Assessing Export Platforms: The Case Of Singapore, Kong Weng Ho, Hian Teck Hoon

Research Collection School Of Economics

The aim of this paper is to try to understand how Singapore was generally successful in its export promoting strategy. Historically, Singapore experimented with an import-substituting strategy in the first half of the sixties in anticipation of forming a common market with Malaysia and also briefly after its independence in 1965. The level of protection, however, was relatively low during its import-substituting phase.

Many countries, South Africa included, are in a panic about skills emigration – the so-called “brain drain.” One business-oriented institute even thinks that South Africa’s skills shortage is so “desperate” that the country should immediately throw open its borders to anyone who wishes to enter. Yet most South Africans are ambiguous about the wisdom of using immigration policy to offset skills loss. Immigration, no matter how selective and tightly controlled, arouses nationalist passions and causes moral panics.

South African immigration policy has become extremely restrictive since 1994. Immigration numbers are at an all-time low, even as emigration accelerates. The number of temporary work permits issued has also declined at a time when South Africa has reconnected to the global economy and many companies and investors wish to import high-level skills. Immigration is not viewed as a public policy tool that could benefit South Africa. There are many similarities between Hong Kong and Singapore. They have both enjoyed high rates of economic growth over the past three decades, averaging six percent a year in real terms. The two have become known as “East Asian Tigers,” having made the transition from poverty to newly industrialized economies in a relatively short time. The Singapore government’s recent strategic plan to develop the financial sector has placed much emphasis on the fund management industry. In this paper we examine the unit trust performance in Singapore in the 90s. Our results show that fund managers in general performed poorly in security analysis and market timing. However, they performed fairly well in risk-adjusted returns and generally maintained well-diversified portfolios. We find that there is little consistency in the performance ranking of the evaluated portfolios, although there is evidence of repeat performance of some top funds. This article assesses the ability of elected officials to control public policy as implemented by public/private hybrid organizations, specifically, government venture capital funds. The study reveals greater control over OPIC investment funds than Enterprise Funds despite the existence of more traditional administrative tools of control for Enterprise Funds. This finding suggests that the regulatory infrastructure for hybrid organizations is more determinative of control than the existence (or lack) of traditional administrative control tools. Thus the challenge of hybrid government centers on the development of regulation as a substitute for administration.

The market transition in Eastern Europe and the former Soviet Union brings us back to essential issues that Marx and Weber addressed: the genesis of capitalism and the process of economic change. What is the transition and what does it involve - restructuring incentives, creating new laws, learning new culture, or creating new power structures? The answer partially depends on the particular transition (initial conditions, targets, actors' perceptions); but necessary general frameworks remain elusive, and current economic policies and analyses reveal that we understand little more about economic change than a century ago. Globalization intensifies the region's integration into the world economy through neoliberal reforms such as market opening, privatizations, and rationalization of production. Institutions, Developmental Alliances, And Economic Development In Korea And Brazil (1950-1985), Charles Paul Winebarger

Graduate Program in International Studies Theses & Dissertations

This paper compares the development of Korea and Brazil, 1950-85. These newly industrialized countries developed at above-average rates among less developed countries. Korea developed more rapidly than Brazil. The paper contends that institutions, interest groups (especially firms) and the state, enter into developmental alliances. Alliances affect policies. Policies, then, affect development.

Findings reveal interesting trends in the 1950s' democracies of the cases. Both countries had semi-autonomous states, equivocally committed to industrialization. Industry was the growth point in each. Korea used local firms to industrialize; Brazil used foreign firms. In both cases, the state allied itself with firms. Policy mostly favored …
