Why Does Multilateral Cooperation Vary Across Issue Areas? Trade Versus Foreign Direct Investment, Imran Khan

Why does multilateral cooperation sometimes fail to emerge, even in contexts where multilateral cooperation would be more beneficial for all parties than bilateral cooperation? To explore this puzzle, a generalization of the stag-hunt game is developed. The key finding from the analysis of this “stag-elephant” hunt game is that because pursuing multilateral cooperation is a riskier strategy due to the need for a larger number of players to cooperate to achieve it, multilateral cooperation can fail to emerge even when the payoffs from multilateral cooperation substantially exceed those of bilateral cooperation. Two Essays On Asset Prices Around Securities Class Action Lawsuits, Sounak Saha

Essay 1: Prior studies on securities class action lawsuits have found that there are large negative abnormal returns and an increase in short-selling activity in the days preceding the lawsuit filing. These findings have largely been attributed to anticipatory inference and private information. However, our analysis of a large sample spanning 2009-2019 reveals that more than half of the lawsuits had a public announcement about the law firm investigation in the days leading up to the lawsuit filing. Strikingly, we find that the average cumulative abnormal return during the 10-day pre-filing period was: (1) over -17% for lawsuits with a …

The paper discusses an attempt to explore and assess the economic clustering in Maharashtra by focusing on the MSMEs (Micro, Small and Medium Enterprises) and large enterprises in six major districts, namely Konkan, Nashik, Pune, Aurangabad, Amravati, and Nagpur. Cluster coefficients, total number of workers, and other economic indicators of units were considered to understand how industries are spread and perform regionally. As natural disasters grow in frequency and intensity with climate change, limiting the populations and properties in harm’s way will be key to adaptation. This study evaluates one approach to discouraging development in risky areas—eliminating public incentives for development, such as infrastructure investments, disaster assistance and federal flood insurance. Using machine learning and matching techniques, we examine the Coastal Barrier Resources System (CBRS), a set of lands where these federal incentives have been removed. We find that the policy leads to lower development densities inside designated areas, increases development in neighbouring areas, reduces flood damages and alters local demographics. Our …

In this chapter, we survey the performance of Virginia’s metropolitan areas this decade. We first discuss population trends and the demographic challenges facing metro areas. We then delve into measures of economic activity, including taxable sales and Gross Domestic Product (GDP). We also discuss labor markets in each metro area. We conclude with thoughts about how Virginia can foster growth across its metropolitan areas.

Hampton Roads’ economy was a study in contrasts in 2024. For the first time in almost two decades, the regional economy grew in four consecutive years. A record number of individuals were in the civilian labor force and employed, and employers reported a record number of jobs. Job growth, however, lagged our peers. Now is the time to invest in key industry clusters to spur private-sector job growth in the region and build upon our recent economic fortunes.

There was (mostly) good news to report about the pillars of the Hampton Roads economy in 2024. More defense spending flowed into the region. While cargo traffic declined at the Port of Virginia in 2023, the declines were mainly driven by outbound cargo traffic. The declines at the Port were also proportionally less than many other ports across the nation. Nominal hotel revenues continued to climb, but real hotel revenues fell in 2023 as occupancy rates dipped slightly. The hotel industry, however, continued to outperform the state and the nation.

Even though fewer houses sold in 2023, median single-family prices continued to rise. Hampton Roads is home to 63 public libraries across 13 library systems. These public libraries do much, much more than simply lending books. Access is free, and everyone is welcome. This chapter provides an overview of Hampton Roads’ public libraries—how they function and how they are funded, and the diversity of services and resources they offer to our residents. We focus on the innovative ways that public libraries have evolved to meet their communities’ changing needs.

In this chapter, we examine one particular corner of a much larger disability story – those individuals who have a work history and subsequently seek to receive income from the Social Security Administration because of that disability. Contrary to what many people believe, both the number of applications for worker disability and rates of approval of those applications have trended downward in recent years. We explore the differences in disability rates and workers across Hampton Roads.

In 2010, the median age of the resident population of Hampton Roads was 35.7 years. By 2019, the median age had increased to 36.8 years, rising to 37.1 years in 2021 and 37.3 years in 2022. The number of residents aged 65 and over continued to rise. How is Hampton Roads aging compared to Virginia and the United States? In this chapter, we explore how the region is aging, how it may age in the future, and how this may impact the region’s economic prospects.

