Making the best use of the fully appropriated water supply in most areas of the Rio Grande Drainage Basin remains the major issue facing the state of New Mexico. This dissertation develops a comprehensive and integrative methodological approach capable of evaluating water resources problems in the Rio Grande Basin. A combination of two well-known and utilized economic tools (the input-output and linear programming techniques) served as the basis for model formulation.

When representatives of the city of Albuquerque and the Albuquerque city police were unable to negotiate a new contract when the previous contract expired on June 30, 1975, the police officers engaged in a work slowdown by issuing less traffic citations. On Saturday, July 12, the officers on the third shift were told to end their slowdown. Instead, the officers on the third shift began a wildcat strike that afternoon. The report evaluates the long-term relationship between water demand and water availability in the Albuquerque metropolitan region and surrounding portions of Bernalillo, Sandoval, Valencia, and Socorro Counties. Prepared by Gilbert Bonem, Micha Gisser, John Myers, and Mark Resta of the University of New Mexico Bureau of Business and Economic Research, with a water-supply assessment by Lee Wilson, the report was conducted as part of the Albuquerque Greater Urban Area (AGUA) planning program. Using economic-demographic forecasting models, sector-specific water-use coefficients, hydrologic analysis, and water-rights evaluations, the study projects water demand and supply conditions through the year 2030.

An Analysis Of Citizen Attitudes Towards The Establishment Of Bus Service In The City Of Roswell, New Mexico, University Of New Mexico Bureau Of Business And Economic Research

Based on a sample of 595 households, the study finds that while 47% of residents indicate they would use the bus service, potential ridership significantly increases to 62% among families with handicapped members who heavily rely on the service to solve severe transportation issues. Furthermore, a clear community consensus emerged regarding public financing, with 72% approving the use of city funds for capital expenditures and a 54.6% majority supporting municipal tax increases to cover daily operations.

This thesis addresses the economic issues affecting investment in architectural conservation. The potential benefits of conserving architecturally and/or historically significant structures are private benefits accruing to the owners and positive externalities accruing to the public, such as increases in tourism and land values (to the extent these benefits are not internalized by the owners), option values, and existence values.
