The National Ocean Economics Program (NOEP), in cooperation with the California Coastal Conservancy and the Ocean Protection Council (OPC), completed this study to provide an inventory of state expenditures for the coast and ocean for fiscal years 2005-06 (FY 2006) and 2006-07 (FY 2007). The purpose of the study is to understand where current public investments are being made and whether further investments need to occur to be consistent with the OPC Strategic Plan as well as those of various state programs.

Evidence from online assignments in an intermediate microeconomics course suggests that nonprocrastinators (both early-starters and front-loaders) score higher than their dilly-dallying counterparts. Students who are busier in school tend to start their assignments earlier.

Incremental And Average Control Costs In A Model Of Water Quality Trading With Discrete Abatement Units, Arthur J. Caplan

This paper answers three questions related to the discrete nature of pollution abatement: (i) does a source's incremental control cost (as defined by the U.S. Environmental Protection Agency) necessarily exceed its average control cost, (ii) is incremental control cost a better approximation of a source's willingness to pay for abatement credits than average control cost, and (iii) exactly how does trading in discrete and continuous abatement markets differ? We find that the answer to the first two questions are both "no", suggesting that the U.S. Environmental Protection Agency needs to refine its reliance on incremental control cost as the sole …

In 2007, the Central Bank of Nigeria (CBN) faced significant challenges in monetary management due to statutory allocations to government tiers, autonomous foreign exchange inflows, and pre-election spending. These challenges were addressed through Open Market Operations (OMO), issuance of treasury securities, standing facilities, and foreign exchange swaps. The introduction of the monetary policy rate (MPR) in December 2006 moderated inter-bank rates, encouraged trading, and improved the transmission of monetary policy actions. The Bank intensified its non-regular management activities to ensure the Policy Support Instrument (PSI) target was met. Ocean and coastal areas of the United States contribute significantly to our nation’s overall economy. The extent to which our economy benefits from the wide range of marine and coastal activities is not completely understood. The National Ocean Economics Program (NOEP) has attempted to track and value the ocean and coastal- related economic activities in the United States. To date six sectors are included in its information system (www.oceaneconomics.org). In India, 50% of children under five years of age are malnourished amidst a yearly surplus in grain production. Approximately 40% of food is lost in transport on a daily basis, yet the country has been able to prevent major famines for over 60 years. In a country with a GDP of 8-9% and an ever-growing presence on the international economic stage, these double standards cannot be tolerated. 260 million Indians live in extreme poverty, and 40% of those depend mainly on agricultural labor. An Equitable, Efficient, And Implementable Scheme To Control Global Carbon Dioxide Emissions, Arthur J. Caplan, Emilson C.D. Silva

We design an international scheme to control global externalities in which autonomous regions choose their own emissions levels in anticipation of interregional resource transfers implemented by an international agency. This agency follows a proportional equity principle, which preserves the status-quo ratio of regional welfare levels. We show that it is individually rational for each region to participate in the proposed international scheme and that regional environmental authorities choose policies that fully internalize the global externality. Using Choice Question Formats To Determine Compensable Values: The Case Of A Landfill Sitting Process, Arthur J. Caplan, Therese Grijalva, Douglas Jackson-Smith

Siting noxious facilities, such as community landfills, is a challenging problem for local planners who recognize the importance of economic efficiency and equity, political acceptance, and meeting federal regulatory standards. Meeting these criteria requires technical and socio-economic analyses in conjunction with public input. Planners may also recognize that political acceptance requires compensation for the host community, either in the form of monetary or in-kind transfers. Following Breffle and Rowe (2002), we use a “resource-toresource” paired-comparison survey method to estimate compensatory values associated with an in-county landfill for both the host and non-host communities. Our results indicate that while a host-community …
