Introduction: This study examines demographic and socioeconomic factors of racial/ethnic groups in New York City between 2000 and 2006 – particularly the Latino population.
Methods: Data on Latinos and other racial/ethnic groups were obtained from the U.S. Census Bureau American Community Survey, reorganized for public use by the Minnesota Population Center, University of Minnesota, IPUMSusa. Cases in the dataset were weighted and analyzed to produce population estimates.
Results: On the whole there was considerable variation between immigrants from different Latino national groups in New York City, with respect to economic performance between 2000 and 2006. Smaller national groups in New …

Previous evidence suggests that the gender composition of a family's children--specifically, the presence of sons--affects a number of parental behaviors, including marriage formation, marriage disruption, and living arrangements. Using the March Current Population Survey from 1988 to 2006, this paper examines whether girls are at a double disadvantage in terms of living in single mother homes, and in the likelihood of receiving child support from absent fathers. The findings show that girls are indeed more likely to live in single mother homes and boys are overrepresented in married parent homes with a father or stepfather, and in single father families. …

In this study, the effects of different macroeconomic news on stock markets and different stock market co-movements are investigated. Impacts of good and bad macroeconomic news announcement surprises on the mean and conditional volatility of U.S. daily equity and Treasury bond market returns during economic recessions and expansions are examined. By jointly modeling returns and volatilities using a generalized autoregressive conditional heteroskedasticity (GARCH) models, it is found that surprise in unemployment news has no impact on stock returns during business cycles. Hundreds of firms in the U.S. are majority-owned by their employees through Employee Stock Ownership Plans (ESOPs). This study measures whether employee ownership makes a difference in firm outcomes, looking also at effects of worker participation in management-type decisions. Theorists have suggested that the rarity of employee ownership is prima facie evidence that such firms could not be as efficient as traditional firms. But institutional and financing constraints may be a more realistic explanation for their rarity, and it is important for policy purposes to investigate efficiency objectively.

Permanently Failing Organizations? Small Business Recovery After September 11, 2001, Leigh Graham

Small businesses in Lower Manhattan after September 11, 2001, paint a telling portrait of vulnerability after disasters. This qualitative analysis of recovery for small retail and service firms with 50 or fewer employees is based on ethnographic fieldwork, interviews, and documentary research from September 2001 through 2005. A postdisaster emphasis on place-based assistance to firms conflicted with macro-level redevelopment plans for Lower Manhattan. Small business recovery was impeded as aid programs responded to a new sense of urgency, attachment to place, and prestorm conceptions of the neighborhood at the expense of addressing community-wide economic changes accelerated by the disaster. Forecasters often encounter situations in which the local pattern of a time series is not expected to persist over the forecasting horizon. Since exponential smoothing models emphasize recent behavior, their forecasts may not be appropriate over longer horizons. In this paper, we develop a new model in which the local trend line projected by exponential smoothing converges asymptotically to an assumed future long-run trend line, which might be an extension of a historical long-run trend line. The rapidity of convergence is governed by a parameter. A familiar example is an economic series exhibiting persistent long-run trend with cyclic variation. This …

National measures of infant health in the 1990s were flat, but rates of low birth weight and preterm birth among blacks, especially in center cities, improved. Health gains were especially marked in Washington, DC. Analysis at the metropolitan area level reveals that center city-suburban gaps in black infant health declined. The first two chapters of this dissertation use the 1990-2001 National Center for Health Statistics (NCHS) Natality Files to examine improvements in infant health among African-Americans, first, in Washington, DC, and second, in 37 metropolitan areas with large black populations.

With the assistance of A. E. Buck, Herbert Hoover coined the term Performance Budget in 1949 to rebrand cost data budgeting. Cost data budgeting originated in 1912 in Richmond County (Staten Island), New York. It is strongly associated with the National Commission on Municipal Standards and the Committee on Uniform Street Sanitation Records, which are both direct derivatives of Clarence Ridley’s original work in making sense of performance measurement under the title Means of Measuring Municipal Government, his 1927 dissertation at Syracuse University. Ridley subsequently led the International City Managers Association for nearly 30 years. He teamed with A. E. …

This report details the unemployment rates among Latino origin groups and racial/ethnic groups in the New York Metro area. The data are broken down by boroughs and by the eight largest Latino origin groups in New York: Puerto Ricans, Dominicans, Mexicans, Cubans, Colombians, Guatemalans, Peruvians and Ecuadorians.
Methods:
The data for this report were derived from the 2005 American Community Survey published by the U.S. Census Bureau. In this thesis we investigated the long-run relationships among risk premiums for long-run government bonds of seventeen countries from four regions (East Europe, East Asia, Africa and Latin America). To do this I applied the cointegration test determining the long-run dynamics among the risk premiums, while also employing a vector error correction model that abstracts simultaneously the short-run and long-run information about the relationships. Causality tests were also performed to determine the influence of each risk premium on others.
The results indicated that there is a strong long-run relationship among the risk premiums for each region. In other words, the …

