OBJECTIVES: Current approaches to health system reform under the Affordable Care Act include efforts to enhance the delivery of public health services that promote health and prevent disease and injury on a population-wide basis. The nation’s public health delivery system comprises nearly 3000 local public health agencies that vary widely in size, resources, and capabilities. Economic pressures, workforce shortages, and new national accreditation standards are leading these agencies to explore mechanisms for pooling resources and expertise across local jurisdictions to enhance delivery and improve population health. The 7th NFC award and the 18th amendment to the constitution have brought about a fundamental structural change in the fiscal affairs of Pakistan. The federal government is no longer the main driver of fiscal policy. Power and resources have shifted, rightly so, to the provinces. The share of the federal government in the net proceeds of the divisible pool has come down to 42.5 percent while that of the provinces has gone up to 57.5 percent. Adding straight transfers, grants/ subventions and development loans to the provinces pushes this share further up.

An Analysis Of The Employment Effects Of The Washington High Technology Business And Occupation (B&O) Tax Credit: Technical Report, Timothy J. Bartik, Kevin Hollenbeck

This paper estimates the effects of an R&D tax credit in the state of Washington on job creation. The research uses micro-data on the job creation and tax credits received by individual firms in the state of Washington from 2004 to 2009. We correct for the endogeneity of R&D tax credits received by individual firms by using instrumental variables based in part on national industry factor shares for R&D. We estimate that this tax credit created jobs, but at a high cost. The cost per job-year created is estimated to be between $40,000 and $50,000. The credit was so high …

Technology In The Aid Of Delivering Economic Content To Teachers: Virtual Economics V. 3, John R. Swinton, Benjamin Scafidi

We examine the impact on student achievement of a face-to-face teacher workshop that also provides economics instructors with access to an electronic library of instructional and reference material for their economics classroom—Virtual Economics v. 3 (VE3), offered by the Council for Economic Education. Based on evidence using student and teacher-level administrative data from the Georgia Department of Education and controlling for students’ prior achievement in mathematics, we find evidence that the VE3 workshop experience increases student achievement in high school economics. Our difference-in-differences estimates suggest that teacher participation in the VE3 workshop increases student achievement by 0.061 standard deviations on …

Governments use industrial policy to promote the development of new industries and the creation and adoption of new technologies. Such policy involves subsidies granted to producers and consumers, usually for the purpose of correcting a market failure. Concerning renewable energies such as wind energy and solar energy, China, the United States, and the European Union provide extensive support to producers and consumers. This support has resulted in trade frictions among these nations. This paper discusses the relationship between industrial policy and trade disputes in renewable energy.

Green infrastructure is an approach for managing stormwater that uses vegetation and soils to capture and treat rainwater where it falls. Unlike single-purpose gray infrastructure, green infrastructure realizes multiple benefits at once, including flood mitigation, improved water and air quality, community beautification, provision of recreational opportunities, and energy and cost savings. By jointly modeling returns and volatilities, we find that unemployment news has no significant impact on U.S. stock market returns, but instead on stock market volatility. There is also a significantly positive relation between the long-term bond return and unemployment news during economic expansions, indicating that U.S. government bonds might be a hedge against unemployment news. Inflation news affects both stock and bond market returns negatively during expansions. Both unemployment and inflation news surprises also have more impact on volatility during economic recessions than during expansions.

Three Essays On The Quality Of Marriage, Jose V. Gallegos

In these essays I focus on issues that affect the quality of marriage. First, I analyze the effect of the Chilean divorce law on a woman's decision of when to have the first child. Using survival analysis, I find that the divorce law has had a positive effect on the hazard for highly-educated women. This result suggests that highly-educated women may have waited to have the first child until they were able to afford the additional costs that a child may bring to a divorce process in case the couple decided to separate. Social Capital, Human Capital, And Economic Well-Being In The Knowledge Economy: Results From Canada's General Social Survey, Robert D. Weaver, Nazim Habibov

Beginning in the mid-1990s, the Canadian welfare state's devolutionary transformation ushered in an era which potentially increased the importance of social capital and human capital as mechanisms for promoting socio-economic advancement. In this study, the authors analyze data from Canada's General Social Survey to assess how social capital and human capital influence the reported incomes of the Canadian population. The primaryfindings were that both social and human capital influenced income and that human capital had a larger effect on economic mobility than did social capital. The political economy of the United States during the last thirty years has been described as neoliberal. Part of the neoliberal turn involves reducing or eliminating income support programs such as AFDC/TANF, waging war against organized labor, and increasingly conservative (i.e., neoliberal) public policies. Following an analysis by Lewis (2001) which showed that wages increased in response to higher average monthly AFDC payments, I update and expand this test of Piven and Cloward's bargaining power theory of wages by looking at other factors which may influence worker bargaining power: unions, interest rates, policy liberalism, and economic growth. The interaction of capital stock with overlapping generations is investigated where the time structures of human capital and other physical capital does not match. We consider the economies with either gold or fiat as the outside money and consider the financing problems that appear in the financing of capital stock. The complexity of the underlying physical structure combined with concern for efficiency and equity help to determine the financial structure.

In January 2012 the Fed began reporting ranges of its economic forecasts. The ranges, however, measure differences of opinion, not variances of economic forecasts. This paper discusses what the Fed could report in a world in which it used a single macroeconometric model to make its forecasts and guide its policies. Suggestions are then made as to what might be feasible for the Fed to report given that it is unlikely to be willing to commit to a single model.

As the national economy inches toward recovery, risk-averse employers are increasingly turning to temporary workers to fill their hiring gaps. In fact, the temporary staffing industry has been a fixture of the US economy for decades. But the industry added a striking 557,000 jobs from June 2009 to November 2011 — more than half of the jobs created during that period. Growth is likely to continue: A 2011 McKinsey survey of 2,000 firms of differing sizes and across various sectors found that more than a third foresaw their companies increasing their use of temporary workers over the next five years. …

Stochastic Cost Inefficiency Estimates And Rankings Of Public And Private Research And Doctoral Granting Universities, G. Thomas Sav

Stochastic frontier cost and inefficiency estimates are provided for research and doctoral granting universities in the U.S. Separate sector estimates are produced for public and private non-profit universities. Panel data spanning four academic years, 2005-2009, is used to estimate underlying cost structures. Inefficiency is modeled as depending on institutionally specific environmental factors. Results indicate that public universities are on average more efficient than their private counterparts. The latter exhibit greater variability and when evaluated at the median inefficiencies there does not appear to be any statistically significant difference. There have been significant accretions to foreign exchange reserves over the last decade in Nigeria, especially since the return to democratic governance in 1999. The study tries to find out the underlying factors driving the demand for reserves by the monetary authority. To estimate the demand for foreign exchange reserves in Nigeria, Johansen cointegration and error correction methodology was utilized for the period 1985:Q 1-20I0:O4. The results show that the long-run demand for foreign exchange reserves in Nigeria is driven by economic size, capital account vulnerability, exchange rate flexibility and opportunity cost.
