Volume V contains all Indian laws passed from March 4, 1927, to the end of the Seventy-fifth Congress on June 29, 1938. During this period a large quantity of important Indian legislation was enacted by Congress, including the so-called Wheeler-Howard Act; and many Executive orders and proclamations were issued by the President pertaining to Indian tribes and reservations. Several relevant unratified treaties and agreements with Indian tribes, in whose behalf legislation was enacted or is pending in Congress or whose cases are pending in the Court of Claims, were included in this volume. US and Indian Relations

The five previously published volumes of Kappler's Indian Affairs, Laws and Treaties, contained treaties and statutes relating to Indian affairs enacted through the Seventy-fifth Congress in 1938. Congress, by Title VII of the Act of April 11, 1968, 25 U.S.C. § 1341, authorized and directed the Secretary of the Interior to revise and extend Kappler's compilation to include all treaties, laws, executive orders and regulations relating to Indian affairs in force on September 1, 1967. This volume extended the work through the Ninety-first Congress, 1970.

US and Indian Relations

An accurate compilation of the treaties, laws, Executive orders, and other matters relating to Indian affairs, from the organization of the Government, had been needed for many years, and its necessity had been repeatedly emphasized by the Commissioner of Indian Affairs in his annual reports to Congress. This two-volume work was undertaken by the Senate Committee on Indian Affairs in pursuance of the recommendation of the Commissioner and to meet the pressing need that the committee found for a correct compilation, convenient in form and properly indexed, so that any law, treaty, or order could readily be found. Much difficulty …

Impact Of Deadly Dust Storms (May 2018) On Air Quality, Meteorological, And Atmospheric Parameters Over The Northern Parts Of India, Sudipta Sarkar, Akshansa Chauhan, Rajesh Kumar, Ramesh P. Singh

Mathematics, Physics, and Computer Science Faculty Articles and Research

The northern part of India, adjoining the Himalaya, is considered as one of the global hot spots of pollution because of various natural and anthropogenic factors. Throughout the year, the region is affected by pollution from various sources like dust, biomass burning, industrial and vehicular pollution, and myriad other anthropogenic emissions. These sources affect the air quality and health of millions of people who live in the Indo‐Gangetic Plains. The dust storms that occur during the premonsoon months of March–June every year are one of the principal sources of pollution and originate from the source region of Arabian Peninsula and …

Effects Of Land Use On Greenhouse Gas Flux In Playa Wetlands And Associated Watersheds In The High Plains, Usa, Dale W. Daniel, Loren M. Smith, Scott T. Mcmurry, Brian A. Tangen, Charles F. Dahl, Ned H. Euliss Jr., Ted Lagrange Feb 2019

Effects Of Land Use On Greenhouse Gas Flux In Playa Wetlands And Associated Watersheds In The High Plains, Usa, Dale W. Daniel, Loren M. Smith, Scott T. Mcmurry, Brian A. Tangen, Charles F. Dahl, Ned H. Euliss Jr., Ted Lagrange

United States Geological Survey, Northern Prairie Wildlife Research Center: Publications

In the High Plains, U.S., native prairie conversion to cropland agriculture has resulted in a loss of service delivery capabilities from most depressional wet-lands as a result of sedimentation. Restoring historic hydrological conditions to affected wetlands may rejuvenate some services, however, there may be tradeoffs due to emissions of CH4 and N2O. We evaluated the influence of two predominant conservation programs (Wetlands Reserve Program, WRP and Conservation Reserve Program, CRP) on gas emissions (CO2, CH4, N2O) from 42 playas and uplands in the High Plains of Nebraska. Because playa restoration through the WRP is most prevalent in the Rainwater Basin …

Impact Of Carb's Tailpipe Emission Standard Policy On Co2 Reduction Among The Us States, Jaewon Lim, Doohwan Won

