This paper focuses on the movement of data-based social policy analysis from a single-country cross-section frame to a multi-country panel frame. It provides examples of policy insights this movement to panel data has permitted, both with respect to economic well-being and behavior--using data from the Panel Study of Income Dynamics (PSID), the British Household Panel Study (BHPS), the German Socio-Economic Panel (GSOEP), and the Health and Retirement Study (HRS). It also suggests fruitful areas for future panel data-based policy research.

We examine job duration patterns for evidence of health insurance-related job lock among chronically ill workers or workers with a chronically ill family member. Using Cox proportional hazard models, we allow for more general insurance effects than in the existing literature to indicate the impact of health insurance and health status on workers' job durations. We use data for workers in Indiana predating the Health Insurance Portability and Accountability Act (HIPAA) to examine the potential impact of HIPAA on job mobility. Chronic illness reduced job mobility by about 40 percent among the workers in our sample who relied on their …

This paper evaluates short- and long-term academic effects of the US School Breakfast Program (SBP). The paper divides into four sections: an introduction (page 4), a literature review (page 11), a statistical model (page 31), and an empirical model (page 38). In the first section, we cover general facts and details about the SBP. In the second section, we first review literature relevant to the SBP (supply, demand, and short-term effects studies). This paper takes a different approach by developing a model based on the boom and bust cycle of Japan during the mid to late 1980's, using currently accepted theory. In section II, I review the general characteristics of asset bubbles to familiarize the reader and offer some historical examples. Section III offers a review of many of the theoretical papers on asset bubbles, as well as empirical papers, which involve similar phenomena in order to gain some insight in building the model. Young (A Tale of Two Cities, 1992 and the Tyranny of Numbers, 1995) demonstrated, based on the data from the 1960s to the 1980s, that the total factor productivity (TFP) growth since the mid-1980s owed much to the establishment of the cross-border division of labor in which Hong Kong relocated manufacturing to the Mainland and provided support and entrepot trade services in the form of service exports. Nevertheless, growth since the 1980s came largely from the declining manufacturing sector. The expanding services sector’s TFP growth, whether tradable or not, has been low. This study covers considerable ground and touches on a range of issues in a rigorous investigation of the intraday and end-of-day behaviour of I JK stock index and interest rate futures contracts. Firstly, the paper uses S-minute data in an initial examination of the response of the Short Sterling, Long Gilt and FTSEI00 to the release of macroeconomic announcements (assisted with the application of GMM). Firstly, whether accounting for the persistence in volatility decreases the errors between the option prices implied from our models and the observed option prices and secondly, whether the pricing errors are reduced when you allow for the fact that consumption is correlated with returns on the underlying asset. This paper describes the development of parametric models for estimating operational reliability and maintainability characteristics for reusable launch vehicle concepts, based on vehicle size and technology support level. A reliability and maintainability analysis tool (RMAT) and response surface methods are utilized to build parametric approximation models for rapidly estimating operational reliability and maintainability characteristics such as mission completion reliability. These models that approximate RMAT, can then be utilized for fast analysis of operational requirements, for lifecycle cost estimating and for multidisciplinary design optimization.

The term structure of interest rates in Australia, using data of different types as well as frequencies covering the period 1991 (11) to 2000 (9), is investigated using a relatively new modelling strategy previously untested on Australian interest rate data. Developed by Pesaran & Shin (1997), this strategy incorporates long-run structural relationships in an otherwise unrestricted vector autoregression model (VAR). The long-run relationships included in the model are based on the Expectations Theory of the term structure. Unemployment compensation in the United States is provided through a federal-state system of unemployment insurance (UI). UI provides temporary partial wage replacement to active job seekers who are involuntarily out of work. For older workers, UI is an important source of income security and a potential influence on work incentives. For many, the transition from full-time work in a career job to retirement is voluntary and orderly. For others, job displacement greatly disrupts plans. Comparisons among state unemployment insurance (UI) systems can be misleading. Frequently quoted indicators of benefit generosity, tax cost, and adherence to the experience-rating principle are influenced by the relative economic conditions of states. Such comparisons thereby obscure underlying structural differences in state UI systems. A business considering alternative states in which to locate a production facility should be cautious when interpreting UI information in an economic developer's marketing pitch. This paper offers alternative indicators based on how representative firms, with a well specified unemployment experience, would fare in different states. Pryor’s Millennium Survey results need to be understood in the context of economists’ different economic models appropriate to different institutional frameworks. These variable/institutional framework subsystems in turn may be distinguished according to whether the variables involved exhibit considerable deviation from trend and whether significant institutional change is anticipated. One such subsystem, involving globalization, financial volatility, and income inequality, seems to be relatively independent of a subsystem made up of the domestic economy as a whole.
