Reducing The Welfare Dependence Of Single-Mother Families: Health-Related Employment Barriers And Policy Responses, Jean Kimmel

The problem of rising health care costs and the related increased dependency on health insurance coverage has moved to the forefront of the U.S. policy agenda in recent years and was a fundamental component of President Clinton's 1992 campaign platform. However, the President's 1994 health care reform proposal was unsuccessful, and current GOP proposals to cut the rate of growth of Medicare and Medicaid spending while the eligible population and costs both continue to grow fail to address the problem of coverage. In fact, one likely side effect of the cost-shifting to private insurance carriers will be to increase the …

Political Involvement In Transition: Who Participated, And Electoral Dynamics, In Central And Eastern Europe?, David S. Mason, James R. Kluegel
Scholarship and Professional Work - LAS
Using surveys conducted in 1991, this paper examines the sociodemographic, experiential and ideological determinants of nonelectoral and electoral political participation in eight postcommunist states of eastern Europe, with comparisons to Germany and the United States. Comparing the postcommunist states to the capitalist ones, we find the determinants of participation in the former largely conform to the patterns in the west, with education playing an especially large role. In the postcommunist states, we found that youth, political anger and antisocialist ideology were important determinants of political protest and party sympathy, but not of the decision to vote in the initial elections. …

The revival of democracy in its undiluted form in 1988 had generated a sense of euphoria throughout the country. The expectations were high, hopes were rekindled for economic well being of general masses and a path to normalcy was envisioned. The situation today is nowhere close to those original expectations and there is a growing sense of resentment against the encroaching forces of privilege and patronage getting a firm hold on the economy. Culture, Ideology, And Community: The Dynamics Of Accommodation And Resistance To Restructuring Of The Mexican Sugar Sector, Donna Chollett

Neoliberalism has provoked profound and diverse consequences for rural Mexico, escalating the agricultural crisis for producers and workers in various sectors. Against this context, recent improvements in the sugar sector raise interesting questions about its relative economic success under the neoliberal paradigm. This article contrasts two cane zones--one that experienced economic recovery and another affected by abandonment of the sugar mill--to argue that in the interstices of modernizing neoliberalism, cane growers and mill workers who were subjected to politics of exclusion struggle to ensure the survival of their culture, community, and economic livelihood.

Effect Of Regulation On Banking: California 1879-1929, Lynne Doti, Richard Runyon

California had a virtually unregulated banking environment until the first comprehensive banking regulations were passed in 1905. These regulations, and subsequent changes in 1909, required reserves and paid-up capital. Several tests of commonly accepted measures of safety, such as bank reserves, paid-up capital, bank failures, and real estate loans that resulted in foreclosure, are compared for selected years before and after the regulations. Results do not clearly demonstrate that regulation enhanced the safety of individual banks, but do support the conclusion that regulation enhanced the safety of the banking system as a whole.
