The widespread concern expressed about possible adverse effects of late arrival of rains abated slightly towards the end of the quarter. This was because in the south, middle belt and sudan savannah regions, the level of rain allowed early crops like maize, yam, groundnut and vegetables to be planted, nurtured and in some cases harvested. In the northern parts of the country, especially the sahelian zones, farmers experienced their first rains which facilitated land preparation activities as well as plan ting, especially in Kaduna, Bomo and Sokoto states. A total of 130, 952.35 tonnes of fertiliser were discharged at the …

Early rains in most southern parts of the country during the first quarter encouraged preliminary farming activities such as bush clearing and land tilling. In a number of areas, actual planting of some crops-maize, yam, okro, pepper and leaf vegetables- also began. In the northern parts, activity centred around dry-season farming involving the planting of wheat, rice and vegetables on irrigated lands. Other activities during the first quarter included harvesting and processing of cassava, rice; fruits and vegetables in the south, and maize, sorghum, millet and cotton in the northern states. I would like to speak to you this morning about the future of the world trading system. It seems appropriate, on the GATT's 40th birthday, to recognize its past achievements while also looking forward to its future-challenges. We must together develop a vision of the GATT that will serve the needs of the twenty-first century. Forty years ago, the legacy of a great depression and a world war was high import duties and restrictive quotas. World trade had shriveled. I am grateful to the Shimoda Conference for inviting me to address the issue of U.S.-Japanese trade. This is an important event, coming at a time when trade between our two countries is playing a more significant role in our overall relations than ever before. In some ways , individual trade issues are threatening to overshadow our long relationship as friends and allies. This must not be allowed to happen. CBN annual report and statement of accounts for 1986 covers economic performance including key economic indicators such as inflation rate, GDP growth, exchange rate stability, banking sector performance, monetary policy, financial stability, fiscal policy, and regulatory updates for 1986. The development in 1986 were mixed. The GDP at constant 1977/78 factor cost was estimated at N25,290 million, representing a decline of 3.3 per cent and the decline was largely due to poor performance of the manufacturing, crude petroleum, wholesale and retail trade sectors. All the items, except rubber and ginger, recorded price declines ranging from 0.6 per cent for coffee to 34.1 per cent for palm kernel. The prices of rubber and ginger increased by 4.3 and I. 7 per cent, respectively. The major factor responsible for the deterioration was the effect of failure to reach positive agreement on most of the international commodity organisations, particularly in respect of cocoa. Other factors which helped to depress the market included the sharp decline in oil prices which reduced the purchasing power of affected countries, appreciable gains by the pound sterling over the US dollar …

The paper discusses, largely using Nigeria as a case study, three sets of issues relating to public sector role in agricultural financing. First, it takes an overview of the agricultural situation in African countries in general and in Nigeria in particular in the last twenty years and suggests the critical factors that should guide government activities for agricultural financing in the light of the general structure of agricultural production.
