Kentucky Forestry Economic Impact Reports

Forests are a valuable part of Kentucky’s landscape providing signifi­cant resources and opportunities benefi­ting the Commonwealth. One important and veri­fiable bene­fit is the economic contributions of Kentucky’s forest and wood industries. Analysis of these industries indicated a total economic impact of $12.8 billion and 59,000 jobs in 2013. Kentucky is one of the leading producers of hardwood forest products in the south and exports wood products across the nation and the world. This economic impact was generated from forests located in all 120 counties of the Commonwealth providing resources harvested by over 1,800 logging ­firms and processed at 703 facilities …

On-the-job leisure is a pervasive feature of the modern workplace. We studied its impact on work performance in a laboratory experiment by either allowing or restricting Internet access. We used a 2x2 experimental design in which subjects completing real-effort work tasks could earn cash according to either individual- or team-production incentive schemes. Under team pay, production levels were significantly lower when Internet browsing was available than when it was not. Under individual pay, however, no differences in production levels were observed between the treatment in which Internet was available and the treatment in which it was not. In line with …

This study determines the relative cost-effectiveness of food and cash transfers when administered to Human Immuno-deficiency Virus (HIV) / Acquired Immune-Deficiency Syndrome (AIDS) patients on Anti-Retroviral Therapy (ART) in Zambia. The results show that cash transfers are not only cheaper but also unambiguously more cost-effective with respect to nutrition and health outcomes such as body-mass index (BMI) and Cluster of Differentiation 4 (CD4) count. This seems to suggest that, whenever market conditions and institutional capacities (banks, personnel, etc.) permit, cash should be given a higher rating by governments and other programming stakeholders than physical food aid as an instrument for …

Each year, Vocational Rehabilitation (VR) agencies provide case level data to the Rehabilitation Services Administration (RSA). This compiled data, named RSA 911, includes consumer characteristics, services provided, and employment outcomes of all case closures in the past year. Researchers and program evaluators use the RSA 911 data system to examine productivity across agencies, demographic and disability groups, and other service factors. The RSA 911 does not include information about where the consumer was served, such as county or zip code. This limits outcome evaluation for various geographies. We consider abstract exchange mechanisms wherein individuals submit “diversified” offers in m commodities, which are then redistributed to them. Our first result is that if the mechanism satisfies certain natural conditions embodying “fairness” and “convenience” then it admits unique prices, in the sense of consistent exchange-rates across commodity pairs ij that equalize the valuation of offers and returns for each individual. We study markets in which agents first make investments and are then matched into potentially productive partnerships. Equilibrium investments and the equilibrium matching will be efficient if agents can simultaneously negotiate investments and matches, but we focus on markets in which agents must first sink their investments before matching. Additional equilibria may arise in this sunk-investment setting, even though our matching market is competitive. These equilibria exhibit inefficiencies that we can interpret as coordination failures. All allocations satisfying a constrained efficiency property are equilibria, and the converse holds if preferences satisfy a separability condition. According to theory, money supports trade in a world without enforcement and, in particular, in large societies, where gift-exchange is unsustainable. It is demonstrated that, in fact, monetary equilibrium breaks down in the absence of adequate enforcement institutions and it collapses as societies that lack external enforcement grow large. This unique result is derived by unveiling the existence of a tacit enforcement assumption in the literature that explains the advantages from monetary exchange, and by integrating monetary theory with the theory of repeated games and social norms.

The introduction of the National Longitudinal Survey of the Youth (NLSY) 1979 and 1997 cohorts made Armed Forces Qualifications Test (AFQT) score data widely available and has thus dramatically increased its use in academic research. However, there is strong evidence that a wide variety of background factors, such as poverty status, race, and parent’s education level, affect AFQT score. This paper studies the identification and estimation of treatment response with heterogeneous spillovers in a network model. We generalize the standard linear-in-means model to allow for multiple groups with between and within-group interactions. We provide a set of identification conditions of peer effects and consider a 2SLS estimation approach. Large sample properties of the proposed estimators are derived. Simulation experiments show that the estimators perform well in finite samples. The model is used to study the effectiveness of policies where peer effects are seen as a mechanism through which the treatments could propagate through the network. When interactions among groups …

Contracts that result from the abuse of unequal bargaining power have long been a concern of contract law. Courts have proscribed efforts by the "powerful" to take unfair advantage of the "weak" through contracts of adhesion and standard form contracts. Certain kinds of clauses — liability waivers, and covenants not to compete, among others — regularly attract judicial suspicion because their appearance is deemed indicative of such advantage-taking. This paper will study the effects that the expansion of consumerism and nonimportation had in the colony of Virginia. It will analyze the validity of the arguments made by T. H. Breen's The Marketplace of Revolution. Breen's first contention was that a world of goods had been formed in the American colonies and that this consumer culture helped unite the colonists. This second contention was that the non-importation and non-consumption associations were successful in unifying the colonies and quelling opposition to the Continental cause.
