The G20 And Global Economic Governance During A Protracted Recession, Evren Celik Wiltse

School of American and Global Studies Faculty Publications with a Focus on History, Philosophy, Political Science, and Religion

Thus far, the G20 represents the most significant collective attempt to address the 2008 economic crisis by the world’s largest economies. It is the only global platform that could serve as an institutional panacea for the protracted economic slowdown that has been experienced since 2008. This article analyses the G20 by situating it in the general historical-institutional context of the global economic governance. It compares and contrasts the G20 with the Bretton Woods institutions. Subsequently, some of the most pronounced criticisms of G20 are addressed, including concerns about possible “agenda creep” and the lack of a hegemonic underwriter.

A lack of consensus remains on what should form the theoretical core of the undergraduate intermediate macroeconomic course. In determining how to deal with the Keynesian/classical divide, instructors must decide whether to follow the modern approach of building macroeconomic relationships from micro foundations, or to use the traditional approach based on aggregate models of the macroeconomy. In this article, the authors discuss the advantages and shortcomings of each approach in the context of course objectives. Most rural Nebraskans currently have health insurance. Only nine percent of rural Nebraskans do not have health insurance while the majority of residents have health insurance through job benefits. These responses are nearly identical to 2004 when this question was last asked.

Persons living in the North Central region, persons with lower household incomes, persons who have never married, persons with lower education levels and persons with food service or personal care occupations are the groups most likely to be uninsured.

Most rural Nebraskans expect to have health insurance next year. Only two percent of residents do not plan on …

Privatization and informalization of production, land fragmentation and the agrarian crisis in India has forced a significant fraction of rural households to underconsume and widened the income gap at a time of relatively high economic growth. Despite the significant role of the state in precipitating and intensifying this crisis, and in vindicating Polanyi’s notion of a double movement, the state has also invested in social schemes such as the National Rural Employment Guarantee Scheme (NREGS). This dissertation consists of three essays on cancelling liquidity, information generation and learning by holding private placements, and information generation, learning and the trading dynamics of institutional traders during the 2007-2008 financial crisis. The first essay examines cancellation activity of limit orders. We document a two-fold increase in limit order cancellation activity over the last decade, and study the determinants of cancellations and the change in cancellation activity through time. We also examine the impact of order cancellation on market quality. We use an instrumental variable approach and estimate a simultaneous equations model to overcome simultaneity in the trading process. …

The WRT industry is a leading employer in the Philippines, with an annual average of 18-19% of total Philippine employment from 2006-2010. It contributed an average of 16.85% annually to the country’s gross domestic product, 2006- 2009. The wholesale subsector’s share was an average of 3.98% annually, while the retail subsector’s was an average of 12.87% annually. WRT is poised to continuously support the country’s bid to sustain economic growth and be a dominant force in the labor market.

This paper explores knowledge services clusters (KSCs) as a distinct and increasingly important form of geographic cluster, in particular in emerging economies: KSCs are defined as geographic concentrations of lower-cost skills serving global demand for increasingly commoditized knowledge services. Based on prior research on clusters and services offshoring, and data from the Offshoring Research Network (ORN), major properties and contingencies of KSC growth are discussed and compared with both high-tech clusters and low-cost manufacturing clusters. This Article proceeds as follows. In Section I, I describe the structure of the PBM industry. I also describe the business model PBMs employ to administer prescription drug coverage and the methods they use to reduce prescription drug spending. In Section II, I discuss mandatory disclosure regulations enacted in several states and at the federal level under the Affordable Care Act. In Section III, I explain why mandatory disclosure regulations are not needed to ensure that health plan sponsors pay a competitive price for PBM services. Policymakers from Senator Edward Kennedy to Civil Rules Advisory Committee Reporter Edward Cooper have proposed that class actions be subject to a more stringent pleading threshold than individually-filed suits, yet the question has not been fully explored in legal scholarship. This Article addresses that gap. It shows that courts following the guidance of Bell Atlantic v. Twombly should apply a relatively more stringent pleading threshold to class actions, and a relatively less stringent threshold to individually-filed suits.

