This dissertation focuses on educational reform in New York State in relation to two policies that I term "dual reform." The 1996 Regents graduation policy required all students to participate in the college-prep curriculum and attain a Regents diploma, while the 2001 Career and Technical Education (CTE) policy promoted integrative approaches to teach academic topics within CTE. The central study questions were: How has literacy reform been constituted in relation to CTE within two rural communities? How does CTE enable and constrain youth literacy learning and development?

The Impact Of Counselor Recovery Status, Disclosure, Education, And Experience On The Working Alliance In The Treatment Of Substance Use Disorders, Brian D. Roland

Although evidence shows that between 30 and 75 percent of alcohol and other drug (AOD) counselors are themselves in recovery from a substance use disorder, dated research comparing the effectiveness of recovering and non-recovering counselors failed to control for education, experience, and use of disclosure. Given that the strength of the working alliance between client and counselor is highly predictive of outcome and utilizing interpersonal influence theory as an organizing framework, a path model was hypothesized which posited (a) counselor recovery status and its disclosure impact counselor attractiveness which, in turn, impacts working alliance; (b) counselor education impacts counselor expertness …

Looking at the current educational situation of youth in India, this Population Council policy brief argues that significant investments in terms of appropriate policies and programs are required to enable the country to achieve the Millennium Development Goals of universal primary education and elimination of gender disparity in primary and secondary education, harness its demographic dividend, and enable its youth to participate in and benefit from global development. The brief recommends that policy commitments be met and programs be effectively implemented, and notes the importance of high school education in enabling youth to make a successful transition to adulthood. Looking at the current educational and employment situation of youth in Andhra Pradesh, this Population Council policy brief argues that significant investments in terms of appropriate policies and programs are required to enable the state to achieve the Millennium Development Goals of universal primary education and elimination of gender disparity in primary and secondary education, harness its demographic dividend, and enable its youth to participate in and benefit from global development. Notwithstanding the state’s existing policy commitments, findings indicate that several challenges remain. The brief recommends a number of policies and programs to overcome these challenges.

This white paper addresses a growing concern about the problems of financial exclusion of the poor. It is based on a scoping study and a pilot program providing financial education to adolescents in Bangladesh. The Population Council worked with BRAC and Underprivileged Children’s Educational Program (UCEP) to expand these life skills. The result and tools of the study inspired UCEP to commit introduction of financial literacy in 52 schools for the under privileged children from next year while BRAC expressed interest to accumulate resources and initiate discussions with their donors and consortium partners for gradually introducing the financial literacy in …

In 2002 Hamann, Wortham, and Murillo noted that many U.S. states were hosting significant and often rapidly growing Latino populations for the first time and that these changes had multiple implications for formal schooling as well as out-of-school learning processes. They speculated about whether Latinos were encountering the same, often disappointing, educational fates in communities where their presence was unprecedented as in areas with a longstanding Latino presence. Only tentative conclusions could be provided at that time since the dynamics referenced were frequently novel and in flux.

Examines how, in the mountainous village of Shimshal, national parks and “community-based” conservation projects such as trophy hunting are deeply problematic, promoting exploitive ideologies of nature and development while delegitimizing the values and rights of pastoralists. The Shimshalis have creatively resisted the appropriations of their land by creating a Shimshal Nature Trust, implementing a model of ecological sovereignty instead of “community participation”—challenging the very logic of protected areas in international conservation.

The Causes Of Educational Differences In Fertility In Sub-Saharan Africa, John Bongaarts

This working paper presents an analytic framework that describes the chain of causation linking fertility to its multiple layers of determinants, then analyzes the causes of educational fertility differences in 30 sub-Saharan African countries using data from DHS surveys. The results demonstrate that education levels are positively associated with demand for and use of contraception and negatively associated with fertility and desired family size. In addition, there are differences by level of education in the relationships between indicators. Using nationally representative cross-sectional data from the Nepal Living Standards Survey, this Population Council working paper examines the influence of the nature of mothers’ work on Nepali children’s schooling outcomes. It analyses whether the engagement of mothers (and fathers) in nonagricultural work has significant consequences for their children’s school attendance and grade attainment, compared with these consequences when parents’ work is in traditional subsistence agriculture. Results indicate that children of parents who both work in the nonagriculture sector are significantly more likely to have attended or currently be attending school and have higher grade attainment, compared with children whose parents …

