Experiencing Displacement And Statelessness: Forced Migrants In Anse-À-Pitres, Haiti, Daniel Joseph

In 2013, the Dominican state ruled to uphold a 2010 constitutional amendment that stripped thousands of Dominicans of Haitian origin of their citizenship and forced them to leave the country during summer 2015. About 2,200 of these people became displaced in Anse-à-Pitres, where most took up residence in temporary camps. I use the term forced migrants or displaced persons interchangeably to refer to these people. Many endure challenges in meeting their daily survival needs in Haiti, a country with extreme poverty, considerable political instability, and still in the process of rebuilding itself from the devastating earthquake of 2010. The Lake Atitlan Basin of highland Guatemala boasted fertile soils and was rich in natural resources, making it an attractive area for permanent settlement. However, the region lacked a number of important items, such as salt, cotton, and obsidian, all of which had to be obtained through trade. Good agricultural land was also scarce in certain parts of the lake and the steep hillslopes were easily eroded, making it necessary for communities to maintain access to emergency supplies of corn. This article provides a framework for understanding the distinctions between culture and structure in its application to the human services. Using intimate partner violence (IPV) as a case study, this article builds upon the contributions of intersectionality, which was first introduced as a critique of white-dominated IPV interventions. It also follows the development of the concept of cultural competence to demonstrate the ways in which it both opened opportunities to discuss cultural differences but also suppressed the analysis of racialized hierarchies of power, which are often muted by the elevation of culture over race. This qualitative study investigates the ways in which culture, gender, and language inform the clinical subjectivity of licensed clinical social workers, marriage and family therapists, and psychologists working with women that present with behaviors associated with BPD as ascribed in the DSM III-V. Psychiatrists who produced BPD argue there is a biological basis to the diagnosis, which has never been proven. The majority of literature on BPD primarily focuses on the patients’ behaviors that may meet the legally codified criteria. Students rarely question the relevance of most communication courses. For example, most students realize that courses focused on improving public speaking and interpersonal skills will benefit them personally and professionally after graduation. Convincing them that a rhetorical theory and criticism course is equally empowering can be a bit more challenging. This essay explores one approach for teaching rhetorical theory and criticism as uniquely relevant in the educational experience of communication students. By applying various rhetorical perspectives to artifacts that resonate with students’ actual lived experiences, students become empowered advocates for positive change.

In this article, we argue that critical communication scholars have largely overlooked the study of politeness as a constitutive component of identity, culture, and power. We offer a critical-performative framework for critical scholars interested in studying politeness as a political, discursive, and embodied act. To develop this agenda, we first outline Brown and Levinson’s postpositivist theory of politeness. We then review three challenges to their use of intentionality, Grice’s cooperative principle, and Goffman’s concept of face. These challenges are located in interactional, traditional critical, and discursive understandings of politeness (respectively). Next, we show how a performative understanding of politeness both …

While protestors are often thought of and portrayed as dogmatic actors on the political stage, research has yet to empirically investigate the cognitive processes of protestors. While previous research has investigated how open-minded cognition relates to political party and ideology, its relationship to political activism has remained under studied. This study used a between subject's design to determine how priming system rejection may affect open-minded cognition and protest attitudes. This study used hypothetical depictions of hookup scenarios to assess the perceptions of 388 participants for whether specific interactions between third-party characters involved sexual misconduct and the perceived appropriateness and wrongfulness of those behaviors. The current research examined the role of three independent between-subject variables in perceptions of sexual misconduct perpetration: a) Sex Motive (Low, High); b) Chronic Power (Low, High); and c) Acute Power (Low, High, Control). Results showed that individuals high in sex driven motivation, compared to those who less often hookup for sex driven reasons, perceived some perpetrators to be more wrongful but also expected these perpetrators …

While library models already exist for sharing physical materials and joint licensing, this paper envisions an aspect of future collections involving a national digital collection owned, not licensed, by libraries. Collaborative collection development, digitization, and digital object management of owned collections can benefit societies in multiple ways, from expanding access to users otherwise unable to reach these materials, to preserving content even when disaster strikes, to reducing duplication of effort and expense in collection or digitization. This article will explore both the benefits of and the challenges to this type of collaboration.

This research was conducted because the uncertainty in the tax amnesty policy. The purpose of this research is to analyze the effect of taxpayer’s expectation of future tax amnesty, tariff period system, tax penalty and audit towards tax compliance in tax amnesty policy, using experimental economics. The result shows that, a tax amnesty followed by strict audit and tax penalties will rise tax compliance. Tax amnesty policy is best applied once in a lifetime, because the expectation of the taxpayers towards future tax amnesty will result in lowering the compliance. Taxpayers prefer the lowest rate on tariff period.

This paper investigates the difference effects of progressive rate and single rate implementation on corporate income tax to tax evasion indication. Using firm level data of tax audit results as a measure of tax evasion indication for six years observations. The empirical results from the sample data show that the implementation of single rate on corporate income tax reduces the tax evasion indication. In addition, the results show that the higher the marginal income tax rate, the higher the tax evasion indication.

The volatility of expenditures sub-local derived from central government transparency in transfers to local governments may aggravate sublocal economy. This study aims to analyze the effect of fiscal decentralization to the level of volatility of local government spending in 230 sub-local in Indonesia. We use two periods, before and after the implementation of Law No. 28 Year 2009. The regression results indicate that the volatility of local government spending may decrease if the degree of fiscal decentralization increases, especially at the time when districts implement that law. As responsive taxation can provide incentives for smooth spending for sub-local government.

Is Partnership Quality Or Quantity More Effective?, Luke Fowler

Current scholarship identifies benefits to both high quality partnerships and extensive networks when managing shared policy goals. However, with limited collaborative capacity, many public-sector agencies are faced with a decision of whether to pursue quality connections with specific organizations or more partnerships with an array of organizations. Using survey data from 72 local air agencies, findings indicate that quality of partnerships are better predictors of improved air quality than quantity of partnerships. Conclusions suggest building high quality partnerships is more important than having many partnerships when pursuing shared policy goals in a multi-dimensional environment.

Pre-eclampsia (PE) is a condition in pregnant women marked by an increase in blood pressure and protein in the urine after 20 weeks gestation. Eclampsia is a life-threatening condition characterized by convulsions in women with PE. PE/E and other hypertensive disorders in pregnancy increase risk of preterm births. Providing high-quality and regular antenatal care improves the prevention and early detection of PE and can prevent its progression to eclampsia. Prescribing low-dose aspirin and calcium to at-risk women can prevent PE and eclampsia. PE and eclampsia can be managed by administering antihypertensive drugs and magnesium sulphate (MgSO4). Gendered norms and discriminatory practices often limit women’s decision-making power, which over time can lead to social norms that systematically subordinate women. Aspects of empowerment were explored in a global evaluation of Demographic and Health Survey data that measured how gendered social norms influenced maternal health-seeking behaviors. Analysis specifically explored associations of women’s autonomy and acceptability of intimate partner violence against women (IPVAW) on antenatal care (ANC) use and facility delivery in 63 low- and middle-income countries. Service utilization is positively associated with increased autonomy and negatively associated with increased acceptability of IPVAW, but variability exists across countries and regions. …
