Shifting Mindsets: How Meaningful Accountability Systems Can Strengthen Foundation Learning And Improve Impact, Marc J. Holley, Marcie Parkhurst

This article explores what it looks like when a foundation attempts to integrate accountability and learning practices, and presents a framework for the unique and complementary contributions that accountability and learning can make to the work of foundations.

The article also looks at the tensions that can arise when a foundation’s internal evaluation staff attempt to design, implement, and make use of accountability systems. Specifically, it identifies three problematic perspectives that can hold foundations back from full engagement in internally driven accountability initiatives, and offers practical guidance on how to shift these mindsets to more productive practices.

For many years — but gaining particular urgency in 2015 — Kaiser Permanente Community Health saw a need to better understand the progress and impact of its portfolio and use its data to adapt strategy in response to its changing context.

Strategic learning is a powerful tool for foundations to achieve greater impact, yet foundations have struggled to create practices and behaviors that effectively support them in learning about strategy. Given that many foundations are engaged in strategic philanthropy, where they have specific conditions in the world they are trying to change, it is critical that they have the capacity to effectively learn about and improve their strategies.

Sexual Assault Campus Climate Surveys: Insights From The First Wave, Kristen M. Budd, Alana Van Gundy, Rose Marie Ward, Glenn W. Muschert

Dignity: A Journal of Analysis of Exploitation and Violence

One tool to help institutions of higher education (IHEs) to address campus sexual assault is the campus climate survey (CCS); yet little is known about the CCS implementation process. This study used a mixed methods approach to examine the implementation process of CCSs deployed during the 2015/16 academic year at 244 IHEs throughout the United States. Quantitative results indicate CCSs were designed primarily by the Title IX officer and campus administration; assessed victimization rates and knowledge about campus resources; and were voluntary. Qualitative findings generate concerns surrounding generalizability, participation rates, validity of data, and suggestions for improvement for future CCSs.

Despite the writings of feminist thinkers and efforts of other advocates of feminism to change the dominant narratives on women, exploitation of women is a fact that has remained endemic in various parts of the world, and particularly in Africa. Information Seeking Among Women Aged 18 To 25 About The Risk Of Sexual Aggression, James Pokrywczynski, Robert J. Griffin Ph.D., Gregory J. Calhoun

Many researchers have studied risk factors related to sexual violence, and few studies have explored what differences account for the various ways women seek information about sexual violence. This study accomplishes this by applying part of the Risk Information Seeking and Processing (RISP) model to sexual aggression among young females (18-25 years). The results from a national survey of females show that negative affect (worry and anger combined) showed a direct positive effect on risk information seeking. Also, binge drinking does not make women feel much more at risk from sexual assault. Some differences exist between women in school and …

The possibility of engaging in household child care may exacerbate the incentives of parents and grandparents to falsely claim disability benefits as households also get to save on formal child care costs. This paper considers a multi-generational family model with persistence in privately observed shocks and presents an efficient implementation case for subsidizing formal child care costs of the disabled. An implementation of the optimal scheme that consists of capped formal day care subsidies, non-linear income taxation and asset-testing is proposed. This paper is concerned about the problem of estimating the drift parameters in the fractional Vasicek model from a continuous record of observations. Based on the Girsanov theorem for the fractional Brownian motion, the maximum likelihood (ML) method is used. The asymptotic theory for the ML estimates (MLE) is established in the stationary case, the explosive case, and the null recurrent case for the entire range of the Hurst parameter, providing a complete treatment of asymptotic analysis. Forecasting Equity Index Volatility By Measuring The Linkage Among Component Stocks, Yue Qiu, Tian Xie, Jun Yu, Qiankun Zhou

The linkage among the realized volatilities across component stocks are important when modeling and forecasting the relevant index volatility. In this paper, the linkage is measured via an extended Common Correlated Effects (CCE) approach under a panel heterogeneous autoregression model where unobserved common factors in errors are assumed. Consistency of the CCE estimator is obtained. The common factors are extracted using the principal component analysis. Empirical studies show that realized volatility models exploiting the linkage effects lead to significantly better out-of-sample forecast performance, for example, an up to 32% increase in the pseudo R2. This paper develops the limit theory of the GARCH(1,1) process that moderately deviates from IGARCH process towards both stationary and explosive regimes. The asymptotic theory extends Berkes et al. (2005) by allowing the parameters to have a slower rate of convergence. The results can be applied to unit root test for processes with mildly-integrated GARCH innovations (e.g. Boswijk (2001), Cavaliere and Taylor (2007, 2009)) and deriving limit theory of estimators for models involving mildly-integrated GARCH processes (e.g. Jensen and Rahbek (2004), Francq and Zakoïan (2012, 2013).

