For the first time in the country's history, the level of skills and education of the African-American labor force is a critical determinant of the potential for growth of the economy itself. The integration of black labor into the economy now means that the development of one is dependent upon the development of the other. To investigate this relationship we first examine the recent performance of the economy and the consequences of that performance for the black standard of living, and then the role the African-American labor force can play in overcoming the economic deficiencies that have plagued the economy.

Who Benefits From State And Local Economic Development Policies?, Timothy J. Bartik

Upjohn Press

Bartik reviews evidence on whether state and local policies affect job growth. He then presents empirical data supporting the intentions of such programs, showing that job growth may lead to a number of positive long-term effects including: lower unemployment, higher labor force participation, higher real estate values, and better occupational opportunities. He also shows that the earnings gains to disadvantaged groups outweigh the resulting increased real estate values for property owners, and concludes by saying that regional competition for jobs may actually be a benefit for the nation as a whole.

This article proposes, as a new element of the "liberal internationalism" that should characterize the post-Cold War world, a simultaneous solution to these three problems. The nations of the world should negotiate a series of multilateral agreements to stop the spread of advanced weaponry, and include in each of them, as an overt incentive for developing states to accept the disarmament and verification obligations, provisions that explicitly require the affluent, developed states to make specified monetary and in-kind transfers to the third world parties. Almost 110 years ago, the corporate form of business was introduced in Rajasthan, when the first joint stock company  was registered in the year 1881. Since its establishment various ups-and-downs have been significantly recorded with regard to corporate sector during different stages of its growth. In evaluating the government's financial position, taxpayers need to account not only for its debt, but also for its ownership of tangible assets. Each taxpayer has a share of the government's net worth that is positive; however, the share was larger 10 years ago. While the real net debt tripled, this huge rise in government indebtedness generated no similar gain in government assets. Taxpayers will be paying interest on this debt with little hope of higher future returns from government assets to help pay it off.
