Research regarding spillover effects of academic innovation tends to focus on the effects innovation from metro areas on metro area labor markets. The results suggest that innovation in big cities generates migration to metros from non metros, thereby reducing available labor supply. As a result metro innovation reduces non metro employment but increase earning for people who reside in non metros. We have evidence that higher innovation in metros increase human capital in non metro areas

What Have They Been Thinking? Home Buyer Behavior In Hot And Cold Markets, Karl E. Case, Robert J. Shiller, Anne K. Thompson

Questionnaire surveys we have undertaken in 1988 and annually 2003–2012 of recent homebuyers in each of four U.S. cities shed light on their expectations and reasons for buying and selling during the recent housing boom and subsequent collapse, and on the reasons for the housing crisis that initiated the current financial malaise. We find that homebuyers were generally well informed, and that their short-run expectations if anything underreacted to the year-to-year change in actual home prices. More of the root causes of the bubble can be seen in their long-term, ten-year, home price expectations, which reached abnormal levels relative to …

In the 1990s, new regulations within the Americans with Disabilitites Act (ADA) and concern over the changing labor market led rehabilitation experts to advocate for greater attention to employer needs within the job development process. (Gillbride & Stensrud, 1992). The resulting model is often called the dual customer approach becuase it positions both employers and people with disabilities as vocational rehabilitation (VR) customers. The goals of the dual customer approach were discribed in the 32nd Institute of Rehabilitation Issues (IRI) outlining the steps for developing a national VR business network (Anderson et al., 2006). Is Earnings Nonresponse Ignorable?, Christopher R. Bollinger, Barry T. Hirsch

Earnings nonresponse in the Current Population Survey is roughly 30% in the monthly surveys and 20% in the March survey. If nonresponse is ignorable, unbiased estimates can be achieved by omitting nonrespondents. Little is known about whether CPS nonresponse is ignorable. Using sample frame measures to identify selection, we find clear-cut evidence among men but limited evidence among women for negative selection into response. Wage equation slope coefficients are affected little by selection but because of intercept shifts, wages for men and to a lesser extent women are understated, as are gender gaps. Selection is least severe among household heads.

Developing countries that host mega-events such as the Olympic Games and World Cup invest enormous sums in stadiums and collateral infrastructure projects. The rapid investment in long-lasting physical stocks raises questions of equity and efficiency for national taxpayers and event attendees. This paper reviews several cases of historical and recent mega-events to assess the infrastructure costs, returns on infrastructure investments, and impacts of the events on urban development patterns. It will highlight cases where mega-event investments contributed to long-term economic growth.

Standard models of horizontal strategic capital tax competition predict that, in a Nash equilibrium, tax rates are inefficiently low due to externalities - capital infl ow to one state corresponds to capital out ow for another state. Researchers often suggest that the federal government impose Pigouvian taxes to correct for these effects and achieve efficiency. We propose an alternative incentive-based regulation: tradeable capital tax permits. Under this system, the federal government would require a state to hold a permit if it wanted to reduce its capital income tax rate from some pre-determined benchmark. These permits would be tradeable across states. …

In econometrics, many distributions are non-Gaussian. To describe dependence between non-Gaussian variables, it is usually not sufficient to provide their correlation: it is desirable to also know the corresponding copula. There are many different families of copulas; which family shall we use? In many econometric applications, two families of copulas have been most efficient: the Clayton and the Gumbel copulas. In this paper, we provide a theoretical explanation for this empirical efficiency, by showing that these copulas naturally follow from reasonable symmetry assumptions. This symmetry justification also allows us to provide recommendations about which families of copulas we should use …

Researchers have continued to study green consumer demographics with mixed results. The relevant literature since 1998 (the last review) was summarized to determine what demographics seemed to impact environmental purchasing. The greatest consistency was found for gender with women more likely to exhibit green behaviors. This research article analyzed survey responses to determine the environmentally friendly behaviors of consumers and their relationships to demographics. Several demographics were found to be related to a number of specific environmentally friendly behaviors, more than in prior research. The authors concluded that using specific behaviors, in contrast to general statements or attitudes, may be …

Good policy is dependent upon good data. This is especially true in health policy. Here we provide data on the number of Kentucky Medicaid beneficiaries who have received a mental or behavioral health diagnosis from 2000 to 2010. A Profile of Kentucky Medicaid Mental Health Diagnoses, 2000‐2010 provides information on the total number of individuals who have been diagnosed with a mental health disorder as well as a year‐by‐year count of the 15 broad categories used to classify these diagnoses. A unifying framework for inference is developed in predictive regressions where the predictor has unknown integration properties and may be stationary or nonstationary. Two easily implemented nonparametric F-tests are proposed. The test statistics are related to those of Kasparis and Phillips (2012) and are obtained by kernel regression. The limit distribution of these predictive tests holds for a wide range of predictors including stationary as well as non-stationary fractional and near unit root processes. In this sense the proposed tests provide a unifying framework for predictive inference, allowing for possibly nonlinear relationships of unknown form, and offering robustness to integration …

This paper overviews recent developments in series estimation of stochastic processes and some of their applications in econometrics. Underlying this approach is the idea that a stochastic process may under certain conditions be represented in terms of a set of orthonormal basis functions, giving a series representation that involves deterministic functions. Several applications of this series approximation method are discussed. The first shows how a continuous function can be approximated by a linear combination of Brownian motions (BMs), which is useful in the study of the spurious regressions. In regressions involving integrable functions we examine the limit properties of IV estimators that utilise integrable transformations of lagged regressors as instruments. The regressors can be either I(0) or nearly integrated (NI) processes. We show that this kind of nonlinearity in the regression function can significantly affect the relevance of the instruments. In particular, such instruments become weak when the signal of the regressor is strong, as it is in the NI case. Instruments based on integrable functions of lagged NI regressors display long range dependence and so remain relevant even at long lags, continuing to contribute to variance reduction …

Model selection and associated issues of post-model selection inference present well known challenges in empirical econometric research. These modeling issues are manifest in all applied work but they are particularly acute in multivariate time series settings such as cointegrated systems where multiple interconnected decisions can materially affect the form of the model and its interpretation. In cointegrated system modeling, empirical estimation typically proceeds in a stepwise manner that involves the determination of cointegrating rank and autoregressive lag order in a reduced rank vector autoregression followed by estimation and inference.