[Summary] The relationship between emotions and job satisfaction is widely acknowledged via affective events theory (AET). Despite its widespread use, AET was not designed to address why specific emotions might differentially relate to job satisfaction. We utilize appraisal theory of emotion to refine AET and provide this nuanced theorizing. We meta‐analytically test our ideas with 235 samples across 99 883 individuals and 22 600 intra‐individual episodes. We test two approaches—specific emotion experiences (16 discrete emotions) versus general emotion experiences (positive or negative emotions)—and present empirical evidence of their similarities and differences with job satisfaction. This article studies the relationship between renewable energy stocks’ performance and climate risk. It shows that publicly held renewable energy stocks underperform as a reaction to climate policy information releases, modeled by feed-in tariff (FIT) legislation announcements. The study examined stock price behaviors 2 days before and 30 days after FIT policy announcements. The stock sample used in the study has 3702 firm-day combinations, which included 180 cleantech firms and 32 events from 2007 to 2017. Based on the residual analysis of the sample’s abnormal return, it indicated that the FIT announcements are associated with significant declines in returns. The …

In 2022, more than 1 in 5 college graduates across the United States found themselves earning less than the national median income for high school graduates in the same graduating class year. In the same year, on average, 19.9% of graduates from four-year Virginia institutions of higher education earned less than the typical high school graduate 10 years after entry into college or university. In this chapter, we ask whether attending college is a ‘good deal’ for many Virginians.

In this chapter, we examine how the population of Virginia has changed over time, with a specific focus on the resident population aged 65 and above. We break down the population aged 65 and above by sex and race and ask how these differences may impact the Commonwealth over time. We explore the characteristics of this population and discuss how Virginia is aging compared to its neighbors. We conclude with thoughts on how the ‘graying’ of Virginia may influence the demand for public goods and services in the future.

The mutual dependence between national integration and institution building is established in a formal model. It is shown that a decrease in transportation costs, but not necessarily an increase in population size, reduces the equilibrium number of states and the adoption of rule-based institutions. With endogenous transportation costs or endogenous population size, the unification process can feed on itself. The model is illustrated by the state of Qin's unification of China in 221 BC. During this process of national integration, transformations from relation-based governance to rule-based governance happened.

Advanced Air Mobility (AAM) may, in the coming decades, result in tens of thousands of new jobs and billions of dollars in additional economic activity. While much of the discussion surrounding AAM focuses on the technical aspects of the nascent industry, estimates of the potential economic impact vary significantly. Accurate predictions of stock markets are important for investors and other stakeholders of the equity markets to formulate profitable investment strategies. Integrating human behavior into agent-based models has been challenging due to its diversity. An example is strategic coalition formation, which occurs when an individual decides to collaborate with others because it strategically benefits them, thereby increasing the expected utility of the situation. An algorithm called ABMSCORE was developed to help model strategic coalition formation in agent-based models. The ABMSCORE algorithm employs hedonic games from cooperative game theory and has been applied to various situations, including refugee egress and smallholder farming cooperatives. Given the significant impact of healthcare stock changes on the global economy, including its GDP and other financial factors, we endeavored to create an analytical prediction model for forecasting the annual percentage change of these stocks. Our model, which is nonlinear, incorporates five key discoveries. We focused on predicting the average weekly closing price (pWCP) of AbbVie Inc. (North Chicago, IL, USA)'s healthcare stock (ABBV) from 1 August 2017 to 31 December 2019. While there is a developing consensus that governments need to address systemic racism, public administration scholarship has not played a large role in supporting policymakers who want to achieve that end. To institutionalize that effort, we analyze the budget process as a setting to identify inequities and incorporate social equity given its overarching reach across all programs and policies. This article uses the tenets of critical race theory to illustrate how to use the budget process to incorporate equity. With a particular focus on West Virginia, this study utilizes state-level monthly panel data over 13 years (2010-2022) to examine the determinants of the rates of application of individuals for Social Security Administration disabled worker income payments (SSDI) and the initial recommendations of those applications for approval by the states. Application rates are particularly sensitive to the educational attainment of state populations and approval rates to economic conditions. However, in contrast to media coverage and public perceptions, both the number of applications for SSDI and approval rates have been declining nationally and in West Virginia.

Local history has been conventionally defined as a chronicle of a limited geographical area. The study of local history can have positive outcomes including reconstructing our ancestor’s everyday lives and providing opportunities for students to develop investigative research skills, develop linkages with locals and to also motivate students to improve their basic skills of reading, writing and critical thinking. [Introduction] Today's most mature, most sophisticated, best-in-class forecasting is what we call consumption-based forecasting (CBF). In contrast, the least sophisticated companies typically do not forecast at all, but rather set financial targets based on management expectations. Companies beginning to use statistical forecasting techniques usually take a supply-centric orientation, relying on time series techniques applied to shipment and/or order history. The next stage of progression is to incorporate promotions data, economic data, and market data alongside supply-centric data so that regression and other advanced analytics can be used.