In this paper I investigate the relationship between tuition fees and enrollment in higher education; in particular, the effect that the abolishment of upfront tuition fees (which were replaced by a graduate payment scheme) in Scotland for Scottish students had on their enrollment rate into universities in England. Several explanations have been offered as to why tuition response might be relatively large. Tuition is the most visible college price, and it is the one that is most inescapable. This paper evaluates the impact of in-prison educational and vocational programs on recidivism among former inmates released from prisons in five different states during 1994. It is the first study to consider this particular topic using a subset of nationally representative data. Two sets of microeconometric analyses are performed in order to identify potential program effects. Initially, a basic multivariate framework is considered in which special consideration is given to problems of program heterogeneity; next, a propensity score matching (PSM) approach is used to address the issue of self-selection inherent in observational studies of this kind. In the author’s courses, students have been augmentationist, not immersionist, in their approaches to using technology. In a virtual world, however, they are born with new skins into strange settings, doing things that might be impossible in the world of matter. Their frequent discomfort at this rebirth corroborates findings in two studies (Mosier, 2009; Howe & Strauss, 2000) that American "Millennials" distrust activities that seem to have no direct bearing on their educational outcomes, established social circles, or professional desires. The problem investigated in this study is how the oikoscode (Haustafeln), a pattern of ethical education replicated by earliest Christianity, can be developed into a theoretical model. The oikoscode is the lifestyle pattern, the lifecode of attitudinal framing and behavioral conduct that guided earliest Christianity, the generation of the first 25 years after the resurrection of Jesus.

Identifying risk and protective factors has been at the cornerstone in resilience research in education. Although this focus has contributed to our understanding of the personal traits inherent in academically resilient students, it fails to expound relationships existing outside of the individual. This study aims to uncover the interrelationship between individual characteristics and the environments that help create academic resilience. Twelve Hispanic-American male inner-city at-risk students, considered resilient, were interviewed about perceived factors leading to their academic success. This study investigated whether age at kindergarten entrance has any effect on future language arts and literacy, using a sample of 340 students entering kindergarten in one largely white, middle-class, New Jersey, suburban school district. Students were grouped by age into two age categories: young (56-59 months) & on-time (60-72 months). Achievement was studied through archived measures of academic performance using correlations and chi square analyses to determine differences in literacy and language arts functioning related to age at school entrance. The central hypothesis of this report is that there are underlying factors that drive the persistent levels of high within-country inequality experienced by Latin American countries. We study two countries, Brazil and Bolivia, through the process of reform and growth, and note the effects on the labor markets.

If we can determine student motivations for using social networking sites, perhaps we can determine a way to successfully implement social networking sites into the classroom. The primary purpose of this study is to identify those people at most risk of being bullied at work. While much research is being conducted on school bullying, little has been conducted on workplace bullying. Using data gathered from a 2004 study conducted by the National Opinion Research Center for the General Social Survey, which included a Quality of Work Life (QWL) module for the National Institute for Occupational Safety and Health (NIOSH), linear regressions indicated significant findings. This paper proposes a framework for understanding the joint evolution of cultural norms and human capital investment, and how these affect patterns of political participation. We first present some empirical evidence that cultural attitudes towards obedience systematically influence an individual's propensity to engage in different political activities: obedience discourages more confrontational modes of political activity (such as public demonstrations), while raising participation in non-confrontational civic acts (such as voting). These cultural attitudes further appear to be determined in part by cultural transmission across generations. First, the Article argues that the parent’s right to educate his or her children is strictly circumscribed by the parent’s duty to ensure that children learn habits of critical reasoning and reflection. The law has long recognized that the state’s duty to educate children is superior to any parental right. Indeed, the “parentalist” position to the contrary rests on an inflation of rights that is, in fact, a radical departure from longstanding legal norms. The African Copyright and Access to Knowledge (ACA2K) project is a pan-African research network of academics and researchers from law, economics and the information sciences, spanning Egypt, Ghana, Kenya, Morocco, Mozambique, Senegal, South Africa and Uganda. Research conducted by the project was designed to investigate the extent to which copyright is fulfilling its objective of facilitating access to knowledge, and learning materials in particular, in the study countries. As universities increasingly seek to educate students through service learning courses, law school clinics may be the bellwether for determining if faculty’s traditional academic freedom of teaching will transcend the traditional classroom or be left at the classroom door. Recent legislative and corporate efforts to interfere in the operations of law clinics indicate that academic freedom is at risk when hands-on student learning bumps up against “real world” disputes. This article examines why attacks on law school clinics are a harbinger of how academic freedom is treated when it moves out of the classroom.

Children of incarcerated parents are at significantly increased risk of negative long-term outcomes. With about 1% of the adult population incarcerated, the United States has millions of children at risk for these negative outcomes. Research on this population is increasing; however, it is still unclear whether children of incarcerated parents are at an increased risk for poor school performance as a specific result of parental incarceration above that associated with their social and economic status.
