Farmland values, cash rental rates, and federal farm program payments steadily increased in the Northern Plains from 1991 - 2001. Econometric models are used to examine the impacts of Federal farm payments on cropland values and rental rates, statewide and regional, in South Dakota during this time period.

The Role Of Industry Attributes In Determining The Pattern Of U.S.-Canada Intra-Industry Trade In 1997, Bashir Qasmi, Scott Fausti

Trade flow patterns associated with U.S. - Canada bilateral trade by industry groups are investigated (Food and live animal products, manufacturing products, chemical products, and machinery and transportation products). The analysis uses the OECD data for 1997 U.S.-Canada bilateral trade flows combined with the U.S. industry characteristics data from the U.S. Economic Census. Levels of intra-industry trade, measured by the Grubel Lloyd Index, were regressed on a number of industry characteristics using OLS techniques. Empirical results indicate that selected measures of product differentiation, market power, and market structure are important influences upon U.S.-Canada bilateral trade in the selected industries. One consequence of federal mandatory livestock price reporting regulations for the cattle industry was the discontinuation of eight regional voluntary price reports for slaughter cattle. The economic implication for market transparency in those affected regional markets is investigated. Agricultural Marketing News Services data were collected from discontinued price reports for a five-year period, along with aggregated regional price reports that were not eliminated under the new price reporting regime. Both sets of price reports were analyzed to determine if any of the price series, which continued to be published as mandatory reports, could be used by producers as a replacement …

During the 2002 drought, farm sector economic factors were monitored to assess the likely statewide economic impacts. Timely moisture during the spring of 2003 resulted in a sizeable wheat harvest relative to recent years. Prices in the fall of 2003 have also been significantly higher for cattle and soybeans compared to prices in recent years. As a result, there have been inquiries as to the extent of economic recovery in the farm sector of South Dakota. In this paper, results are reported for analyses we recently conducted to examine the environmental effects of major 'quality' and 'eco-labeling' schemes in use in the Midi-Pyrenees region of the south of France. Schemes analyzed are described in the next section. Following that, the data and methods of analysis are explained. Next, results of statistical analyses are presented. These results are complemented by qualitative results drawn from in-depth case studies of three food quality schemes. Conclusions and policy implications are presented in the last section of the paper.

Retained ownership of steer calves is an investment decision for cow/calf producers. Data collected over a three-year period on 845 steer calves reveals that retaining ownership of steer calves is, on average, profitable. Systematic and unsystematic risks associated with retaining ownership of steer calves are identified. Empirical results indicate that unsystematic risk account for 67% of the variability in the rate of return to retained ownership. Empirical evidence also suggests that retaining ownership is a riskier investment decision than assumed in the earlier literature. The information value of the former USDA voluntary price reporting system is investigated for dressed weight slaughter steers. The ability of the former system to promote market transparency and price discovery in the cash market is evaluated with state level mandatory price reporting data collected from September 1999 to April 2001. The empirical framework evaluates the informational value of public price reports according to the criteria established in the market integration literature. Over the last three decades, producers in South Dakota have planted increasingly more acres under corn and soybeans and have moved away from producing oats and barley. The wheat production in the state has also increased during this period. The grain handling industry in South Dakota has also changed over time. The ability of the former voluntary price reporting system to generate market transparency in U.S. livestock markets was called into question by producer groups and academic research prior to the new federal system of mandatory price reporting being implemented. It would seem that agriculture in industrialized countries is experiencing 'the best of times' and 'the worst of times'. Productivity per unit of land and, consequently, aggregate food and fiber output have climbed dramatically since World War II. Food is generally 'cheap' relative to average per capita incomes. However, the costs of this abundance are becoming increasingly apparent. Drinking water supplies are becoming contaminated, bird and fish populations have declined, plant and animal biodiversity has been lost, and soil organic matter has declined. Factors influencing choice of share or cash rental leases for cropland are examined using a 1996 dataset containing 1071 lease contracts in Nebraska and in South Dakota. Logistic regression results indicate tenant's age, capital position, and relationship with landlord were more important than leased land use or crop management variables.

