Since the Great Recession in 2007, rural employment rates have been steadily increasing. According to a 2020 United States Department of Agriculture report, rural unemployment has been at its lowest in over a decade. However, such aggregate trends overlook an important aspect of work—its meaningfulness. In many small towns throughout the Southern United States, much of the available work pays little and demands much on the body. As a result, meaningful employment is often out of reach for some men living in the rural South.

"Judicial discretion in sentencing has historically produced disparities in criminal sentencing outcomes. In an effort to address disparity at the federal level, in 1984, the U.S. Congress passed legislation that led to the creation of the U.S. Sentencing Commission and subsequently the adoption of federal sentencing guidelines. Studies show that even among similarly situated defendants (in terms of offense score and criminal history category) disparities have persisted regardless of the sentencing guidelines. Flash forward to 2020 and the prison population is approximately 2.3 million people, with 1 in 5 of those individuals having been incarcerated for a non-violent drug offense (Wagner & Wagner, 2020). Among those caught up in drug offenses stemming from the policies enacted during the War on Drugs, the majority are baby boomers. "This paper examined the perceptions of convicted sex offenders and their interactions with law enforcement over time. Specifically, we focused on how formal interactions influenced stigma management and self-identity transformation. For decades, scholars have proposed that identities and behaviors often result from interactions with others. Sex offender registration and notification laws force interactions between registrants and police agents for years, if not a lifetime. Given that desistance from sex offending is dependent on prosocial identity transformation, we analyzed interviews with 63 registrants to uncover how interactions with police promote or inhibit identity transformation over time. "The wellbeing of prison officers has primarily been understood as a function of contextual variables such as their workplace and the nature of their role. Yet the research suggests the officers’ gender and tenure are the only statistically significant predictors of wellbeing for this population (Butler, Tasca, Zhang, & Carpenter, 2019). These findings suggest that variables at the person level may be more important than contextual variables. Introduction:

This report examines trends in votes cast between the 2016 and 2020 presidential elections in 1) the 101 counties in the United States in which Latinos comprised 50% or more of total populations; and 2) in the 35 counties in the U.S. which had the largest Latino populations.These latter counties were home to 50% of all Latinos living in the United States according to 2019 census data.

This report seeks to lift up the voices of Maine’s youth and place their lived experiences with homelessness, educational pushout, child-welfare and juvenile justice system involvement, and interactions with the healthcare system at the center of public discourse and decision making. This study collected life stories from 35 youth (age 14-24) using arts-based narrative inquiry methods to map their journeys from childhood to adulthood. Focusing on the United States, this paper examines the impact of military service for the cohort of individuals that have experienced the social factors that characterize emerging adulthood as a unique stage in the life course. We argue that military service, as a turning point, may act differently in contemporary times compared to findings from past research. This difference is driven by changes in military service, the draft versus volunteer military service, and the prevalence of emerging adulthood. In the Philippines, the Human Security Act of 2007 came into force to address the threat of terrorism to the national security of the country. However, the law has never been fully utilized. The United States Federal Transit Administration (FTA) maintains two programs designed to support transportation for people with disabilities and rural communities. The FTA’s Elderly and Persons with Disabilities program (§5310) provides federal funding to states to assist in meeting the transportation needs of older adults (65+) and people with disabilities. The Formula Grants for Rural Areas program (§5311) provides funding for public transportation to rural areas with populations less than 50,000. Although 16% of Americans with disabilities and older adults live in rural counties, these counties only receive 5% of available funding for providing them with transportation (§5310), and 49% …

The Different Components Of Active Shooter Incidents: Examining The Co-Occurrence Of Offender And Incident Characteristics, Jeffery R. Osborne

The present dissertation examined 198 United States single-offender active shooter incidents and thematically differentiated cases based on 1) offender backgrounds, 2) precipitating stressors, 3) offender routine activity, 4) crime scene location, and 5) incident characteristics. Doing so contributed to the increasing number of studies that have stressed the importance of creating empirically-based models to better understand active shooter incidents and the offenders who are responsible. To structure this investigation into active shooter incidents, concepts within Environmental Criminology and Crime Analysis were paired with analytical methodologies seen in Offender Profiling and Investigative Psychology research.