Public Policy and Leadership Faculty Research

U.S.Environmental Protection Agency (EPA) set the nationwide emission standard policy, but each state in the U.S. has an option to follow the higher emission standard policy set by CARB (California Air Resources Board) in 2004. There are 14 “CARB states” that follow California’s more restrictive standards. The purpose of this paper is to examine the impact of CARB’s tailpipe emission standard policy. Using the panel dataset for 49 U.S. states over a 28-year study period (1987–2015), this paper found the long-term policy effect in reducing CO2 emission from CARB’s tailpipe standard, and its long-run effect is 5.4 times higher than …

Adapting Descriptive Psychological Phenomenology To Include Dyadic Interviews: Practical Considerations For Data Analysis, Michelle Tkachuk, Shelly Russell-Mayhew, Anusha Kassan, Gina Dimitropoulos Feb 2019

Adapting Descriptive Psychological Phenomenology To Include Dyadic Interviews: Practical Considerations For Data Analysis, Michelle Tkachuk, Shelly Russell-Mayhew, Anusha Kassan, Gina Dimitropoulos

The Qualitative Report

Dyadic interviews are an approach to qualitative data collection designed to understand the meaning pairs of individuals make from experiences. The greatest benefit of dyadic interviews, and perhaps a reason for their gaining momentum in the literature, is that they encourage participants to interact, resulting in detailed and complex descriptions of phenomena. However, dyadic interviews pose challenges to qualitative researchers. Researchers must figure out how to account for the presence of two interviewees, any differences in perspective, and interactions. Unfortunately, no known study demonstrates how the interactions of dyadic interviews can be analyzed in accordance with a methodological approach. Rather, …

The Qualitative Report

As part of a photo-elicitation interview study, we aimed to describe homeless and marginally housed Veterans’ experiences with health and wellness, health decisions, and health-related behaviors. Twenty Veterans receiving Veterans Affairs Homeless Patient-Aligned Care Team care took photographs depicting health and wellness, then used their photographs to discuss the same topics in 30-60 minute audio-recorded, semi-structured photo-elicitation interviews. Transcripts were analyzed using template analysis. Veterans described eight dimensions related to their health and wellness; physical, social, and environmental were most commonly discussed, followed by emotional, intellectual, spiritual, occupational, and financial wellness. Photographs contained literal and metaphorical depictions that were positively-oriented, …

Through Community Eyes: The Transition Of International Organizations From Community Aid To Development In Postconflict Sierra Leone, Whitney Mcintyre Miller Feb 2019

Through Community Eyes: The Transition Of International Organizations From Community Aid To Development In Postconflict Sierra Leone, Whitney Mcintyre Miller

Education Faculty Articles and Research

Sierra Leone experienced an 11-year civil war, brutalizing its people and destroying its communities. With the cessation of violence, international organizations helped to secure peace, deliver aid and supplies, and, after, assist with development projects. This grounded theory study, which aims to understand the role these organizations played from the viewpoint of community members in 2 communities, posits that community members’ regard of international organizations lessened as their efforts transitioned from securing the peace and relief efforts to aid for development. Highlighted are the successes and challenges of this work and a broad discussion of implications and recommendations.

Japanese Pamphlets, Volume I, 1906-1914 Feb 2019

Japanese Pamphlets, Volume I, 1906-1914

Japanese Pamphlets

Nineteen politically oriented pamphlets published between 1906 to 1914 that set forth the pros and cons of Japanese continuing to reside in the United States and California. The White population was particularly concerned about the mixing of races and wanted laws that not only excluded the Japanese who were living in the United States (including children born in the United States) from citizenship but also from leasing or owning land. Those who were anti-Japanese described the Japanese as an inferior race incapable of assimilating into the White population. The pamphlets in this volume also include responses from the Japan Society …

Japanese Pamphlets, Volume Ii, 1912-1920

Japanese Pamphlets

Twenty-nine politically oriented pamphlets published between 1912-1929 set forth the pros and cons of Japanese continuing to reside in the United States and California. The White population was particularly concerned about the mixing of races and wanted laws that not only excluded the Japanese who were living in the United States (including children born in the United States) from citizenship but also from leasing or owning land. Arguments used against the Japanese living in America included claims of surreptitious entries (e.g., being smuggled in through Mexico), Japanese use of “Picture Prides, Japanese efforts to control the soil, Japanese use of …
