Structural adjustment and stabilization agreements between Egypt and the International Monetary Fund and the World Bank were signed in 1991. The two agreements are referred to as the economic reform and structural adjustment program (ERSAP). To examine the impact of ERSAP on Egypt's poor , one has to define, first, who are the poor and what is their relative share in the population. The negative impact of ERSAP on the society as a whole will be less harmful if absolute and relative poverty are small in Egypt. In the last paragraph of their masterpiece on the Egyptian workers' movement, Workers on the Nile, Joel Beinin and Zachary Lockman suggested that "[t]he strike and riot of textile workers in Kafr al-Dawwar in September 1984 may signal an end to the period of relative economic peace and labor quiescence" in Egypt. Their expectation turned out to be true. The 1984 upheaval in Kafr al-Dawwar was followed by five years of intensifying workers' struggle throughout Egypt. This culminated in two major sit-ins at the Helwan Iron and Steel Company in July and August 1989. Two salient aspects of this period …

The Multiplier Effect: Singapore's Hospitality Industry, Habibullah Khan, Sock-Yong Phang, Rex S. Toh

Tourism's contribution to Singapore's economy has increased over time. Tourism contributed 11.9% to Singapore's GDP in 1992, about half of that from direct revenues. Indirect and induced sources contributed about equally to the other half. While the direct effect of tourist expenditures on the Singapore economy are predominant, the indirect and induced effects are also significant, indicating strong sectoral linkages within the local economy, especially with respect to the hospitality industry.

Under the new agrarian policies and economic rules of Article 27, implemented in January 1992, the customary patters of political patronage and loyalty in the countryside no longer operate as before. Campesions now are challenged to think and act like entrepreneurs who assume investment risks in order to successfully participate in competitive markets. An Impact Analysis Of Employment Programs In Hungary, Christopher J. O'Leary

This paper presents estimates of the impact of retraining and public service employment (PSE) on reemployment and earnings in the Republic of Hungary during the early phase of post-Socialist economic restructuring. Since assignment to programs resulted in groups with vastly dissimilar characteristics, impact estimates were computed using a variety of methods. Controlling for observable characteristics, retraining may have slightly improved the chances for reemployment in a non-subsidized job, but the gain in reemployment was probably not sufficient to justify the cost of retraining. Port Multipliers For Singapore: Impact On Income, Output, And Employment, Rex S. Toh, Sock-Yong Phang, Habibullah Khan

This article examines the contribution of the activities of the Port of Singapore Authority (PSA), a government-owned statutory board which operates almost all of the port related activities in Singapore, to the prosperity of the entire country, by way of multiplier analysis. Input-output analysis is used to compute the income, output, and employment multipliers of port activities, broken down into direct, indirect, and induced effects. The policy implications on port investment and maritime policy follow.

Most of the former planned economies are in the midst of major economic transitions. In these economies the questions being addressed no longer deal with whether or not they should reform--their very economic survival and future development rest on how to proceed with reform. In the former Soviet Union and eastern Europe, the questions are down to nuts and bolts: how to privatize and encourage market behavior quickly before chaos clouds the situation further. In China, the leadership is attempting to improve efficiency via small scale private ownership and markets while improving the state sector.

An analysis traces the development of ship registration in Singapore and examines the underlying motivation behind changes in policies over the last 3 decades. For the better part of the 1970s Singapore was classified as a flag of convenience (FOC) country as it pursued an FOC policy that emphasized the quantitative growth of its merchant fleet. Beginning in 1979 Singapore tightened maritime standards as well as ownership disclosure rules, requiring a foreign shipowner to incorporate a company in Singapore. It is regarded today as a quasi-FOC country - a term associated favorably with countries offering tax incentives to shipowners. The …

The Disintegration Of The Ruble Zone: Driving Forces And Proposals For Policy Change, Lucjan T. Orlowski

This paper examines the irreversible process of the ruble zone disintegration. The theoretical fundamentals of a common currency area, with modifications incorporating a mechanism of transition from central planning, are discussed. The key reason for the ruble zone break-up is the discontinuation of indirect transfers that were provided mainly by Russia via underpricing energy exports to other republics. Being cut-off from such transfers and unable to finance the rising trade deficits with Russia, the independent states wish to disconnect their economies from the ruble zone. Tom Donahue expressed very well where we as a nation and we as a world should go on the worker rights issue. I'm going to spend most of my time focusing on how we get there, if we really want to accomplish something. Many countries would prefer not to have worker rights in the GATT at all. When we went to Punta del Este in 1986 to begin the Uruguay Round, the United States was a minority of one in trying to get the worker rights issue on the agenda in any way, shape, or form.

The Vehicle Quota System In Singapore: An Assessment, Winston T. H. Koh, David K. C. Lee

This paper reviews the developments since the vehicle quota system was introduced in Singapore in May 1990. We discuss the bidding strategies for the certificates of entitlement (COE) under both the transferable and nontransferable auctions, as well as the equity of the present system and the desirability of transferable COEs. We argue that the COE auction should be made discriminatory and propose an alternative system of COE auction that we feel is both equitable and at the same time politically acceptable. We also survey developments in market competition in the car industry.

Indirect Transfers In Trade Among Former Soviet Union Republics: Sources, Patterns, And Policy Responses In The Post-Soviet Period, Lucjan T. Orlowski

Reports on indirect transfers in trade among the former Soviet Union Republics. The Former Soviet Union (FSU) was composed of 15 republics which were very unevenly endowed with human, physical and natural resources. To contain regional imbalances within the Union and to integrate all republics into a tight and centrally commanded division of labour, the central government operated a scheme of vertical fiscal redistribution between the Union budget and the republican budgets. Through this system poorer republics became net receivers of direct transfers and richer republics became net donors. This scheme, which collapsed with the dissolution of the Union in …

Auctions For Transferable Objects: Theory And Evidence From The Vehicle Quota System In Singapore, David K. C. Lee, Winston T. H. Koh

This paper studies the hypothesis that auctions with resale markets result in higher prices. The vehicle quota system introduced in Singapore in May 1990 provides the setting. The Certificates of Entitlement (COEs) necessary to purchase new cars were initially transferable for all quota categories. After October 1991, COEs for four major categories became non-transferable. Our results indicate that while the conversion to non-transferability eliminated speculation, it has also intensified competition among car distributors. Auctions for non-transferable COEs in fact led to higher COE prices in three of the four categories.
