Beginning in the Fall of 1984, agricultural producers and agribusinesses will be confronted with another dimension of the deregulation trend in American Industry. Options on domestically produced agricultural commodities once again can be traded. As the country debates the 1985 Farm Bill, producers and agribusinesses must be making every effort to be prepared for the possibility of greater dependence on the market oriented policies in agriculture. We are living in times of rapid change in agriculture and in rural America. Hog and beef confinement systems, automated feeding systems, pesticides, four-wheel drive tractors and personal computers are innovations that did not exist or were seldom seen on farms 25 years ago. Interstate highways, factories in small cities, subterminal elevators and consolidated schools are examples of the changing landscape in rural America. Fuel alcohol production experience and prospects are addressed in this paper as a case example of agricultural processing development in South Dakota. The remarks here are based largely on interdisciplinary research at South Dakota State University (SDSU) in which I have participated over the past four years. This research, coupled with development experiences in fuel alcohol over the past few years, provides insights to prospects and limitations for furthering agricultural processing in South Dakota.

Findings from interdisciplinary research at South Dakota State University with a pilot fuel alcohol plant are presented. That research and other studies indicate that small plants will have difficulty in competing with larger plants and in supplying fuel that is competitive in cost with petroleum-based fuels.

The feasibility of producing fuel alcohol from grain has received much attention from the Midwest and Plains States over the last few years. There has been interest in plants ranging from quite small on farm stills to very large, fuel-feed complexes costing many millions of dollars. As a result of this interest, several studies of the economic feasibility of large-scale fuel alcohol plants were conducted and published in the late 1970. The following discussion of tax reductions uses as an example South Dakota’s own version of Proposition 13, the Dakota Proposition. In the discussion which follows, four major themes are developed. First, Dakota Proposition would have a very major consequence for public finance in South Dakota-beginning in 1982 and extending indefinitely thereafter. Second, Dakota Proposition and other major tax reduction proposals have a variety of origins---some particular to the relevant state, and some more general origins as well. What is macroeconomics, you ask; and what does it mean to me? Macroeconomics is the study of aggregate economic conditions, such as a nation's employment, unemployment, and general price levels. Throughout history nations have experienced boom-to-bust cycles--times of employment and prosperity, followed by times of unemployment and hardship. Macroeconomics provides policy makers with ideas to promote economic stability - ways to combat the twin economic evils of unemployment and inflation.

The Dakota Proposition, an initiated proposal to amend the South Dakota State Constitution, will appear on the 1980 ballot. The Proposition would seem to have far reaching implications. Yet, what are these implications? Will the Proposition be a boon to taxpayers, a calamity for government, or both? Three major provisions are included in the Proposition. These are: I. A reduction or rollback of taxes on real property to one percent of Full and True value, determined by assessments performed in 1977; 2. A ceiling of two percent annual growth in the Full and True value of real property for any …
