seek the help of a financial adviser are those who exhibit high financial anxiety and low physiological arousal.
