Evaluating Job Redesign: Strategies And Preliminary Findings From Louisiana, Quality Improvement Center For Workforce Development

Other QIC-WD Products

The Louisiana Department of Children and Family Services, Child Welfare Division (CWD), in partnership with the Quality Improvement Center for Workforce Development (QIC-WD) conducted a needs assessment of their child welfare system. The needs assessment indicated high caseloads and administrative tasks were barriers to caseworkers’ ability to support families, engage clients, determine root causes of maltreatment, and implement timely services. Furthermore, surveys conducted with caseworkers revealed that they perceived their jobs as highly complex - requiring a wide range of tasks, a variety of specialized skills, and a high degree of information processing. These findings resulted in CWD and the …

Workplace Incivility, Megan Paul Dec 2021

Workplace Incivility, Megan Paul

Umbrella Summaries

What is workplace incivility? Workplace incivility refers to “low-intensity deviant behavior with ambiguous intent to harm the target, in violation of workplace norms for mutual respect. Uncivil behaviors are characteristically rude and discourteous, displaying a lack of regard for others” (Anderson & Pearson, 1999, p. 457). Though there is some conceptual and empirical overlap between incivility and ostracism, bullying, and abusive supervision, incivility is considered distinct (Yao et al., 2021). Incivility has been examined from the perspective of both the victim and the instigator, exploring factors related to being the target of incivility and factors related to engaging in uncivil …

The Potential Of Mental Health Policy Implementation: Methods And Applications, Meagan Renee Pilar Dec 2021

The Potential Of Mental Health Policy Implementation: Methods And Applications, Meagan Renee Pilar

Arts & Sciences Electronic Theses and Dissertations

Mental illness affects roughly 20% of the world in some capacity and can be debilitating. Though a large emphasis has historically been placed on individual-level interventions (e.g., therapy or medication), mental health policies present an opportunity to intervene on a large scale, with the potential to enhance impact and equity. This dissertation contributes to the mental health policy research literature in three main ways—(1) exploring factors affecting policymakers’ overall support of mental health policies; (2) assessing the use and quality of quantitative and qualitative methods within this field; and (3) exploring implementation determinants and outcomes, as well as strategies used …

Interstate 11: The Road To Prosperity In Nevada, Arthur C. Nelson Dec 2021

Interstate 11: The Road To Prosperity In Nevada, Arthur C. Nelson

Policy Briefs and Reports

Interstate 11 (I-11) offers Nevada a unique opportunity to advance the economic development prospects of one of the state’s most economically challenged areas: Elko and eastern Nevada. Although the state used a qualitative system to choose a western route for I-11, this process may not have considered fully the costs of extending I-11 to Canada in a cost-effective manner or in a manner consistent with I-11 purposes, especially avoiding congested areas. This briefing report reviews the history and purposes of I-11; summarizes the I-11 route options; considers how I-11 might extend to Canada in a way that is consistent with …

Who Mediates Matters: The Impact Of Individual Mediator Competency Skills On Individual And Civil Conflict Mediation, Erin V. Rowland Dec 2021

Who Mediates Matters: The Impact Of Individual Mediator Competency Skills On Individual And Civil Conflict Mediation, Erin V. Rowland

Doctoral Dissertations

Until this point, research in the field of conflict mediation concerning how third-party entities impact mediation outcomes has largely focused on the macrolevel factors of those entities and the disputing parties – geographic proximity of the mediating states to the disputants, the presence of alliances, the existence of enduring rivalries, etc. However, even when macrolevel factors are relatively similar, differences still exist in mediation outcome. This research proposes that some differences in mediation outcome are due to the impact of individual mediator factors, more specifically individual mediator competency skills in the form of Knowledge, Know-how, and Behavioral competencies. Borrowing from …

Collateral Damage: How Expanding Public Charge Policy Influences Adult Esl Enrollment, Allison M. Eckert Dec 2021

Collateral Damage: How Expanding Public Charge Policy Influences Adult Esl Enrollment, Allison M. Eckert

Master's Theses

This study used statistical analysis of enrollment records for ESL programs at community colleges throughout California from 2015-2019 to determine whether adult immigrants’ participation in public ESL programs was reduced under President Donald Trump. Immigrant families’ lesser use of public education services and means-tested federal benefits has been widely documented in the wake of Trump’s expansion of the public charge rule, which counted immigrants’ use of a wider array of public benefits against their case for residency in the United States than had any previous iteration of the rule. Failing the public charge test can block an immigrant’s entry into …

The Implementation Of Tribal Provisions From The Vawa 2013 Reauthorization, Deejay E. Chino Dec 2021

The Implementation Of Tribal Provisions From The Vawa 2013 Reauthorization, Deejay E. Chino

UNLV Theses, Dissertations, Professional Papers, and Capstones

Recent changes in VAWA allows tribes – for the first time – to prosecute non-Indians for intimate partner violence. In order to do so, however, tribes have to first meet specific federal mandates. Implementation of federal regulatory policy by American Indian tribes is a dynamic and complex process but there is a dearth of information on the challenges tribes face or on factors that would facilitate successful implementation at the tribal level. This legislation has filled a serious gap in tribal jurisprudence but not all tribes are able to meet requirements, which include having specific legal codes and justice resources. …

The Transformative Power Of The 2030 U.N. Sustainable Development Goals, Anna Wasescha, Christa Otteson, Sarah Casey

The Foundation Review

West Central Initiative, a mostly rural community foundation and regional development organization in Minnesota, integrated the United Nations 17 Sustainable Development Goals into its strategic plan in 2019. This article explores how aligning the U.N. goals with the foundation’s “nested strategy” of local, regional, and global goals has aligned and energized the disparate functions of the organization.

