State of the Region Reports: Hampton Roads

Per capita income in Hampton Roads has been rising and, after we factor in the cost of living, now is about 6 percent above the national average. This is a startling reversal from the late 1990s when the region was well below the national average. Housing prices here continue to be lower than the national average, as is our overall cost of living. Our air is cleaner than the national average and we rate high in terms of cultural amenities, but founder with regard to several measures of educational attainment.

The archetypal image of the Jeffersonian ideal, the yeoman pioneer farmer who brought all the benefits of the American republic to the West, was the quintessential western hero until the Civil War era. The Ethiopian Ministry of Youth, Sports and Culture has long considered attention to the lives of Ethiopian adolescents as a priority intervention area for research and programs in the country. This study conducted with the Population Council gives critical insight into the lives of adolescent girls and boys in the low income and slum areas of Addis Ababa. Research and programs for young people tend to homogenize the adolescent population into one genderless mass, with little regard to age or social context. This paper breaks new ground in the debate on school finance and equality of per pupil school expenditures. We are able to allocate expenditures per pupil at the *individual* student and family income level. This allows us to examine both student and school district characteristics and to assess several measures of equality of expenditure across the income distribution of parents and by funding sources. We find a surprising degree of equality in the actual amounts expended per child in low- vs. high-income families. But adjusting for student needs to reach equivalent education expenditures results in much greater inequality over the …

This paper outlines an approach to educating multimedia practitioners utilizing Lego MindStorms® which evolved out of a desire to bridge the technical and aesthetic worldviews. The approach focuses on three aspects of the development process. First, it examines the linguistic model of code production. In order to convey the act of writing code as a linguistic task, the students are introduced to several aspects of linguistic theory, with examples illustrating their application in spoken, programmed and Lego MindStorms® based languages. Over the last forty years, states and localities have been faced with the dilemma of how to raise sufficient revenue without upsetting great portions of the electorate with a tax increase. One manner by which they have dealt with this predicament is to institute state lotteries. New Hampshire started the trend in 1964 when it instituted a lottery system to supplement its dire revenue situation. New York and New Jersey soon followed suit by establishing their own lottery system. Today, thirty-nine states operate some type of lottery system. This thesis locates, examines and interprets the written sources of information guiding how delinquent school-aged young people are viewed in relation to their education in Western Australia. The study involved an examination of texts discussing post industrial socio-historical events and currently policy, practice and research in relation to students who are alienated from school, including those who have criminal histories. An exploration of the discourses assembled around the costruction of Western Australian school-aged offenders as alienated students revealed an ongoing assumption that children and youth from low socio-economic backgrounds are often governed as low school achievers who are less likely …

This is a phenomenological study of the lived experiences of homeless young people in Western Australia. Its focus is the reasons why homeless young people leave education, although many of them make a serious effort to complete post-compulsory schooling. The study was qualitative, and was designed as an in-depth analysis of the experiences of five young people aged between 15 and 17, all attending the same school. Data collection consisted of two in-depth interviews with each participant, and a focus group discussion with all five. This paper examines the current position of mature students in the Technological University Dublin, the largest third-level institute in Ireland. It also deals with the treatment of mature applicants, and the position of mature students in the Republic of Ireland in general. The focus of the paper is on equity issues, and in all discussions of equity the underpinning principle is equality of opportunity. Where places on a third-level course are limited, for example, all applicants must be treated equally and the places allocated in a ‘fair’ manner. In the first half of the sixth century, an Italian monk, Benedict of Nursia, provided a framework for Christian monastic life. In the last half of the nineteenth century, his descendants arrived in the Great Plains, part of the westward movement of Christian missionaries in North America. Over the last three decades, the transition from full-time education to full-time work has been characterised as problematic for a significant proportion of young adults. It is often argued that a high proportion of young people continually move between unemployment, part-time work, low status full-time work and withdrawal from the labour force. Young people are viewed as ‘significant losers’ from changes in the labour force that have occurred over recent decades (Spierings, 1999).

This study was designed to investigate undergraduate university students' appraisals of their parents' marital happiness, and how those views affect respondents' current attitudes toward marriage. The sample included 1,437 undergraduate students between the years 1970 and 1999. The dependent variable was perceived marital happiness in the family of origin. The independent variables were perceived communication quality, perceived level of egalitarianism, level of education, and perceived religious activity of the respondents' parents as reported by the respondents. This study investigated whether differences existed between sex, male and female, for the preference of three different syllabi describing three different learning environments. Learning environments consisted of collaborative, and individual, with the individual sub-divided into competitive, and individual while co-varying participants for credit hours. 264 surveys were administered to students in freshman, sophomore, junior, and senior classes in order to collect preference, and demographic data. The surveys were presented as three fictional syllabi differing only in class grading format, and a paragraph on the instructional philosophy of the professor. The paper (I) outlines the nature and extent of the dissatisfaction with legal research instruction and demonstrates that the problem predates computer-assisted legal research, (II) presents the history of the debate (focusing on a heated exchange between advocates of a "process-oriented" approach and proponents of the traditional, "bibliographic" methods), and (III) presents the requisite elements of a satisfactory pedagogical model, discussing various issues surrounding each of these elements.