Wheat production in China is analyzed using a seven-region model and data for 1978-1997. The empirical results indicate; 1) the area planted to wheat in China is responsive to the real wheat procurement price, 2) contrary to prior expectations, the growth in GNP, a proxy for industrialization and urbanization, did not seem to impact the wheat area significantly, 3) wheat yield showed a significant upward trend in all regions over time, depicting combined impacts of increased chemical fertilizer use, expansion of irrigated areas, increased investment, and other technological improvements, and 4) Chinese wheat production is projected to range from 132.33 …

The paper provides an overview of the types of economic costs, benefits, and risks involved with agricultural biotechnology at the farm level, at the market level, and for the farm and food system as a whole. Both advantages and disadvantages of agricultural biotechnology are discussed. Among the drivers of the US domestic and international consumer demand for transgenic crop products discussed in the paper are environmental and food safety concerns. A comparison is made between a 'science-based' regulatory framework and a policy based on the precautionary principle. Marketing and production data collected from weaned calves (628 head) in a university sponsored retained ownership demonstration program are analyzed to identify factors affecting the annualized rate of return when retaining ownership versus selling the calves at weaning. Data were collected on the following characteristics associated with the calves: 1) ranch-of-origin production management practices; 2) feedlot performance; 3) carcass merit; 4) health history; and 5) market prices. Retained ownership until slaughter was more profitable, on average, when compared to selling calves at weaning. Barriers to the adoption of grid pricing by fed cattle producers are investigated over a 206-week period (Jan. 1997 to Dec. 2000). The empirical findings document: I) when fed cattle are evaluated on a grid pricing system versus a dressed weight pricing system, a price differential per cwt. and a per-head revenue differential exists over time, 2) the price differential per cwt. is subject to seasonal variation which contributes to inconsistent price signals transmitted to producers concerning the market value of carcass characteristics over time; 3) grid revenue per-head variability is consistently higher than dressed weight revenue per-head variability over …

This paper examines the developments that have occurred in South Dakota's swine industry and offers insights into its future prospects. Data, trends, and literature related to this market were gathered in an effort to fill in specific gaps about South Dakota's market. Nationally and in South Dakota there are fewer producers raising hogs. The exit of relatively small producers from the industry reduced a seasonal spike of farrowings during the March-May quarter in recent years. A weekly comparative marketing study of above-average and below-average quality slaughter cattle was conducted over a 154 week time period (Jan 1997 to Dec 1999). Two data sets containing carcass information on 1500 head of fed cattle were randomly selected from a data set containing carcass information on 2590 steers. Weekly average price per cwt. was calculated for both pens using two different pricing systems: a) the dressed weight pricing system; and b) the Agricultural Marketing Service grid pricing system. The Federal Agricultural Improvement and Reform Act (FAIR) Act of 1996, popularly known as "Freedom to Farm", represented a fundamental shift in the primary policy mechanism for supporting farm incomes in the United States (U.S.). Crop-specific "deficiency payments" were replaced by "production flexibility contract payments", scheduled to run through the year 2002 and, presumably, then terminate. The total amount available for contract payments nationwide started at $5.6 billion in fiscal year (FY) 1996, was to reach $5.8 billion in FY 1998, and was to decline to $4 billion in FY2002 (ERS, 1996, p. 1). Data from 100 farming-dependent counties in the U.S. are used to measure the impact of acreage reduction programs on the level of the rural nonfarm population. Results of a simultaneous equation model suggest that the programs had a negative influence on the number of rural nonfarm people, reducing the rural nonfarm population in these counties by an estimated 15 to 22 percent over the 1960-90 period.

Beef demand in the United States began to weaken relative to the demand for pork and poultry in the 1970s. The literature offers two possible explanations: 1) the lifestyles explanation; and 2) the relative-price explanation. Barkema and Drabenstott (1990) review the literature concerning the market share issue and concisely outline the two possible explanations: "The lifestyle argument suggests that consumers chose to eat less beef due to health concerns and changes in lifestyles. South Dakota (SD) has 2.06 million acres of CRP land with contracts expiring from 1996 - 2002. These CRP lands are 10.5% of cropland acres and 4.6% of land in farms in South Dakota. The major objective is to determine relative profitability of alternative crop and forage uses of post-contract CRP lands in different regions of South Dakota. Crop and forage per acre net returns were heavily influenced by relative productivity of CRP lands. The primary objective of the study was to determine the major economic impacts on South Dakota of alternative future CRP decisions. Three steps were followed to find the economic impacts. First, the relative productivity differences between South Dakota CRP land and South Dakota crop land were determined. County Soil Survey Books and NRCS conservationists provided the necessary information for this step's completion. The Federal Agricultural Improvement and Reform Act (FAIR) of reinforced the Federal government's commitment to environmental aspects of farm policy that received major attention in 1985 legislation and reinforcement in 1990. All three pieces of legislation placed emphasis on incentive and cost-share policies to reduce adverse soil and water effects of farming practices. A major initiative under FAIR is the Environmental Quality Incentives Program (EQIP), for which $1.3 billion is authorized over 7 years to provide cost-share or incentive payment contracts with crop and livestock producers for environmental and conservation improvements (Young and Shields, 1996).