This paper analyzes the effects of dollarization, where a country (C) uses money produced by another country (M). We derive a general formula to determine the "optimal" rate of inflation, which maximizes M's welfare but does not take into account any loss to C. We show how this inflation varies with relative income size and output growth. Estimates of the "optimal" inflation rate are made for some countries. We also analyze a contract, under which M shares a fraction of total potential seignorage with C to induce M to inflate at a rate which leads to no seigniorage accruing to …

Globalization is nothing new. Global trade has been going on for millennia—though what constitutes the "globe" has expanded dramatically in that time. And trade is nothing if not cultural exchange, the narrow distinctions between the economic and the cultural having long been rendered obsolete. Moreover, our forbears, like us, were great "miscegenators." If here I gloss the racialized and gendered violence often associated with miscegenation, I do so strategically to note that all recourse to purity, indigeneity, or aboriginality—however useful strategically—should be subject to at least as much scrutiny as the easy romance with hybridity (see Mitchell 1997). Reverse mortgages are loans against home equity that do not have to be repaid until the borrower moves, sells the home, or dies. The loans generally are available only to older homeowners, usually aged 62 or over. This paper explores whether demand for reverse mortgages is influenced by the strength of area’s family and community ties. One type of reverse mortgage is analyzed: the FHA-insured Home Equity Conversion Mortgage (HECM). Several researchers have estimated the potential demand for reverse mortgages. Using a cross-country dataset and microdata from India and Thailand, we examine how women's work status changes with economic development. Several clear patterns emerge: women's labor force participation first declines and then rises with development; women move from work in family enterprises to work as paid employees; fertility declines; and gender gaps in education narrow. Women's education levels, and those of their spouses, appear to be important determinants of women's labor market activities. Broad welfare indicators, such as mortality rates and education levels, indicate that women's well-being improves on average with development, both in absolute terms and relative to men.

The impetus behind this project stems from an incident in February 1998 when several "gay" cruises originating from Europe and the U.S. were refused docking privileges in various parts of the Caribbean, invoking responses from British Prime Minister Tony Blair and U.S. officials, both insisting on the egregious violation of human rights. The on-going dilemma over the docking of gay cruise ships led me to ask questions about the constructions of community created through and against such encounters and the production of a global gay identity that is contested by postcolonial situations. Forecasters often make judgmental adjustments to exponential smoothing forecasts to account for the effects of a future planned change. While this approach may produce sound initial forecasts, it can result in diminished accuracy for forecast updates. A proposed technique lets the forecaster include policy change adjustments within an exponential smoothing model. For 20 real data series representing Virginia Medicaid expenses, initial forecasts and forecast updates are developed using the proposed technique and several alternatives, and they are updated through various simulated level shifts. This year I have worked primarily on two sections of my book project, Performing Community. The paper I presented at my CLAGS colloquium, a version of the first chapter of the book, focused on the "discourse of community." The idealization of community as a site of identity, commonality, communion, communication, and consensus was heavily critiqued in the 1980s by feminist and poststrucutralist theorists who recognized that identity-based communities are, in fact, quite exclusionary and oppressive, defining themselves in opposition to others, universalizing the particularities upon which they are based, and erasing differences among community members.

This paper examines forecasting activities among Medicaid agencies in the fifty United States, Washington, D.C., and five U.S. territories (American Samoa, Guam, Puerto Rico, Northern Mariana Islands, and Virgin Islands). Most frequently, studies of state or local forecasting practice focus on revenue forecasting. There are several reasons why comparison of state Medicaid forecast practice may be better than comparison of state revenue forecasting practices. First, there is no consistent reporting of state revenue estimates. States make forecasts when it suits them and report them in a manner that is satisfactory to their governors or legislatures. This study is an empirical application of the rational addiction theory to the consumption of alcohol and heavy drinking. The model, developed by Becker and Murphy, emphasizes the interdependency of past current and future consumption of an addictive good. This is different than myopic addiction models where the current consumption is dependent on past consumption but not on future consumption. The data employed is the Monitoring the Future Survey, a panel representative of young adults between seventeen and twenty-seven years old, over a period of fourteen years from 1976 to 1989. Because Puerto Rico is not systematically consulted on issues central to its development and because this situation has become so obvious to all island officials during the last decade, elites across the entire Puerto Rican political spectrum felt pressured to ""come out of the colonial closet," tentatively in August 1977 and forthrightly in 1978.3 Every summer since, spokespersons from all political parties have gone before the UN Decolonization Committee to protest the status quo in Puerto Rico.
