The Institute for Policy and Economic Development (IPED) at the University of Texas at El Paso (UTEP) was contracted by the UTEP School of Nursing to conduct an interest survey for a possible Licensed Vocational Nurse (LVN) to Bachelor of Science in Nursing (BSN) program. Respondents were asked directly if they were interested in participating in such a program. The goal of this research is to assess the interest of LVNs in participating in a program that would provide them with the opportunity to earn their BSN.

From Tranquility To Secession And Other Historical Sequences: A Theoretical Exposition, Paul Hallwood

A model is developed explaining many common historical sequences: inter alia, the rise and fall of empires, expansion or contraction in the geographic size of nations, wars of secession, non-contested secessions, and growth of supra-national unions. The basic unit of analysis is a transaction in international (or national) law that verifies and legitimizes transformations from one organizational entity to another. Decision-makers for national, or super-national entities as well as those at sub-levels are assumed to be welfare maximizers under cost constraints. Potential secessionists face dispute costs, and decision-makers for the higher-level entity incur persuasion costs. Both costs may include military …

We consider the role of the common prior for robust implementation in an environment with interdependent values. Specifically, we investigate a model of public good provision which allows for negative and positive informational externalities. In the corresponding direct mechanism, the agents’ reporting strategies are strategic complements with negative informational externalities and strategic substitutes with positive informational externalities. We derive the necessary and sufficient conditions for robust implementation in common prior type spaces and contrast this with our earlier results without the common prior. We consider the following belief free solution concepts for games with incomplete information: (i) incomplete information rationalizability, (ii) incomplete information correlated equilibrium and (iii) ex post equilibrium. We present epistemic foundations for these solution concepts and establish relationships between them. The properties of these solution concepts are further developed in supermodular games and potential games.

In this paper, we clarify the relations between the existing sets of regularity conditions for convergence rates of nonparametric indirect regression (NPIR) and nonparametric instrumental variables (NPIV) regression models. We establish minimax risk lower bounds in mean integrated squared error loss for the NPIR and the NPIV models under two basic regularity conditions that allow for both mildly ill-posed and severely ill-posed cases. We show that both a simple projection estimator for the NPIR model, and a sieve minimum distance estimator for the NPIV model, can achieve the minimax risk lower bounds, and are rate-optimal uniformly over a large class …

Collective reputation and its associated free-rider problem have been invoked to justify state licensing of professions and to explain the incidence of franchising. We examine the conditions under which it is possible to create a Pareto-improving collective reputation among groups of heterogeneous producers. If the regulator or franchisor cannot credibly commit to high quality then a common reputation can be created only if the groups are not too different and if marginal cost is declining. High cost groups benefit most from forming a common regime.

We consider the problem of pricing a single object when the seller has only minimal information about the true valuation of the buyer. Specifically, the seller only knows the support of the possible valuations and has no further distributional information. The seller is solving this choice problem under uncertainty by minimizing her regret. The pricing policy hedges against uncertainty by randomizing over a range of prices. The support of the pricing policy is bounded away from zero. Buyers with low valuations cannot generate substantial regret and are priced out of the market. This paper looks at a broad array of evidence concerning the recent boom in home prices, and considers what this means for future home prices and the economy. It does not appear possible to explain the boom in terms of fundamentals such as rents or construction costs. A psychological theory, that represents the boom as taking place because of a feedback mechanism or social epidemic that encourages a view of housing as an important investment opportunity, fits the evidence better. Amazon.com’s “Search Inside the Book” feature provides a new and exciting tool for bibliometric research. Over the last few years, a growing number of books listed on Amazon. com reference Schumpeter in some way. As of May 3, 2007, Amazon listed 8,086 books that in some way refer to Schumpeter. Of these, I currently have names and titles of 3,719 books in the Schumpeter Amazon database. Of these, I have done content-analysis for 1,176 books that make reference to Schumpeter. Individual Consumption Risk And The Welfare Cost Of Business Cycles, Massimiliano De Santis

This paper measures the welfare gain from removing aggregate consumption fluctuations starting from an economy in which each individual faces both aggregate and idiosyncratic income shocks, and incomplete consumption insurance. We show that, because this welfare gain is a convex function of the overall consumption risk — aggregate plus idiosyncratic — each individual faces, to gauge the magnitude of the gain, it is important to match individuals’ overall risk prior to any policy. We also show that the convexity of the welfare gain function increases substantially if individual consumption risk contains a realistic random walk component. While being agnostic about …

The Individual In Mainstream Health Economics: A Case Of Persona Non-Grata?, John B. Davis, Robert Mcmaster

This paper is motivated by Davis’ [14] theory of the individual in economics. Davis’ analysis is applied to health economics, where the individual is conceived as a utility maximiser, although capable of regarding others’ welfare through interdependent utility functions. Nonetheless, this provides a restrictive and flawed account, engendering a narrow and abstract conception of care grounded in Paretian value and Cartesian analytical frames. Instead, a richer account of the socially embedded individual is advocated, which employs collective intentionality analysis. This provides a sound foundation for research into an approach to health policy that promotes health as a basic human right.

The influence of informal institutions on economic outcomes for low income individuals and households has received little attention in the United States. Yet, drawing on social capital theory and existing studies from developing countries where informal institutions have been widely used in promoting economic opportunities offamilies in poverty, one would expect these institutions to have positive effects on the economic outcomes of low income individuals in the context of an IDA program.
