After several years of relatively stable energy prices during the middle-and late-1980s, events of late-1990 in the Middle East reawakened concerns about rising energy prices. Between July 1990, prior to Iraq's August invasion of Kuwait, and October 1990, diesel fuel prices increased by 77 percent. Natural gas, a major factor of production in urea fertilizer, also experienced price increases last fall in the aftermath of Iraq's invasion. Urea prices were affected by these higher natural gas prices. Moreover, Iraq and Kuwait supplied 7 percent of the world's urea prior to last fall and also provided fuel oil for fertilizer plants …

South Dakota State University (SDSU) has been conducting research trials since 1985 at its Northeast Research Station (near Watertown, S.D. ) to compare various conventional , reduced tillage , and low chemical input ("alternative") farming systems . In one set of comparisons, Conventional and Ridge Till systems consisting of rotated corn, soybeans , and spring wheat are compared with an Alternative (no purchased chemical input) system consisting of rotated oats , alfalfa , soybeans, and corn. The efficacies of farming systems in the United States (U.S.) are increasingly being judged by both environmental and economic sustainability criteria. Taxpayers are becoming more insistent that agricultural production systems be compatible with environmental goals; the 1985 Food Security Act and the pending 1990 Federal farm bill place environmental constraints on farming practices as conditions for receiving farm program benefits. Farmers themselves are increasingly concerned about the environmental consequences of particular farming practices which have become "conventional" over the past 30 to 40 years. Major Characteristics of 444 rangeland leasing arrangements used by South Dakota ranchers were examined. Econometric modeling results indicate lease rates per acre from 1986-1988 are explained by tract productivity (AUM's), tract size, regional location, selected leasing practices, and by type of lease (private, state, tribal trust, or federal).

The first "Women in Agriculture" conference (WIA) was held in South Dakota in March, 1990. The conference was designed to enhance the woman's role as part of the farm/ranch management team. The conference was well attended and the final evaluations reveal a high level of satisfaction and a desire for continuation of the program. Two counties in South Dakota have created "spinoffs" from the program. Hutchinson County has a support group of farm women that gather on a regular basis. Davison County is currently planning a program that is also designed to enhance farm management skills directed specifically at women. …

South Dakota has relatively few acres of public rangeland when compared to other western states. However, public grazing in South Dakota can have a major impact on local area economies in which public grazing occurs. Total harvested AUMs have declined over the study period. The total value of public land grazing has climbed mainly due to higher cattle prices. In 1988, South Dakota public lands participated in the production of approximately $35 million in gross livestock production. This gross production generated an estimated $66 million in economic activity to the region. In 1988, public lands accounted for an estimated $22.8 …

The practices and views regarding farm policy of more than twenty low-input/sustainable farmers in South Dakota are reported in this paper. First, the source of information for this paper is briefly described. Then, the farmers' participation in Federal commodity programs and their views on Federal farm program conservation compliance provisions are presented. Subsequently, the farmers' views on desired changes in Federal farm programs and on desired State and local government actions to promote sustainable agriculture are reported. Plans for SDSU sustainable agriculture policy analyses are briefly indicated at the end of the paper.

This paper presents an introductory discussion o f the linkages between the price of the primary commodity and the products produced from the primary commodity. First, a case is discussed where the primary commodity is processed into an intermediate product and then into a final product. As in this case, at each successive stage of processing, the transformation results in only one product. This case is referred to as the single product case. In the second case the primary commodity is processed into two products simultaneously in a fixed proportion. This case is the joint product case.

As conditions in the ag economy worsened the early 1980s, it became apparent that m any farmers and ranchers were crisis managing their operations. They responded to situations as they developed, instead of anticipating changes and preparing ways to cope. The South Dakota Cooperative Extension Service (SDCES) realized crisis-managing would be disastrous for many producers and recognized a need for educational programs to help producers manage the crisis. Major areas of agreement and disagreement on the effectiveness of Chapter 12 bankruptcies are discussed. The initial objective of the study was to examine farm level definitions of success including, but not limited to, family life, goal orientation and financial measures. Farmers in recent years have been faced with economic hardships and an increasing awareness of the environmental impacts of conventional farming practices. These factors have led many farmers to consider "alternative" farming methods and practices to replace conventional farming practices. "Alternative" systems include those going by a variety of labels, not all of which always mean the same thing. Terms used include regenerative sustainable, low-input, and organic, among others. Chapter 12 farm reorganization bankruptcy has been available to financially stressed family farms since November, 1986. This report is one of the first empirical studies that examines the major financial characteristics of Chapter 12 farm debtors and their creditors. Debt reduction characteristics of 101 reorganization plans in South Dakota are presented.

The main emphasis of this paper is on the debt repayment difficulties experienced by the Less Developed Countries (LDCs) in the 1980's. These difficulties are a result of a combination of factors which have led to large accumulations of debt in these countries. The outstanding debt of the LDCs increased from $152 billion in 1975 to $850- $875 billion in 1985 (Meltzer, 1987). Almost 200,000 American farm families have turned to the Cooperative Extension Service for intensive financial assistance in the last three years. The objective of this study was to provide insight to a crop insurance marketing question not previously studied – the viewpoint of lenders financing the premiums for Federal Crop Insurance. The viewpoint of lenders as to the extent of which their producers were participating in a crop insurance program could indicate the current and projected levels of participation, the extent to which lenders regard crop insurance programs as cost effective risk reducing strategies, and reasons for low participation. Thus, a survey of lenders was conducted to address the question of lenders' reaction to borrower participation in crop insurance programs.

Although agricultural financial conditions and reorganization options have been analyzed extensively by agricultural economists, an analysis of actual Chapter 11 bankruptcy filing has not previously been completed. This study contains analysis of actual Chapter 11 bankruptcy filings has not previously been completed. This study contains analysis of 219 filings in South Dakota from 1980-85 and documents the financial characteristics of producers and creditors.
