This paper describes China's agricultural development before the reform period from institutional, economic, and ideological perspectives; the reform period; the 11th 5-year plan; and the current situation. The paper gives two case examples of the Soviet Union and India. Finally, the paper ends with a discussion of what this means for China.

The Impact Of Military Forts On Agricultural Investments On The Great Plains In 1880, Christopher Decker, David T. Flynn

We empirically investigate the relationship between agricultural development and proximity to military forts in Kansas, Nebraska, and Colorado in 1880. Agricultural investments are substantially higher in counties where a military fort is present, suggesting that military forts stimulated agricultural development on the Great Plains. However, the reverse is not true; there is no statistical support for the notion that forts necessarily located in counties where substantial development was already occurring. Moreover, we found that while the presence of a military fort has the effect of increasing agricultural development, there is no evidence that such a presence sustained agricultural development.

The invasive species Saltcedar is affecting water and land resources throughout the western states of America. Because of great water use capabilities and other ecosystem detriments, Saltcedar has been targeted for treatment.

For successful management of Saltcedar, individual landowners need to be aware of the costs and benefits of treating Saltcedar. Eleven of the most commonly reported treatment methods were evaluated for firm level economic feasibility. Evaluated on the basis of treatment cost, treatment effectiveness, Saltcedar water-use, and re-vegetation water-use, a production plan of ten years was created for each treatment method. An important aspect of sustainable landscaping includes utilization of plants requiring few to no inputs once installed. Limited research exists for many of these species. For this research, we chose four with potential for use: Mexican cliffrose (Purshia mexicana), silver buffaloberry (Shepherdia argentea), roundleaf buffaloberry (Shepherdia rotundifolia), and seaside alder (Alnus maritima). All are actinorhizal, meaning they form a symbiotic relationship with soil-borne Frankia bacteria that fix atmospheric N₂ for plant use. Perennial herbaceous plants such as switchgrass (Panicum virgatum L.) are being evaluated as cellulosic bioenergy crops. Two major concerns have been the net energy efficiency and economic feasibility of switchgrass and similar crops. All previous energy analyses have been based on data from research plots (<5m²) and estimated inputs. We managed switchgrass as a biomass energy crop in field trials of 3–9 ha (1 ha=10,000m²) on marginal cropland on 10 farms across a wide precipitation and temperature gradient in the midcontinental U.S. to determine net energy and economic costs based on known farm inputs …

These issues are not limited to developing countries. With increased globalization, the management of agri-biotech IP rights affects both developing and industrialized countries. In industrialized countries, for example, IP rights risk management entails protection of inventions via strong patent portfolios. This paper uses time series data to analyse the relationship between agricultural growth and industrial performance for the three-decade period 1966 - 1995. Agricultural growth influences industry in many ways. It provides the raw materials needed by industry; it creates direct demand for the output of consumption goods of industries and indirect demand for the output of basic and capital goods industries. Analysing the input-output coefficients, the paper found that most primary and secondary commodity groups have weak backward and forward linkages, while the quantitative relationships between agricultural growth and industrial performance were non-significant, even when lagged.
