In 2007, 12.5% of Americans were officially counted as poor by the United States Census Bureau. People from every region, race, age, and sex are counted among our nation’s poor, where ―poor‖ is defined as living in a family with an income below the federal poverty level. In contrast, lesbian, gay, and bisexual (LGB) people are invisible in these poverty statistics. This report undertakes the first analysis of the poor and low-income lesbian, gay, and bisexual population. Adam Smith is often associated with the idea that the desire to better one's condition makes an individual better off and also, unintentionally, makes society better off. This paper asks whether for Smith there are circumstances under which the same desire to better one's condition ultimately betters neither one's condition nor society's condition. The answer proposed here is that in Smith's works, the presence of significant wealth may generate perverse incentives misaligning the betterment of the individual and of society, either because the individual may be worse off while society is better off, or because the individual is better off …

This report describes the results of an in-depth market assessment study conducted for the Finance Fund by the Center for Economic Development and the Center for Housing Research and Policy at Cleveland State University’s Levin College of Urban Affairs. The Finance Fund, located in Columbus, Ohio, is a statewide nonprofit financial intermediary. It finds funding and provides resources to support organizations that assist low- and moderate-income families and communities.1 The Finance Fund works primarily within low-income rural and urban communities throughout the state of Ohio by connecting local community development organizations and small businesses with needed funding in the form …

The paper aims at identifying the dominant channels of monetary policy transmission in Nigeria. The standard vector autoregressive methodology was adopted. The inferences from the study shows that the lending rate provides the strongest nexus for the propagation of monetary policy impulses in Nigeria.

Productivity Effects On Mexican Manufacturing Employment, Andre V. Mollick, Rene Cabral

We examine the effects of labor productivity and total factor productivity (TFP) on employment across 25 Mexican manufacturing industries from 1984 to 2000. Employing panel data methods, several interesting findings emerge. First, we observe a strong and positive impact of NAFTA on employment. Second, productivity exerts a procyclical, positive effect on employment but this effect becomes smaller after NAFTA. Third, partitions of our sample according to capital-labor intensity suggest that industries which are less capital-intensive were affected negatively on impact by NAFTA but that productivity impacted employment positively after NAFTA. In contrast, more capital-intensive industries display these results in reverse.

In the immediate postwar period, Moses Abramovitz and Robert Solow both examined data on output and input growth from the first half of the twentieth century and reached similar conclusions. In the twentieth century, in contrast with the nineteenth, a much smaller fraction of real output growth could be swept back to the growth of inputs conventionally measured. The rise of the residual, they suggested, was an important distinguishing feature of twentieth century growth. This paper identifies two difficulties with this claim. First, TFP growth virtually disappeared in the U.S. between 1973 and 1995. Second, TFP growth was in fact …

This paper offers an account of how individuals act as agents when we employ a narrative approach to explaining their personal identities. It applies Korsgaard's idea of a “reflective structure of consciousness” to provide foundations for a richer account of the individual economic agent, and uses this to explain and distinguish the concepts of personal identity, individual identity, and social identity. The paper argues that individuals’ personal identities may be in conflict with their socially constructed individual identities. Individuals’ social identities are represented as a link between personal identity, and individual identity. The overall framework is proposed as an alternative …

Manufacturing Fdi And Economic Growth: Evidence From Asian Economies, Miao Wang

Previous empirical studies on inward foreign direct investment (FDI) and economic growth generate mixed results. This article suggests that the ambiguous results might be caused by the use of total FDI. We study the heterogeneous effects of different sector-level FDI inflows on host country’s economic growth. Data from 12 Asian economies over the period of 1987 to 1997 are employed. Strong evidence shows that FDI in manufacturing sector has a significant and positive effect on economic growth in the host economies. FDI inflows in nonmanufacturing sectors do not play a significant role in enhancing economic growth. Furthermore, without the decomposition …

Findings from an evaluation of a workplace literacy program funded by the State of Indiana are presented. Working with employers, providers were given considerable latitude to design their own training regimens. The state awarded certificates to workers who achieved certain levels of proficiency in reading, math, critical thinking, problem solving (assessed by CASAS), and computer literacy (certified by IC3). The evaluation relied on qualitative and quantitative data. Multiple site visits were undertaken and a survey of participants (n = 1,800), learning gains, and earnings histories were quantitatively analyzed. We propose a nonparametric test for conditional uncorrelatedness in multiple-equation models such as seemingly unrelated regressions (SURs), multivariate volatility models, and vector autoregressions (VARs). Under the null hypothesis of conditional uncorrelatedness, the test statistic converges to the standard normal distribution asymptotically. We also study the local power property of the test. Simulation shows that the test behaves quite well in finite samples.

This paper provides a conceptual basis for the price discovery potential for tradable market instruments and specifically the development of mortgage securitization in Asia and the potential dangers of such markets. Nonetheless we argue for the potential importance of securitization in Asia because of its possible role in increasing transparency of the financial sector of Asian economies. We put forth a model explaining how misaligned incentives can lead to bank generated real estate crashes and macroeconomic instability, with or without securitization under certain circumstances. We study the dynamics of FDI entry under a setting with firm heterogeneity and FDI uncertainty. The risk of FDI failure depends positively on the complexity of production technology, negatively on the quality of infrastructure in the host country, and evolves over time with the extent of knowledge diffusion. The incorporation of FDI uncertainty leads to a non-monotonic relationship between technology complexity and the timing of FDI entry: firms with intermediate technology levels lead the first wave of FDI, which helps lower the investment uncertainty facing subsequent investors and induces a wider range of FDI entry in the second period. …

Intergenerational Earnings Mobility In Singapore And The United States, Irene Y. H. Ng, Xiaoyi Shen, Kong Weng Ho

This study compared intergenerational earnings mobility in Singapore and the United States by replicating the sample criteria in the Singapore National Youth Survey on the U.S. Panel Study of Income Dynamics. The mean estimated earnings elasticities are almost identical: 0.26 in Singapore and 0.28 in the United States. Transformed to 0.44 and 0.47 respectively to reflect permanent status, mobility in the two countries is moderately low compared internationally. The finding of similar mobility is not surprising given that the two countries have similar economic realities, welfare systems, education regimes, and labor structures. Can Liquidity Shifts Explain The Lockup Expiration Effect In Stock Returns?, Chandrasekhar Krishnamurti, Avanidhar Subrahmanyam, Tiong Yang Thong

Several studies on the expiration of IPO lockups document a strong negative reaction even though the unlock event is devoid of any informational content. The empirical finding has remained a conundrum. In this paper, we find that changes in liquidity can account for the observed stock price reaction around lockup expiration. Specifically, firms which show improvement in liquidity subsequent to the unlock day experience positive abnormal returns in the post-expiration period, and vice versa. Another interesting conclusion that emerges from our research is that liquidity changes can predict future abnormal returns. Our results remain robust to the use of alternate …

Central Maine Power Company (CMP) proposes to invest in a significant upgrade to much of its high voltage transmission system in central and southern Maine in order to increase reliability in the future and to meet Federal standards for the nation’s electricity grid. The project, known as the Maine Power Reliability Program (MPRP) is expected to cost an estimated $1.5 billion and to be implemented over the four year period from 2009 to 2012.

The purpose of this report is to evaluate the current underlying economic conditions in Benton County, Arkansas as they relate to the growth in the valuation of residential property values. First, the economic section provides some details of employment and population growth during the last two years. The second section discusses residential sale values and how they have changed from 2007 to 2008. Data from the Office of the Benton County Assessor and from the Arkansas REALTOR Association are used to demonstrate the change in property valuation.
