The American pledge of allegiance and Constitution indicate that liberty and justice are provided for all citizens and that we are guaranteed equal protection under the law. Understanding the state of nature as Thomas Hobbes did, it is clear that liberty and justice are not efficiently allocated and there is no protection under law. Therefore, these ethical concepts are provided in civil society tangibly through civil services including policing. This essay views local police resources as an economic good, limited in its supply, in need of both equitable and efficient allocation. Rural Nebraskans are looking for many things in a community. The characteristics of a community that most believe are absolutely essential include social dimensions (sense of personal safety), economic dimensions (jobs/economic opportunities), some basic services (a quality school system, available medical services, affordable housing, quality housing and well maintained infrastructure) and environmental dimensions (a clean and attractive natural environment).

Unfortunately, when asked if these characteristics are present in their current community, some of these areas are lacking. One of the more extreme cases involves jobs/economic opportunities. Seventy-seven percent of the respondents say these are absolutely essential in order for them …

Welfare Reform And Children’S Health, Badi H. Baltagi, Yin -Fang Yen

This study investigates the effect of the Temporary Aid to Needy Families (TANF) program on children’s health outcomes using data from the Survey of Income and Program Participation (SIPP) over the period 1994 to 2005. The TANF policies have been credited with increased employment for single mothers and a dramatic drop in welfare caseload. Our results show that these policies also had a significant effect on various measures of children’s medical utilization among low-income families. These health measures include a rating of the child’s health status reported by the parents; the number of times that parents consulted a doctor; and …

Reassessing The Effects Of Unemployment Insurance Generosity On Search Intensity: New Evidence From Earnings Histories, Lewis Warren

This paper provides the first nationally representative estimates of how unemployment insurance (UI) generosity in the United States affects the search intensity of unemployed individuals using individual level variation in UI generosity. The paper expands the current literature through fully simulating monetary eligibility and entitlement to unemployment insurance at the individual level where past studies have been unable to examine monetary eligibility and have relied on state variations in the maximum weekly benefit amount which can differ significantly from an individual’s actual benefit amount. Securities regulation wears two hats. Its “upstream” side governs firms in connection with their obtaining financing in the securities markets. That is, it regulates firms’ and issuers’ offers and sales of securities, whether in public offerings to retail investors or in private offerings to institutional investors. Its “downstream” side, by contrast, governs financial services providers, who assist with investors’ activities in those markets. Their services include providing advice regarding securities investments, as investment advisers do; aggregating investors’ assets for purposes of enabling those investors to invest their assets collectively, as mutual funds do; and acting as “middlemen” between buyers and …

In Madagascar, legal systems of land tenure have been inaccessible for the vast majority of the rural population. This has stranded millions of subsistence farmers in a sense of insecurity, as they lack legal rights for the property that they have farmed for generations. Madagascar’s land reform, launched in 2005, attempted to change these exclusionary tenure practices. This reform —known as the Plan National Foncier—created land certificates and local land offices in an attempt to make legal land tenure financially, geographically, and logistically accessible to the local population. In Uganda’s capital city of Kampala, the closest mode of transport to mass transit that citizens have access to is the 14-seater taxis which fill the streets of Kampala, create traffic jams, and are unable to fulfill the transportation needs of the city’s growing population. In response, motorcycle taxis, called Boda Bodas, which are able to navigate traffic jams, access remote locations where taxis don’t go, and deliver passengers to their destinations in a timely manner, filled the gap in public transportation. The Concentration Of Household Income In The United States By Race/Ethnicity And Latino Nationalities, 1990 - 2010, Justine Calcagno

Introduction: This study examines demographic and socioeconomic factors concerning Latinos in the United States between 1990 and 2010 – particularly the concentration of household income.

Methods: Data on Latinos and other racial/ethnic groups were obtained from the U.S. Census Bureau American Community Survey, reorganized for public use by the Minnesota Population Center, University of Minnesota, IPUMSusa. Cases in the dataset were weighted and analyzed to produce population estimates.

Results: The data indicate a growing concentration of income among upper-earning households in the U.S. total population, among the wealthiest earners in each major race/ethnic group, and among the five largest Latino …

The ‘Mommy Tax’ And ‘Daddy Bonus’: Parenthood And Personal Income In The United States Between 1990 And 2010, Justine Calcagno

Introduction: This study examines the relationship between parenthood and personal income by sex in the United States between 1990 and 2010.

Methods: Data on Latinos and other racial/ethnic groups were obtained from the U.S. Census Bureau American Community Survey, reorganized for public use by the Minnesota Population Center, University of Minnesota, IPUMSusa. Cases in the dataset were weighted and analyzed to produce population estimates.

Results: The data analyzed in this report indicate three key trends. First, women who were parents had substantially lower median personal incomes than men who were parents. Second, men who were parents earned markedly higher personal …

I'm sharing the text here to make the lecture more accessible. This project took me to Sandanezwe, KwaZulu-Natal, a rural village outside of Pietermaritzburg, South Africa, where a community member, Mpume Khanyezi, had originally asked me to design and build a new home for her family. I intended to engage in a heuristic inquiry so that I could complete a daily practice of letting go of my own opinions and immersing myself in the community in order to better act as a scribe for the mother and analyze the community objectively. As part of my dissertation, I creating digital maps of the extent of the railways in the United States during the late 19th century (1880 to 1910) on a yearly basis. While other researchers have created digital maps of the railways in approximately 10-year intervals, this misses out on the rapid change in the railways in the interim. These previous digitization attempts have relied on using detailed maps created of the railways at a given time. The Shortage Of Skilled Workers: Quality Jobs For A Trained Workforce, Jonathan Rothwell

The Great Recession of 2008 temporarily solved employer workforce needs by lowering demand and increasing the number of unemployed skilled workers. After a few years of modest but sustained economic growth, the labor market for skilled workers has once again tightened and positions are going unfilled. This research helps national and regional leaders understand which skills are in short supply and offers policy advice on how to redress the imbalance between supply and demand. In addition to offering a national perspective on this topic, the lecture will examine the situation in Nevada.

Food Insecurity And Psychological Well-Being Among Women Living With Hiv/Aids On Antiretroviral Therapy In The Alabama Black Belt, Andrew A. Zekeri, Youssouf Diabate

Professional Agricultural Workers Journal

The objective of this research was to estimate the prevalence of food insecurity and determine if food insecurity is associated with psychological well-being among women living with HIV/AIDS. Survey data were collected from 268 women living with HIV/AIDS attending two clinics that provide medical and social support services to HIV-positive patients who live in 23 counties in Southeast Alabama. The results indicated that, using USDA food security scale, 54% of the women were food insecure. Multiple regression analysis results indicated that income, depressive symptoms, race, and participation in SNAP were significant predictors of food insecurity; employment and education were not …