This chapter provides a review of the link between central place theory and the power laws for cities. A theory of city size distribution is proposed via a central place hierarchy a la Christaller (1933) either as an equilibrium results or an optimal allocation. Under a central place hierarchy, it is shown that a power law for cities emerges if the underlying heterogeneity in economies of scale across good is regularly varying. Hosting or local families taking in displaced families is an important way to shelter persons displaced during war or by natural disaster. While field-level evidence of hosting is on the rise, academic and policy-related scholarship on hosting is scant. Based on an extensive literature review and supplemented by the author’s own work experience in the humanitarian sector, this paper identifies and summarizes ten aspects that shape the hosting environment and its associated support programs. We examine two different perspectives of interactions outside the organization: the relational work design perspective and the emotional labour perspective. The relational work design perspective suggests that interactions outside the organization have favourable outcomes for employees, whereas the emotional labour perspective suggests that such interactions have adverse outcomes for employees. Our goal is to reconcile findings from these two research streams. In Study 1, using data from employees working in diverse occupations, we find that interactions outside the organization have a positive indirect effect on employee well‐being via task significance, and a negative indirect effect on employee well‐being via surface …

The U.S. will resettle the lowest number of refugees in fiscal year 2019 since the Refugee Act was passed in 1980. After taking office, President Donald Trump reduced the admission limit from 110,000 in 2017 to 45,000 in 2018, and to 30,000 in 2019. The reduction is not a result of fewer refugees seeking resettlement. On the contrary, the number of people seeking resettlement is on the rise.

Does Foreign Direct Investment Lead To Industrial Agglomeration?, Wen-Tai Hsu, Yi Lu, Xuan Luo, Lianming Zhu

This paper studies the effect of foreign direct investment (FDI) on industrial agglomeration.Using the differential effects of FDI deregulation in 2002 in China on different industries, we find that FDI actually affects industrial agglomeration negatively. This result is somewhat counter-intuitive, as the conventional wisdom tends to suggest that FDI attracts domestic firms to cluster for various agglomeration benefits, in particular technology spillovers. To reconcile our empirical findings and the conventional wisdom, we develop a theory of FDI and agglomeration based on two counter-veiling forces. Previous studies on skill acquisition have taught targets in stimulus sets composed of different numbers of stimuli. Although the rationale for selection of a stimulus set size is not clear, the number of target stimuli trained within a set is a treatment decision for which there is limited empirical support. The current investigation compared the efficiency of tact training in 4 stimulus set sizes, each of which included 12 stimuli grouped into (a) 4 sets of 3 stimuli, (b) 3 sets of 4 stimuli, (c) 2 sets of 6 stimuli, and (d) 1 set of 12 stimuli. Experiences With Benevolent Sexism: Scale Development And Associations With Women’S Well-Being, Debra L. Oswald, Maha Baalbaki, Mackenzie S. Kirkman

Ambivalent sexism theory (Glick and Fiske 1996, 1997) suggests that sexism takes two forms: an overt hostility as well as a subtle benevolence. We examined benevolent sexist behaviors and developed a 25-item Experiences with Benevolent Sexism Scale. Exploratory factor analysis (Study 1, U.S. college sample of 489 women) and confirmatory factor analysis (Study 2, online sample of 216 women) revealed three subscales of benevolently sexist experiences: Heterosexual Intimacy, Protective Paternalism, and Complementary Gender Differences. Women reported experiencing benevolently sexist events more frequently than overtly hostile sexist events; however, they perceived the hostile events to be more distressing and sexist (Studies …
