ECHO housing was introduced in the United States in the 1980s based on a program started in Australia in 1975. An ECHO unit is a small house in which an elderly person resides and which is placed near the home of a host (either relatives or close friends of the elderly person). The purpose of this arrangement is to make it convenient and efficient for the occupants of the host family dwelling to provide assistance to the elderly person residing in the smaller ECHO house.

Prospects for Russia’s membership in the WTO now look better than any point since accession negotiations began almost a decade ago. Good progress with economic and legal reforms within Russia has left the country’s economy better prepared for membership. Long Memory Inflationary Dynamics: The Case Of Brazil, Mark E. Jensen, Valderio A. Reisen, Francisco Cribari-Neto

It has been argued by several authors that the inflationary dynamics in Brazil follow a unit root process, thus displaying some inertia. Indeed, Cati, et al. (Journal of Applied Econometrics, 1999) have found that the inflationary dynamics in Brazil are nearly fully inertial. We estimate the fractional differencing parameter using an ARFIMA specification for the inflation rate in that country and our results suggest that the inflationary dynamics are better modeled by a long memory process than by a unit root mechanism, thus implying that there is no inertia in inflation, contrary to what has been found by other researchers. …

Recent econometricians have shifted their attention from point and interval forecasts of the probability density functions (PDF) of various market variables. One of the main problems in this area has been evaluation of the density forecasts. In this papers, we propose a formal test for density forecast evaluation using Neyman (1937) smooth test procedure. Apart from giving indications of acceptance or rejection of the tested model, this approach provides specific sources (such as the mean, variance, skewness and kurtosis or the location, scale and shape of the distribution) or rejections, thereby helping in deciding possible modifications of the assumed model. …

The Economic Impact Of The Yucca Mountain Nuclear Waste Repository On The Economy Of Nevada, Mary Riddel, Martin Boyett, R. Keith Schwer

Current Yucca Mountain Project (YMP) operations provide relatively high-wage employment to the Nevada economy and constitute an economically stable proportion of the total gross state product (GSP). If the YMP were discontinued, economic losses, relative to the current economy, would be substantial. In 2000, the YMP contributed $195.7 million to the Nevada economy and an additional $188.6 million in 2001. The YMP was responsible for 3,650 jobs in 2000. This translates into a real disposable income of roughly $131 million earned each year in the state of Nevada.

Constitutional law assumes that rights should always be protected by property rules – that is, the government can only take them with the individual’s consent. This Article extends to constitutional law the insights of Calabresi and Melamed’s famous article on property and liability rules. Whether rights should be protected by property rules or liability rules depends on the transaction costs of negotiating a transfer of rights. As transaction costs rise, liability rules become more attractive.

Norms, Rationality, And Communication: A Reputation Theory Of Social Norms, Andreas Engert

Does the discovery of "law and social norms" necessitate breaking with the rational choice paradigm? In this paper, I argue for an answer in the negative. To this end, I propose a reputation theory of social norms, which differs from other proposals in two principal respects: First, it explains norms without any assumption of behavioral constraints (like habit or conscience) and normative motivations (like altruism or aspiration to esteem). Second, it does even without any assumption regarding model-exogenous, private information that most other reputation and signaling explanations use (such as the discount rate in Eric Posner's signaling model).

Funded Pensions, Labor Market Participation, And Economic Growth, Mark A. Roberts, Eric O'N. Fisher

This paper analyses a model of overlapping generations in which agents who do not participate in the labor market are unable to borrow. Thus an increase in a fully funded pension raises aggregate savings even with a fixed participation rate since private savings are not crowded out one-for-one. When labor force participation is determined endogenously, a rise in the level of fully funded pensions increases the aggregate labor supply. This in turn increases aggregate savings and growth, directly by raising per capita savings and indirectly through tax and interest rate effects.

Risk And Wealth In A Model Of Self-Fulfilling Currency Attacks, Bernardo Guimarães, Stephen Morris

We analyze the effect of risk aversion, wealth and portfolios on the behavior of investors in a global game model of currency crises with continuous action choices. The model generates a rich set of striking theoretical predictions. For example, risk aversion makes currency crises significantly less likely; increased wealth makes crises more likely; and foreign direct investment (illiquid investments in the target currency) make crises more likely. Our results extend linearly to a heterogeneous agent population.

Traders with short horizons and privately known trading limits interact in a market for a risky asset. Risk-averse, long horizon traders supply a downward sloping residual demand curve that face the short-horizon traders. When the price falls close to the trading limits of the short horizon traders, selling of the risky asset by any trader increases the incentives for others to sell. Sales become mutually reinforcing among the short term traders, and payoffs analogous to a bank run are generated. A “liquidity black hole” is the analogue of the run outcome in a bank run model.