This article describes the strategic planning process that led to adoption of the goals, articulates how they have helped evolve the interplay of economic development and philanthropy, and identifies lessons learned from the first two years of working with the goals.

America's Declining Trust In Government, Megane Bos

Student Scholar Symposium Abstracts and Posters

The world of media has grown immensely, from 24-hour daily news to social media platforms to business and advertising, and it’s taken the American population by storm in a surprisingly short amount of time. Media exposure and usage increases with each passing year as new technologies emerge and are made available to a larger number of the population, including America’s youth. This paper will examine how media exposure, age, and ideology influence public opinion on trust in government, looking at which types of media exposure people receive and how often they are exposed to it. Then, I will see how …

“You Can’T Hide Behind Being A House”: Examining The Policy Process, Design, And Implementation Of Short-Term Rental Regulations, A Case Study Of Nashville, Tn, Jamie L. Cathey

All Dissertations

Following the economic crash of 2008, the rapid expansion of platform capitalism and the recruitment of others to work for themselves using a company’s platform, has led to a ‘paradigm shift’ in which a sharing economy business model has enabled small entrepreneurial endeavors to become industry giants (Srnricek, 2017). One such platform, Airbnb, has created a new, informal tourism accommodation sector that is bringing with it questions of regulation and community impact. Airbnb regulation thus is a growing national and international trend affecting cities of all sizes and forcing policy response and change at the local government level. Current trends …

Doing Philanthropy At The Time Of The Sustainable Development Goals: The Case Of Fondazione Compagnia Di San Paolo, Fulvio Bersanetti, Filippo Candela, Paolo Mulassano

The Foundation Review

This article outlines how strategic philanthropy can align its mission with the United Nations 2030 Agenda for Sustainable Development by describing the experience of the most important foundation of banking origin in Italy. Fondazione Compagnia di San Paolo marked a milestone in 2020 in aligning with the Agenda, applying the Sustainable Development Goals as a rigorous, internationally shared methodological framework and restructuring its operations to focus on three programmatic efforts — Planet, People, and Culture — aligned with those goals.

To complete our examination of this transformation, we conducted a benchmark analysis involving nine case studies of foundations in Europe …

Walking The Talk On Sustainable Development Goals: The Case Of Community Foundations In Canada, Marta Rey-Garcia, Rosane Dal Magro Dec 2021

Walking The Talk On Sustainable Development Goals: The Case Of Community Foundations In Canada, Marta Rey-Garcia, Rosane Dal Magro

The Foundation Review

The United Nations 2030 Agenda creates an opportunity for philanthropic foundations to become more collaborative and transformative in their work toward global goals. Thus, since 2016, the extent to which foundations adopt the Sustainable Development Goals framework in their functioning has become a topic of interest. Although survey- and case-based research shows increased rates of self-reported adoption and several tools are available to help foundations to act toward the goals, there is a lack of systematic evidence about the purposes of and processes for adopting the goals among foundations.

This void is particularly relevant for community foundations, as they have …

Where To Start? A Tool For Thinking About The Sdgs And Community Foundation Work, Katie Leone, Tessa Lesage Dec 2021

Where To Start? A Tool For Thinking About The Sdgs And Community Foundation Work, Katie Leone, Tessa Lesage

The Foundation Review

The merits of advancing the United Nations Sustainable Development Goals are widely agreed upon by the global community, but designing and applying strategies to do so at the local level can be challenging. This article aims to support community foundations in moving the 2030 Agenda for Sustainable Development forward in practical ways by exploring the use of a point-of-entry wheel to create a shared language that can help community foundations align their local efforts with the global goals.

Since 2012, Collaboratory has been exploring the potential for integrating sustainability — encompassing economic, social, and environmental pillars — as a strategic …

Localizing The 2030 Agenda With Community Data: Lessons From The Community Foundations Of Canada’S Vital Signs Program, Beth Timmers, Alison Sidney

The Foundation Review

Drawing on case studies in Canada, this article analyzes the critical role that community indicators can play in philanthropy’s ability to localize the United Nations 2030 Agenda for Sustainable Development and the associated Sustainable Development Goals to address complex societal and environmental challenges.

Measurement is an integral component of Agenda 2030, and communities are increasingly using indicators to align their plans, inform granting decisions, and track equity and sustainability outcomes. Canada’s most extensive community-driven indicator program, Vital Signs, uses different types of data to measure the vitality of a community and support action toward improving collective quality of life; and …
