The Nevada Test Site (NTS) has served a crucial role in protecting the nation's security over the last 50 years. Changing national budgets and fiscal priorities have signaled dramatic adjustments for the NTS. Following the 1992 nuclear testing moratorium, the U.S. government has begun to make parts of the NTS available for private-sector use in an effort to generate money, utilize the Test Site's unique resources and capabilities, and provide economic development to southern Nevada. The initiative to attract private industry to the NTS is similar to activities taking place at other nuclear facilities across the nation. With a change …

Regional Economic Effects Of Wilderness Designations In Six Western States, Marca L. Hagenstad

This study investigated the existence of impacts on per capita incomes from the designations of wilderness areas. It developed one model to explain county-level per capita incomes in the six western states of Utah, Colorado, New Mexico, Arizona, Idaho, and Wyoming. This model examined effects of various factors believed to affect incomes, such as the industry mix of an economy, population densities, unemployment rates, government expenditures, and the existence of colleges, Indian reservations, and wilderness areas.

The analysis indicated that per capita incomes in these states did not fall by an increase in wilderness lands. In fact, counties in Utah, …

In this paper, we examine the job stability of workers in a wide range of flexible staffing arrangements: agency temporary, direct-hire temporary, on-call, contract company, independent contractor, and regular part-time work. We draw upon two data sources in our analysis. The first is a nationwide survey of employers on their use of flexible staffing arrangements conducted by the Upjohn Institute for Employment Research. This survey provides evidence on why employers use various types of flexible staffing arrangements and the extent to which employers move workers in these positions into regular arrangements within their organization. No one disputes that a male-female gender wage differential favoring men exists. This study seeks to unearth not only the sources of this differential but also the relative degrees to which the various sources impact the differential. The theories proposed by current literature suggest three principal causes: differences in human capital, crowding discrimination, and other forms of discrimination. This study estimates separate equations for men and women and then uses the regression results to decompose the gender wage differential into the three aforementioned components. Section I serves as an introduction to the topic and Section II introduces the theoretical foundation for this subject. Section III lays out the hypothesis and explains the theoretical model and data. Section IV discusses the results of the model and Section V draws conclusions from the results and makes policy implications.

There is a general consensus that student performance at all levels has been deteriorating. Despite numerous attempts by researchers to link school expenditures with student performance, a clear relationship does not exist. Since a number of difficulties plague earlier studies, this paper attempts to remedy these problems by offering a better data design and a sounder methodology. This study uses the 1992 Massachusetts Educational Assessment Program (MEAP) test scores from 4th, 8th, and 12th grade students to measure student performance. On Exchange Rates And Economic Growth, Eric O'N. Fisher

Economics

Extending Ireland's (1994) model, this paper analyzes an international economy where cash or credit can be used for payment. Foreign trade credit is more costly than its domestic analog. A depreciation of the real exchange rate is associated with an external surplus and a reduced share of imports purchased with credit. Economic growth slows when foreign trade credit becomes the predominant means of payment for international transactions. A country with high inflation exports its Tobin effect and thus temporarily increases world growth.

The foreign exchange market is one of the most active financial markets. The sheer volume of trade in the foreign exchange market has captured the attention of many researchers. Since exchange rates began to float in 1973, there has been much empirical work on exchange rate behavior. The results from previous studies appear to be somewhat sensitive to econometric techniques employed. Thus, the correct statistical characterization of exchange rate behavior remains an open question.

Chapter 2 examines time-series behavior of monthly real exchange rates. The results show that real exchange rates do not follow a pure random walk process. Changes …

The public and Congress both need to know more about the costs and benefits of government regulation. This testimony before the Senate Committee on Government affairs in April 1999 addresses the proposed S.59 bill, the Regulatory Right-to-Know Act of 1999, and the proposals for a Congressional Office of Regulatory Analysis. S.59 accomplishes the desirable objective of raising the level of public regulatory understanding in a straightforward and nonpartisan manner: providing consistent regulatory data. Likewise, a new Office of Regulatory Analysis would give Congress an independent source of information - provided its charter were broad enough for the task.

We present a model of entry and exit with Bayesian learning and price competition. A new product of initially unknown quality is introduced in the market, and purchases of the product yield information on its true quality. We assume that the performance of the new product is publicly observable. As agents learn from the experiments of others, informational externalities arise. We determine the Markov Perfect Equilibrium prices and allocations. In a single market, the combination of the informational externalities among the buyers and the strategic pricing by the sellers results in excessive experimentation. This paper considers the efficiency of financial intermediation and the propagation of business cycle shocks in a model of long-term relationships between entrepreneurs and lenders, where lenders may be constrained in their short-run access to liquidity. When liquidity is low, relationships are subject to breakups that lead to loss of joint surplus. Liquidity outflows cause damage to financial structure by breaking up relationships, and damage persists due to frictions in the formation of new relationships. Feedbacks between aggregate investment and the structure of intermediation greatly magnify the effects of shocks. For large shocks, financial collapse may become inescapable in the …

Exploring The Effect Of Welfare Reform Implementation On The Attainment Of Policy Goals: An Examination Of Michigan's Counties, Jodi Sandfort

This paper presents a cross-sectional examination of the implementation conditions within Michigan during the first year following the passage of federal welfare reform. It asks the question, “Do implementation factors in the welfare system quantitatively influence the achievement of public policy goals?” Drawing on data from 82 counties, this analysis provides an exploratory, multivariate model that controls for environmental factors outside of the influence of program implementers and examines the effects of macro- and micro-implementation conditions on an outcome desired by policy reforms. In this work we analyze the living arrangements of elderly unmarried women in Italy. We use data from three surveys, collected in 1990, 1994, and 1995 by the Italian statistical agency ISTAT. We consider unmarried women aged 65 and older, and three household types (living alone, with children, or with others), taking into account the availability of children with whom they might share a household. During this period the percentage of elderly living alone fell slightly. We investigate these patterns with a structural analysis based on multinomial models. One of the most important issues in the debate over Social Security is how various changes in the system would change retirement behavior. A critical parameter in this context is the income effect on retirement— how a change in income affects retirement behavior, ceteris paribus. To estimate the income effect, we examine tax-return generated data on the labor force activity of a group of older people before and after they receive inheritances. The results are consistent with the notion that income effects are small. Neither retirement decisions nor the magnitude of earnings conditional on working seem to be affected very …

Employee-Based Versus Employer-Based Subsidies To Low-Wage Workers: A Public Finance Perspective, Stacy Dickert-Conlin, Douglas Holtz-Eakin

We revisit the relative merits of employee-based versus employer-based labor market subsidies. While conventional analyses stress the equivalence of these approaches, we find a modest preference for employee-based approaches. Because the population of low-wage workers overlaps, but is not identical to, the populations of low-skill or low-income workers, simple employer-based approaches are likely to be poorly targeted. Targeting may be improved by identification of eligible workers, but identification itself raises the possibility of detrimental stigma associated with the program. When combined with lower participation rates among firms than among households, the size of employer-based subsidies needed to match the outcome …
