Foreign aid in different times and at different places has been highly effective, totally ineffective, and everything in between. Primarily, aid is intended to boost public spending in social and economic sector of the recipient government. However, foreign aid, in some cases used for 'non-productive' or 'wasteful' forms of recurrent expenditure such as enlarging the army or paying off the debts of parastatal organizations, increases of salaries of government officials. Semantics and game theory offer modern approaches to very old problems.1 David Lewis introduced game theoretic concepts into the study of language in his examination of conventions.2 In this chapter we study the language of a specific sort of conventions: statistical estimators. Such estimators have the important property of being both well-defined mathematical objects and devices that form the basis of factual claims asserted and, perhaps, believed by rational agents.3 The convention we analyze allows econometric reporting to proceed on the basis of trust.4 In contrast with Lewis, we shall demonstrate that such a convention is …

There are two parts of our chapter. First, we review Adam Smith's argument that the evolution of monetary institutions is tied up in the problem of detecting deceitful metal offered in exchange. Smith points to no such comparable institution by which deceitful policy advocacy is detected and severely punished.5 Yet his recommendation for caution in the evaluation of policy advocacy points to the caution that routinely prevailed in monetary matters before public safeguards evolved to make the metallic content of the medium of exchange transparent and to preserve its quality. There has been a rapid increase in interest among economists to examine the economic causes of biodiversity loss. The goal of this thesis is to investigate biodiversity loss using percentage of endangered species across countries for a three year period of time. This is accomplished by developing a series of models to examine the impact of various economic factors on biodiversity loss, in this case using percentage of threatened species as a proxy.

The results indicate that the development of economic growth can impact endangered species loss. The results also demonstrate that there is a relationship between percentage of endangered …

Human behavior is not always consistent with standard rational choice predictions. The much-investigated variety of apparent deviations from rational choice predictions provides a promising arena for the merger of economics and biology. Although little is known about the extent to which other species also exhibit these seemingly irrational patterns of human decision-making and choice behavior, similarities across species would suggest a common evolutionary root to the phenomena.

The “special treatments” of automobile industry in China, especially in the forms of local protectionism, have been criticized as evidences of domestic market fragmentation for long. Whether these “special treatments” have stunted the integration of a national auto market in China remains a question.

Competition policy is meant to ensure a level-playing in the market, but its ultimate goal is to enhance consumer interests. The telecommunications sector is one of the two sectors that have set up a competition policy in Hong Kong. This paper examines the current competition policy framework in the telecommunications sector by analyzing the level of consumer protection using the Structure-Conduct-Performance Paradigm. It examines in detail the consumer related complaint cases received by the Office of the Telecommunications Authority in four markets: fixed line telephone services, mobile phone services, International Direct Dialing services, and Internet services. This study tries to measure the optimum size of regional government (municipality/city) which will support the accomplishment of decentralization policy's objectives. The result of this study will conclude how the reformation pattern toward regional government in Indonesia should be done. The result of regressing translog and quadratic functions using cost per capita minimization approach shows the existence ofeconomy of scale from the size ofmunicipality/city's population. This article argues that the doctrine of Odious Debt, which has enjoyed a revival since the U.S. invasion of Iraq in 2003, frames the problem of odious debt in a way that excludes most of the problematic obligations incurred by twentieth-century despots. Advocacy and academic literature traditionally describe the odious debt problem as one of government contracts with private creditors. Most theories of sovereign debt key off the same relationship. But in the latest crop of cases, including Iraq, Liberia, and Nigeria, private creditors represent a small fraction of the old regime's debts. Most of the creditors are other governments …

In his 1752 essay Of Money, David Hume proposes that a good policy for a magistrate would be to keep money still encreasing. This paper proposes that, for Hume, money can be kept still encreasing through deflationary policies, rather than through inflationary policies as commonly presented in the literature. Decreasing the quantity of money in circulation in an open economy decreases prices and gives a competitive edge to the country's products. The increase in exports keeps money still encreasing. Deflation may be achieved through the promotion of hoarding and non-monetary uses of precious metals. The position of this paper is …

This paper examines the role of exchange rates in determining the trade balance and output behavior for Ethiopia. Conventional wisdom says that a real devaluation improves the trade balance and has an expansionary impact on output. Empirically, the evidence for both developed and developing countries has been inconsistent in either rejecting or supporting this hypothesis. This paper attempts to find evidence for these conditions. It uses a regression model formulation which includes income and money so that the monetary and absorption approaches to the balance of payments are also examined. The paper shows that the question that is relevant for the debate on the efficacy of development assistance is not so much as an issue of how much, but rather for what. In view of the growing awareness of ODA’s inefficiency in achieving intended aims, this paper proposes an alternative approach to development assistance policies – economic integration and subsidiarity provides the conditions necessary for ODA to produce higher rates of economic growth on a sustainable basis. Professional sports—particularly the NFL and NBA, whose players clearly are behavioral models for kids and even young adults—should join the cash-for-performance movement by rewarding players for their exemplary good citizenship off the field. Why not reward integrity-passionate athletes like Matt Hasselbeck of the Seattle Seahawks or Willie McGinest of the Cleveland Browns with annual bonuses of $100,000 each—or donate that amount to their favorite charities? Such a bonus program would require more than being scandal-or police-blotter-free for a year. This dissertation systematically investigate the lead-lag relations between the trading volume and stock return patterns in China A share and B share markets through two streams of behavioral postulations. In the first part, we summarize all the potential lead-lag patterns between trading volume and stock returns and link them to the corresponding behavioral explanations. In particular, Lee and Swaminathan's (2000) Momentum Life Cycle theory best explains the strong negative relations between lagged trading volume and subsequent return in China A share market. This dissertation investigates the reasons behind international price dispersion. The first essay, “International Price Dispersion and the Direction of Trade”, discusses the importance of trade cost as a determinant of international price dispersion. The importance of trade costs in segmenting product markets can not be captured by considering aggregate prices or in the absence of information on the direction of trade. The first essay, addresses this problem by utilizing product-specific prices along with cross-sectional productivity measures and bilateral trade flows that allow us to identify the probable source of any one product. Real Estate Mutual Funds: A Style Analysis, Crystal Lin, Kenneth Yung

We find that the characteristics of real estate related securities are different from those of the general common equities. To help investors understand better the products offered by real estate mutual funds, we develop style descriptors that are specifically created for real estate related securities. Among the universe of real estate securities, we find real estate funds tilt toward large stocks and favor growth moderately over value. Growth managers outperform value mangers in this sector by 1.51% to 2.30% per year. However, there is evidence of shifts in the investment style among the funds.
