Mr. Chairman, fellow delegates, this week GATT faces an historic challenge. Our task is more difficult than any that has confronted world trade since the very creation of GATT in 1947. What we do in Punta del Este will determine whether GATT remains a functional, dynamic institution serving the interests of its members or declines into a static and passive association that is irrelevant to the needs of international trade.

I urge our communique contain a vigorous, unequivocal endorsement for launching a new round with a comprehensive agenda, in September. Delegations in Geneva will go over the text of our communique very carefully, and they will judge our determination by both the tone and substance of our statement. We therefore must clearly set forth our desire to begin the new round, without delay.

The Efficiency Of Producing Alcohol For Energy In Brazil: Comment, Jonathan B. Wight

In a 1982 issue of this journal, Michael Barzelay and Scott R. Pearson examined the social costs and benefits of producing ethanol motor fuel in Brazil. They conclude that ethanol fuel was economically infeasible in 1981 and will remain so unless petroleum prices rise dramatically in the future. We seek first to call attention to some problems in their data and second to suggest that their analysis include broader considerations. Quite different conclusions could result.

Once again our country is caught on the horns of a serious dilemma. Natural resources, such as land and water, are becoming increasingly scarce and therefore valuable. Concomitantly, and perhaps more importantly, these resources are recognized as having attributes or characteristics in the form of amenities that are coveted by non owners of these resources. A cheap and effective way of acquiring these amenities is to assert that the legal owners of the resources do not have the right to exclude those who want the amenities from consuming them. Water Pricing And Rent Seeking In California Agricultre, B. Delworth Gardner

Without irrigation water, agriculture in California would be little more than limited livestock grazing and some dryland farming of cereal crops. With irrigation water, California produces over 200 crops and is the leading agricultural state with nearly $4 billion in sales in 1980. The state's gross cash receipts from farm sales have consistently approached 10 percent of the U.S. total every year since 1960.
