Deaf Mis-Interpretation During Hurricane Irma: A Case Study And Evaluation, Sherilyn D. Burris

In 2017, Manatee County Government (Florida, USA) used an untrained sign language interpreter during a media briefing on Hurricane Irma evacuation orders. The individual signed incorrectly, resulting in confusion for the community and embarrassment for the organization. This case study presents the background of accessible information in crisis management -- why and how disaster preparedness information is interpreted for the deaf community; provides the event's consequences, as well as local and global implications; and discusses ways to incorporate deaf and hard-of-hearing stakeholders and groups into existing structures and programs.

The result of the study highlights several actions needed to maximize the potential of the program: 1) the continuous training of learners with disabilities to build capacity and capability; and continuous funding for such; 2) the continuous improvement of product quality to meet specific market needs; and 3) the development of programs to increase the community’s awareness, understanding, and appreciation of the benefits of recycling.

Since then, research has shown that people with disabilities continue to experience environmental, systematic, and structural barriers to health care. The purpose of this research is to explore the prevalence of barriers in rural West Virginia health facilities and the relationship between building characteristics (like age and purpose) and accessibility. Up to 90% of individuals with Huntington's disease (HD)-a progressive, inherited neurodegenerative disorder-experience apathy. Apathy is particularly debilitating because it is marked by a reduction in goal-directed behaviors, including self-care, social interactions, and mobility. The objective of this study was to examine relationships between variables of apathy, functional status, physical function, cognitive function, behavioral status/emotional function, and health-related quality of life. Background: Ireland has recently enacted the Assisted Decision-Making (Capacity) Act 2015. The enactment of the legislation has allowed Ireland to ratify the United Nations Convention on the Rights of People with Disabilities (2008). The convention obliges all member states to assist people with disabilities to make their own decisions, with their will and preference taking precedence over what others deem to be in their best interests. In FY2016, an estimated 638,568 individuals received day or employment supports from state IDD program agencies. This number grew from 455,824 in FY1999. The estimated number of individuals in integrated employment services increased from 108,227 in FY1999 to 120,244 in FY2016. Despite the trend to terminate facility-based services in some states, the overall state investment continues to emphasize non-work services, rather than integrated employment services. Figure 1 shows the trends in the percentage of people served in integrated employment and facility-based and non-work settings between FY2008 and FY2016.

People with disabilities (PWDs) constitute about 15-20% of the total population. Health disparities among PWD's are due, in part, to stereotypes about PWDs as incompetent. These stereotypes may lead some healthcare providers (HCP) to patronize PWDs, over-focus on the PWDs' impairments and potentially neglect their presenting problem. Moreover, if the PWD violates stereotypical assumptions, the HCP may actively interfere with the PWD's goals. Aim: The aim of this integrative review is to determine the extent to which these services support the occupational participation of people with dementia, and how they impact their primary carers. Avenues Supported Living Services of Valencia, California was founded in 1997 by a husband- andwife team, Scott and Lori Shepard. The agency provides supported living and community life engagement (CLE) services to individuals with intellectual and developmental disabilities (IDD). Key to Avenues’ success is a staffing approach that is grounded in client relationships. The agency limits staff hours to two shifts per week with the same individual. The current study looked at the effects of coaching using behavioral skills training (BST) outlined by Parsons, Rollyson, and Reid (2012). The participant was a young adult with autism spectrum disorder (ASD) enrolled in a preschool practicum course as part of the early childhood special education (ECSE) licensure program at the university that she attended. Impairment in social-pragmatics and executive functioning are associated with ASD, and are critical for engaging in an evaluative and analytic process necessary for success as an ECSE teacher. Only 23% of adults with intellectual disabilities work, compared to 73% of people without disabilities (statedata.info). To bridge this gap, the vocational rehabilitation (VR) program offers valuable services including assessment, job search assistance, and counseling. In FY 2014, over 46,000 adults with intellectual disabilities exited the national VR program. About 38% of them reported an employment outcome. However, a large proportion of them exited without employment, and were reported as either having lost interest in receiving services (29%), or unable to be located by VR staff (17%).
