Many small communities in Southwestern Ontario suffer from economic decline. Several areas have faced devastating plant closures and layoffs. In response, communities have been encouraged to adopt a community economic development strategy by senior levels of government. This strategy focuses on community participation, entrepreneurship and the retraining of the workforce. This thesis examines the accomplishments of eight predominantly rural areas in Southwestern Ontario. Attitudes and perceptions of sixty-four local actors involved in the CED process were evaluated. These eight areas received similar levels of funding and all have mechanisms in place for community economic development. However, the extent of CED …

This paper reviews broadly developments in the real, monetary and financial and external sectors of the economy from 1991 to 1994. It highlights the problems confronting policy makers and put forward some recommendations for consideration. Homelessness among families with children has become a nationwide problem. Although homelessness is difficult to document, it is estimated that approximately 250,000 to 3,000,000 people in the United States are homeless. Families, which comprise approximately one third of the homeless population, is its fastest growing segment (Mihaly, 1991; National Coalition for the Homeless, 1989; Van Vliet, 1989). This may be a conservative figure. Some of these families often go uncounted because they are part of the "invisible" homeless. Forecasts play a crucial role in the economy. Businesses won't hire workers as readily if they think the economy may go into a recession soon. Long-term interest rates will rise if people in the financial markets expect inflation to increase. And firms are less likely to borrow money for new investment spending today if they think interest rates will soon decline.

Indirect Transfers In Trade Among Former Soviet Union Republics: Sources, Patterns, And Policy Responses In The Post-Soviet Period, Lucjan T. Orlowski

Reports on indirect transfers in trade among the former Soviet Union Republics. The Former Soviet Union (FSU) was composed of 15 republics which were very unevenly endowed with human, physical and natural resources. To contain regional imbalances within the Union and to integrate all republics into a tight and centrally commanded division of labour, the central government operated a scheme of vertical fiscal redistribution between the Union budget and the republican budgets. Through this system poorer republics became net receivers of direct transfers and richer republics became net donors. This scheme, which collapsed with the dissolution of the Union in …

State Strategy For Developing Base Industries: A Massachusetts Case Study, Chris Tilly

In developing strategies for economic development, state governments must target base industries that bring income into the state and drive the rest of the economy. This article presents a case study of industry analysis and development strategy for Massachusetts, focusing on the state's base industries. Particular attention is paid to the role of industry clusters — groups of industries linked through customer, supplier, or other relationships, and typically concentrated geographically as well. After assessing strengths and weaknesses of the state's economy, the author concludes that despite the current severe recession, the state possesses the basis for renewed growth.
