Specification Tests For Temporal Heterogeneity In Spatial Panel Models With Fixed Effects, Yuhong Xu, Zhenlin Yang

We propose score type tests for testing the existence of temporal heterogeneity in slope and spatial parameters in spatial panel data (SPD) models, allowing for the presence of individual-specific and/or time-specific fixed effects (or in general intercept heterogeneity). The SPD model with spatial lag effect is treated in detail by first considering the model with individual-specific effects only, and then extending it to the model with both individual and time specific effects. Nonstationary Panel Models With Latent Group Structures And Cross-Section Dependence, Wenxin Huang, Sainan Jin, Peter C. B. Phillips, Liangjun Su

This paper proposes a novel Lasso-based approach to handle unobserved parameter heterogeneity and cross-section dependence in nonstationary panel models. In particular, a penalized principal component (PPC) method is developed to estimate group-specific long-run relationships and unobserved common factors and jointly to identify the unknown group membership. The PPC estimators are shown to be consistent under weakly dependent innovation processes. But they suffer an asymptotically non-negligible bias from correlations between the nonstationary regressors and unobserved stationary common factors and/or the equation errors. To remedy these shortcomings we provide three bias-correction procedures under which the estimators are re-centered about zero as both …

Transplanting Chapter 11 Of The Us Bankruptcy Code Into Singapore's Restructuring And Insolvency Laws: Opportunities And Challenges, Gerald Mccormack, Wai Yee Wan

In 2017, Singapore introduced wide-ranging reformsto its insolvency and restructuring laws with a view to enhancing itsattractiveness as an international centre for debt restructuring. Central tothese reforms is the transplantation (with modification) of certain provisionsfrom Chapter 11 of the US Bankruptcy Code including the automatic moratorium, cross-creditorcram-down, rescue financing and pre-packs. Drawing upon the US experience andsimilar reform proposals in the EU (including the UK), we critically evaluate theimpact of the new Singapore law. We argue that there remain challenges inensuring that the transplantation works well and highlight the possibleunintended consequences of such transplantation.

The Canada-EU Free Trade Agreement (CETA) has been completed and awaits ratification against a backdrop of global economic uncertainty. The Trans-Pacific Partnership Agreement (TPP), which includes five Asian parties among its signatories, has lost the support of the United States and its fate is uncertain as well. The CETA is significant for Asian countries given that one of its parties -- the EU -- has signalled strongly that it wishes to negotiate a number of free trade agreements in the Asian region. On 26 June 2018, the UnitedNations Commission on International Trade Law (UNCITRAL) approved, largelywithout modification, the final drafts of the Convention on International SettlementAgreements Resulting from Mediation (the Singapore Convention) and amendmentsto the Model Law on International Commercial Mediation prepared by WorkingGroup II. These instruments aim to promote the enforceability of internationalcommercial settlement agreements reached through mediation in the same way thatthe New York Convention facilitates the recognition and enforcement ofinternational arbitration awards. This paper provides a critical analysis of theSingapore Convention and some commentary from an Asian perspective.

This article approaches the question of Anglo-American hegemony in urban studies by examining publication and citation patterns. The past one or two decades have witnessed critical arguments about how knowledge production in social sciences is characterised by centre–periphery relations, and risks universalising US–American and European knowledge and epistemology. While not much systematic analysis has been done to address the extent to which urban knowledge has been shaped by Anglo-American centrism, it is not difficult to tell that the field is dominated by the Anglophone world in terms of authorship, institutional affiliation, the cities under scrutiny, and the urban theories arising. …

This case note discusses the Singapore High Court case of UKM, in which an order was granted to a gay man to adopt his biological son conceived through a gestational surrogacy arrangement in the United States. In particular, the High Court’s assessment of the welfare of the child and of public policy, in light of two factors—the prohibition of male homosexual acts in section 377A of the Penal Code and the de facto curtailment of domestic surrogacy by Singapore’s restrictive rules relating to the use of assisted reproduction technology services—will be examined.

Rethinking Non-Recognition: Taiwan’S New Pivot To Asean And The One-China Policy, Pasha L. Hsieh

The article examines the evolution of Taiwan’s engagement in Southeast Asia since the 1990s as a unique case study in international law and international relations (IR). Under the one-China policy, the evolution of bilateral relations with Taiwan highlights the theoretical concept of recognition premised on identity and status in interstate affairs. The article argues that the states of the Association of Southeast Asian Nations (ASEAN) have established diverse forms of recognition of Taiwan in line with a policy of non-recognition. While such recognition has not amounted to recognition of statehood in international law, it demonstrates the IR concept of recognition …

The ageing population is rapidly increasing, both in Singapore and worldwide. Due to the shortage of healthcare professionals and institutionalized care, there is a pertinent need for seniors to age-in-place-safely and in the familiarity of their neighborhoods. In addition, changing family structures and rising divorce rates, coupled with the desire for more personal space and independence, have resulted in a significant proportion of seniors who live alone at home. The offshore wind energy sector (OWE) has experienced significant growth in the last few decades. Since the inception of the very first offshore wind farm (OWF) – Vindeby – in 1991, there have been major improvements in materials, structures, aerodynamics, hydrodynamics technologies, as well as substantial developments in installation, operations, maintenance and decommissioning strategies. Much has been made of the challenges first-generation (FG) students face as they begin their college experience; graduation and retention rates are lower than for other students,1 anxiety about the adjustment to college life is higher,2 and studies of their experiences and performance in the first year reinforce a narrative of struggle, obstacles, and barriers.3,4 Colleges and universities have responded to these findings by offering additional support and programming specifically for FG students. The purpose of this study was to further our understanding of the use of Twitter for promoting reflective learning. Specifically, this study investigated how students participate in Twitter-supported activities, what type of knowledge are manifested when Twitter is used to reflect on the course readings, and how students perceive the Twitter-supported activities. The data showed that Twitter was successful in keeping the learners engaged in the reflective discussion activities for a prolonged period compared to Blackboard. Students overall had a positive perception towards the integration of Twitter to support reflection and discussion along with active participation. Twitter was effective in …

This paper provides an overview of how the social news site Reddit can be used as an example of the ACRL Framework for Information Literacy for Higher Education threshold concept “Authority is Constructed and Contextual.” It posits that the construction and context of authority in the sense of Wilson’s concept of cognitive authority is in the inherent structure of Reddit and that students can benefit from an example that easily links their personal and academic lives—a connection not always made when discussing authority in peer-reviewed publications or databases.

A Comparison Among Trained Facilitators, Face-To-Face, And On-Line Students' On The Presence Of Particular Behavioral Attributes Associated With Successful Urban Teaching, Sueanne Mckinney, Cynthia Tomovic, Kevin Graziano (Ed.)

This study examined the degree of agreement between three trained facilitators’ interviews and preservice teachers’ self-evaluation on the presence of behavioral attributes associated with successful urban teaching. Using a quasi-experimental design research methodology, data for this investigation was collected from 29 preservice teacher candidates in both traditional and on-line environments who are enrolled in an urban, metropolitan, co-educational research university. The Star Teacher Selection Interview and the Urban Teacher Behavioral Self-Evaluation Assessment served as the measures for this investigation. Scores were compared using descriptive statistics. We present critical participatory action research as an enactment of feminist research praxis in psychology. We discuss the key elements of critical participatory action research through the story of a single national participatory project.