This dissertation explores the implications of natural disaster risk for access to financial services, especially credit. Its results show that disasters can dramatically undermine the ability of financial intermediaries (FIs) to lend after an event, increasing the cost of the disaster and delaying recovery. Moreover, the risk of natural disasters discourages investment in vulnerable regions and economic sectors and so slows economic development. Financial risk transfer mechanisms such as insurance can help maintain lending following an event. While many international development projects have targeted disaster insurance markets to households, managing disaster-related credit risk may be done more effectively through insurance …

The Risk Reduction Management Centre (RRMC) Replication Project, an initiative of the United Nations Development Program (UNDP), aims to take a Cuban best practice in disaster risk reduction and adapt it to the local context of five other Caribbean countries. This project differs from most development projects in that the individuals and institutions providing the assistance (in this case technical training and know-how) are themselves from a developing country (Cuba). This model, wherein developing countries provide resources, information, and training to other developing countries, is known as South-South Cooperation (SSC).

The decisions of the self-employed are of empirical interest because these individuals report their income under the personal income tax system. The U.S. Bureau of Economic Analysis estimates that the personal income tax system is the biggest source of revenue for the government. In this paper I use data from the Panel Study of Income Dynamics (PSID) to analyze the effect that The Tax Reform Act of 1986 had on the decision to become or remain self-employed. The minimum wage is a legally mandated relationship between money and time. Traditionally, studies of the minimum wage have focused on the money side of this relationship (e.g. how much do minimum wage workers earn) while ignoring its temporal aspects (e.g. how long someone has to work to receive a particular income). This article examines behavior in the two-player, constant-sum Colonel Blotto game with asymmetric resources in which players maximize the expected number of battlefields won. The experimental results support the main qualitative predictions of the theory. In the auction treatment, where winning a battlefield is deterministic, disadvantaged players use a 'guerilla warfare' strategy that stochastically allocates zero resources to a subset of battlefields. Advantaged players employ a 'stochastic complete coverage' strategy, allocating random, but positive, resource levels across the battlefields. In the lottery treatment, where winning a battlefield is probabilistic, both players divide their resources equally across all battlefields. However, we …

Adam Smith is often referred to as the father of economics and as a promoter of free markets. In what follows, I let the first claim stand and concentrate on the second: that Adam Smith is a promoter of free markets. In particular, I take for granted, with all the necessary caveats, that Smith is a promoter of free markets (but cf. e.g. Fleischacker 2004 ; McLean 2006 ) and concentrate on how Smith promotes free markets. As a country of origin, transit, and destination for migrants that now borders four European Union (EU) member countries, Ukraine has seen future integration possibilities with the EU become, in part, conditional upon its willingness to cooperate in controlling cross-border migration. This dissertation consists of two essays on housing, the first on estimation strategies for the valuation of a local disamenity and the second on the structure of the market for the services of real estate brokers.

The purpose of the first essay is to apply hedonic and quasi-experimental methods to measure the value of any disamenity caused by communication antennas. Crucial to unbiased estimates is accounting for both endogenous antenna location and changes in unobservable housing and neighborhood characteristics. My dissertation consists of three essays focused on identifying the strategic responses of governments and individuals following changes in the tax and transfer system. Two essays contribute to the literature on fiscal competition, focusing on state level polices aimed at redistributing income. A third essay contributes to the literature estimating the responsiveness of individual’s incomes to changing marginal tax rates. A better understanding of these responses contributes to our ability to design an optimal tax and transfer system in a federalist nation.

This dissertation consists of three essays on capital controls and exchange rate regimes. The first essay, under the background of international monetary policy trilemma, empirically investigates the validity of the proposition that holding the degree of exchange rate stability constant, a decrease in capital mobility through imposition of capital controls will enhance monetary independence. Using a panel dataset covering 88 countries for the 1995-2010 period and system GMM estimation, this paper finds that 1) capital controls help improve a country’s monetary independence; 2) the effectiveness of capital controls depends on the types of assets and the direction of flows they …