This dissertation explores the varieties of Brazilian Nikkei’s – Japanese emigrants to Brazil and their descendants – transnational lives throughout a century of their migration history. This dissertation investigates the non-uniformity of Chinese wh-indefinites. The different algebraic structures associated with the different wh-indefinites are shown to play a signif- icant role in determining their possible readings. Specifically, those wh-indefinites that are associated with an unordered algebraic structure can give rise to an epistemic reading in both positive and negative sentences. Those wh-indefinites that are associated with a structure of total ordering never have an epistemic reading. Decision making is an important aspect of the investigative work performed by law enforcement officers. The processes involved, though, including the collection, interpretation, and use of evidence, can be influenced by biases in thinking and reasoning such as confirmation bias. Corporations are involved in approximately 40% of all civil litigation (Langton & Cohen, 2008), yet there is much to be learned concerning how jurors make decisions in trials involving corporate litigants. Mock juror research suggests that for-profit corporations are treated more harshly than other defendants, such as non-profit corporations and individuals (e.g., Hans, 1998). This discrepant treatment of for-profit corporate defendants might be linked to unmitigated stereotypical perceptions of them being low in warmth (i.e., likely to have immoral intentions) but high in competence (i.e., likely to be capable of acting on those intentions; Aaker et al., 2010). Twenty-three college students participated in two studies evaluating an application designed to measure stimulus overselectivity in pictures depicting facial affect. We analyzed whether this application worked as designed by evaluating whether it could provide a robust analysis of the types of errors users make (e.g., by matching by the top features, the bottom features, or not by the top or the bottom features), and the extent to which the application worked to decrease selective responding in the event a user was not matching consistently by all features. This thesis maps a shift in my understanding of knowledge production and teaching and learning. Teaching has a critical role in Librarianship, yet there is a glaring absence of teacher training across MLIS programs. Drawing from established literature on Critical Pedagogical theory, multiple logics of inquiry, and Critical Librarianship we can adopt practices of teaching and learning that elevate marginalized voices and center reflexive theory. This thesis includes a scope of applications of pedagogical theory to LIS practice and identifies an immediate need for an overhaul of the Master’s in Library and Information Sciences core curricula.

Trans liberation as a global movement began to be documented in public reports in the mid-2000s. Gathered together from their first decade (2008-2018), publications produced by three trans INGOs—Transgender Europe (TGEU), the Asia Pacific Trans Network (APTN), and Global Action for Trans* Equality (GATE)—demonstrate the cultivation of a global trans imaginary and materialize records of a coalescing struggle. This dissertation is an ethnography of Indigenous and AfroIndigenous ethnobotanical practices in four communities in Cauca, in the Andean Pacific region in the Western Amazon of Colombia. Through collaborative field work, including interviews and active participant observation, I document the use of herbs and food as medicine, and agricultural and land tenure practices that depart significantly from those of racial-capitalist agribusiness. These ethnobotanical practices recuperate precolonial and ancestral knowledge as one of many efforts to build community autonomy and self-determination in Colombia as it fitfully enters the post conflict period.

Poor parents face difficult trade-offs when investing in their children's education. This dissertation studies how low-income urban households in Southern India, where child labor is a concern, make educational investments for their children. First, I build a model that shows how educational investments are shaped by the possibility of children substituting labor for their parents. Second, I collect parent surveys, child surveys, and student-level administrative data from schools and construct a linked dataset. Third, I examine the relationship between educational investments and several pertinent factors, with an emphasis on child labor substitution and the strength of occupational identity. I find …

Historically, public education spending in the United States has risen at a steady rate. In 2017-2018 alone, policymakers spent over $780 billion on the public education system. The intent behind education spending is to create more and better opportunities for students to excel academically, thereby improving their life trajectories. However, looming future challenges such as underfunded teacher pension liabilities suggest that policymakers should “economize” their spending wherever possible. The rich medieval Icelandic literary record, comprised of mythology, sagas, poetry, law codes and post-medieval folklore, has provided invaluable source material for previous generations of scholars attempting to reconstruct a pagan Scandinavian Viking Age worldview. In modern Icelandic archaeology, however, the Icelandic literary record, apart from official documents such as censuses, has not been considered a viable source for interpretation since the early 20th century. Although the Icelandic corpus is problematic in several ways, it is a source that should be used in Icelandic archaeological interpretation, if used properly with source criticism.

The Migrant Protection Protocols (MPPs), also known as “Remain in Mexico”, and Mexico’s response program, the Northern Border Migrant Attention Plan, embody how human rights have developed under neoliberal capitalism. Historically and presently, US asylum policy serves as a type of extraterritorial mobility control which manipulates non-domestic space to detain and contain asylum seekers. Despite an international legal framework, widely held popular ideals of human rights as wellbeing for all are challenged by the breakdown of human rights in practice, as in the case of the MPPs and the response of the Mexican state.
