The dissertation consists of three studies that seek to identify school caterer and women farmer constraints that have hindered the buy-local policy mandate of the Ghana School Lunch program, and to explore gendered agricultural technology adoption and contract participation strategies that could facilitate the policy mandate.

The first study documents the constraints that have minimized caterer purchases of school food items from local farmers. Non-profits that do community-led food justice work with lower income communities face particular constraints and opportunities. This study examined those constraints and opportunities through participant observation of one such organization and interviews with four other organizations. Findings include the diversity of definitions for “community-led,” assets that can help or constrain the organization, and diversity in defining “scaling up” their organization models and missions. The organizations that heavily focused on lower income consumers noted tensions with the board of the non- profit and lack of engagement of consumers. I conclude by critiquing using language such as “models,” “scaling up,” or “replicating” …

Food and fiber production on America’s farmlands have a major influence on the environment, therefore, soil and water conservation practices are critical. NRCS has provided no-fee technical assistance for nearly 100 years through the Conservation Technical Assistance (CTA) program. The CTA program is essential because it provides technical knowledge directly to farmers for planning and implementing conservation practices that are proven to benefit environmental health and on-farm production. CTA program funds support NRCS staff and training and are thereby the local service delivery vehicle for all NRCS programs. According to the National Oceanic and Atmospheric Administration’s National Centers for Environmental Information (2016), climate-related disasters occurring from 2011 to 2015 caused property damages in excess of US$230 billion—and the agriculture sector incurs some of the largest losses (Hoffmann, 2013). The purpose of this case study was to identify, through an in-depth interview and document review, successful climate-change-based sustainability strategies in a publicly held farming operation. The findings indicated that the farm’s climate-change-based sustainability strategy had basic qualities of corporate social responsibility, triple-bottom-line thinking, and systems thinking. The collapse and reorganization of global coffee markets associated with the “coffee crisis” have had profound, negative impacts on smallholder producer livelihoods throughout the world. In Mexico, the collapse of the International Coffee Agreement (ICA) coincided with withdrawal of government support for agriculture, which devastated producers dependent on coffee for their livelihoods. Smallholders responded by shifting livelihood strategies to diversify income, migrating, and converting primary forest cover to subsistence crops and pasture to support household livelihood security.
