Savings And Credit For U.S. Microenterprises : Integrating Individual Development Accounts And Loans For Microenterprise, Caroline E. Glackin, Eliza G. Mahony

This paper provides a framework for the integration of two asset-building instruments, Individual Development Accounts (IDAs) and loans for microenterprise. Initially, it provides an overview of the emergence of the asset-based approach to poverty alleviation in the U.S. context and the evolution of IDAs and microenterprise development (MED). Then, it evaluates the potential role of IDAs in reducing risk using conventional lending criteria. The paper summarizes the findings of initial research on integrated programs and highlights four case studies. Finally, the paper provides some preliminary observations regarding potential benefits and challenges of the integrated approach and proposes an agenda for …

This paper uses data on companies that have been in the S&P 500 index since 1957 to examine whether risk aversion has decreased since 1995. The evidence suggests that it has not. There is no evidence that more risky companies have had larger increases in their price-earnings ratios since 1995 than less risky companies.

The results in this paper show that various college football ranking systems have useful independent information for predicting the outcomes of games. Optimal weights for the systems are estimated, and the use of these weights produces a predictive system that is more accurate than any of the individual systems. The results also provide a fairly precise estimate of the size of the home field advantage. These results may be of interest to the Bowl Championship Series in choosing which teams to play in the national championship game. We conduct an empirical investigation into whether networking effects affect foreign direct investment (FDI) activity. Using bibliographical information on CEOs’ birth and education locations, we are able to identify changes from U.S. to foreign-connected CEOs that occurred in U.S. manufacturing firms of the S&P 500 from 1992 through 1997. Robust to a variety of specifications, we find that a U.S. firm’s switch from a U.S.- to a foreign-connected CEO leads to substantial increases in the firm’s proportion of its assets and sales that are in foreign markets. High rates of exit remain the "Achilles heel" of many micro-finance organizations. After reviewing definitional issues, the paper explores how exit rates adversely affect both their commercial and social objectives. It then reviews case studies of exit monitoring based on routine, questionnaire based and focus group methods, making detailed suggestions as to how data collection, analysis and reporting can be improved.

The General Dominance Of Lottery Over Waiting-Line Auction, Winston T. H. Koh, Zhenlin Yang, Lijing Zhu

This paper examines the allocative efficiency of two popular non-price allocation mechanisms — the lottery (random allocation) and the waiting-line auction (queue system) — for the cases where consumers possess identical time costs (the homogeneous case), and where time costs are correlated with time valuations (the heterogeneous case). We show that the relative efficiency of the two mechanisms depends critically on the scarcity factor (measured by the ratio of the number of objects available for allocation over the number of participants) and on the shape of the distribution of valuations. Pakistan’s banking sector has been faced with at least several problems and difficulties. The main problems faced by the sector are:- (1) Most of the financial assets and deposits are owned by nationalized commercial banks (NCBs) which suffer from a highly bureaucratic approach, overstaffing, unprofitable branches and poor customer service. In year 2001-2002 the biggest achievement of Pakistan was to secure its external sector. The debt indicators are improving. Foreign exchange reserves have gone up to cover more than seven months import bill from a situation where the country had three weeks requirement. Exchange rate has not only remained stable but has appreciated by 7 to 8 per cent during last one year. The confidence in exchange rate has allowed the country to absorb the various external shocks.

Stock market price/earnings ratios should be influenced by demography. Since demography is predictable, stock returns should be as well. We provide a simple stochastic OLG model with a cyclical structure that generates cyclical P/E ratios. We calibrate the model to roughly fit the cyclical features of historical P/E ratios.

This paper determines coverage probability errors of both delta method and parametric bootstrap confidence intervals (CIs) for the covariance parameters of stationary long-memory Gaussian time series. CIs for the long-memory parameter d 0 are included. The results establish that the bootstrap provides higher-order improvements over the delta method. Analogous results are given for tests. The CIs and tests are based on one or other of two approximate maximum likelihood estimators. The first estimator solves the first-order conditions with respect to the covariance parameters of a “plug-in” log-likelihood function that has the unknown mean replaced by the sample mean. We consider the provision of venture capital in a dynamic model with multiple research stages, where time and investment needed to meet each benchmark are unknown. The allocation of funds is subject moral hazard. The optimal contract provides for incentive payments linked to attaining the next benchmark, which must be increasing in the funding horizon of each stage. Benchmarking reduces agency costs, directly by shortening the agent’s guaranteed funding horizon, and indirectly via an implicit incentive effect of information rents in future financing rounds.
