The same people who would not admit a real economic recovery was underway in 1992 are reluctant to acknowledge that this same recovery is now old and tired in 1996. Only 31% pf the adult population is satisfied with the economy. Over one-half of Americans believe that the country is "headed in the wrong direction." For the most part, the data support these sentiments, from slowed GDP and productivity growth to increased worker insecurity. Policymakers need to take their own Hippocratic oath: First, do no harm. Why Do People Dislike Inflation?, Robert J. Shiller

A questionnaire survey was conducted to explore how people think about inflation, and what real problems they see it as causing. With results from 677 people, comparisons were made among people in the U.S., Germany, and Brazil, between young and old, and between economists and non-economists. Among non-economists in all countries, the largest concern with inflation appears to be that it lowers people’s standard of living. Non-economists appear often to believe in a sort of sticky-wage model, by which wages do not respond to inflationary shocks, shocks which are themselves perceived as caused by certain people or institutions acting badly. …

Between about the mid 1960s and the late 1970s there was a remarkable rise in the labor force participation of women and then a leveling off that has persisted through the mid 1990s. This paper attempts to explain the labor force participation of women 20-24 over this period. A “relative income” variable is constructed based on Easterlin’s (1980) relative income hypothesis, and this is found to be an important explanatory variable. Easterlin’s “cohort wage” hypothesis is also used in the analysis. The basic equation estimated does very well in various tests that were performed on it, and it appears to …

Governments must cope with the enormous uncertainties about both future climate change as well as the costs and benefits of slowing climate change. This study analyses the value of improved information about a variety of geophysical and economic processes. The value of information is estimated using the “PRICE model” which is a probabilistic extension of earlier models of the economics of global warming. The study uses five different approaches to estimating the value of information about all uncertain parameters and about individual parameters. We develop order T -1 asymptotic expansions for the quasi-maximum likelihood estimator (QMLE) and a two step approximate QMLE in the GARCH(1,1) model. We calculate the approximate mean and skewness and hence the Edgeworth-B distribution function. We suggest several methods of bias reduction based on these approximation.

The study examines the role of price incentives in expanding agricultural commodity exports. Using the concept of efficiency, based on the theory of opportunity cost, nominal and effective protection coefficients (NPC & EPC) were estimated for cocoa, coffee, cotton, palm kernel, palm oil, rubber and soyabean. Their world market prices served as the efficiency benchmarks in order to determine the pattern of incentives or disincentives to the Nigerian agricultural export sector. In this study, a macro-economic model is used to examine the relationship between external debt and economic growth in Nigeria. The study has established empirically that foreign credit only contributed positively to growth between 1988 and /992 when the resources mobilized externally were used in directly productive activities. However, between 1979 and /987 as well as the period /993-/994, there was a negative relationship between foreign capital and growth. Among other factors, policy inconsistencies, drying up of external assistance and political instability were identified as the main factors that militated against foreign credit-induced growth of the Nigerian economy.

This paper proposes alternative early warning models which could be helpful in identifying problem banks in Nigeria. The models rely on the /ogit-analytic technique and the use of financial ratios derived from the monthly returns the licensed banks render to both the Central Bank of Nigeria (CBN) and Nigeria Deposit Insurance Corporation (NDIC). The two separate models, each developed for commercial and merchant bank, are more efficient in that they drastically reduced the mis-classification errors inherent in other failure prediction models developed in the past. Further Empirical Analysis Of Inflation In Nigeria, O. M. Fakiyesi

This paper analyses the main factors which influence inflation in Nigeria with a view to determining the relevant policy instruments that will reduce it. The empirical analysis confirms the findings of earlier studies that monetary expansion significantly influences the rate of inflation in Nigeria. The other dominant factor is the exchange rate which has a significant and positive impact on inflation. Growth in real income and level of rainfall are also significant in explaining inflation in Nigeria.

Estimates of a prepayment function for multifamily mortgages are reported in this paper. These are among the first attempts to estimate such a function; most previous work along these lines focuses on single family mortgages. A further distinguishing aspect of the paper is its attempt to incorporate the impact of unobservable factors on the mortgage refinancing decision. A variant of the maximum likelihood procedure first developed by Meyer (1987) is employed. The results indicate an overall positive duration dependence for the conditional prepayment rate. The estimated response of prepayments to a change in the market rate of interest is significant …

The development of certain facets of Poland's social protection system since the collapse of state socialism in 1989 is analyzed using a comparative policy process analysis model. Particulara ttention is given to the programs of social assistance, child-care and family benefits, and old-age pensions in the Polish context. On the basis of the analysis it is argued that policy makers should give greater consideration to Poland's unique historical and cultural experience relative to addressing social issues.

To alleviate rural poverty most developing countries have been launching a wide variety of rural development activities. In this paper I discuss the relationship between deforestation and rural poverty, policies governing reforestation initiatives and the role of social workers in these efforts. The paper argues for and illustrates the various roles social workers can play in development programs to alleviate rural poverty in developing countries.

An analysis of U.S. refugee resettlement policy reveals approaches that do not address several root causes of resettlement difficulties: cultural differences, post-traumatic stress disorder, and discrimination by the host culture. Several recommendations are made for policy improvements, and suggestions for the future of international social welfare are presented.

The Marginalization Of Social Welfare In Developing Countries: The Relevance Of Theories Of Social Policy Development, Kwong-Leung Tang

Social welfare development has been marginalized in many developing countries. This study examines the social policies of developing countries and refers to four major theories of social policy development (social conscience, modernization, dependency and diffusion) to see if they offer an explanation of the phenomenon. It is argued that dependency theory and diffusion theory provide better interpretations than the other two theories. The paper shows how theories of social policy have international relevance in explaining current trends in social welfare.

This three country comparison uses case studies of family policy in Britain, Canada and the US to explain how governments utilize family policies to maintain patriarchal systems and to promote labor force and economic goals. The paper examines how equality/difference theories are applied in family policy. Propositions are developed in order to provide a basis for developing new approaches to family policy based on gender equality.
