The Housing Crisis In Puerto Rico And The Impact Of Hurricane Maria, Jennifer Hinojosa, Edwin Melendez

By all counts, Puerto Rico’s housing market is in a deep and prolonged crisis. At least 18 percent of Puerto Rico’s housing stock is vacant as a result of the island’s prolonged economic recession, which commenced in 2006, and the spike in foreclosures after Hurricane Maria suggests that vacant units are increasing at an accelerated rate. Puerto Rico’s economic recession led to depopulation and the loss of jobs, which induced a decline of home equity values and an increase in foreclosures. More recently, Puerto Rico’s housing stock has been damaged due to Hurricane Maria, which devastated the island on September …

The growing digital economy creates unprecedented demand for technical workers, especially those with both domain knowledge and technical skills. To meet this need, an ACBSS (Applied Computing for Behavioral and Social Sciences) minor degree has been developed by an interdisciplinary team of faculty at San José State University (SJSU). The minor degree comprises four courses: Python programming, algorithms and data structures, R programming, and culminating projects. The first ACBSS cohort started in Fall 2016 with 32 students, and the second cohort in Fall 2017 reached its capacity of 40 students, 62% of whom are female and 35% are underrepresented minority …

Scholars, educators, and students are increasingly encouraged to participate in online spaces. While the current literature highlights the potential positive outcomes of such participation, little research exists on the sentiment that these individuals may face online and on the factors that may lead some people to face different types of sentiment than others. To investigate these issues, we examined the strength of positive and negative sentiment expressed in response to TEDx and TED-Ed talks posted on YouTube (n = 655), the effect of several variables on comment and reply sentiment (n = 774,939), and the projected effects that …

According to NOAA (2018), the U.S. spent a record $306 billion on weather and climate disasters in 2017, up nearly $100 billion from the previous record in 2005 following Hurricane Katrina. From unprecedented rainfall and flooding from Hurricane Harvey in Houston, Texas, to ravaging wildfires and devastating mudslides near Santa Barbara, California, cities across the U.S. are grappling with how to better prepare for and recover from catastrophic natural disasters. These events bring into focus the need to prepare for similarly unprecedented events in Portland.

This article analyzes the importance of the film industry in West Africa by posing the problem of the closure of cinemas in recent decades in three countries: Senegal, Mali and Burkina Faso. The disappearance of movie theatres jeopardizes reception and drives the use of the Internet and television as broadcasting outlets for movies. This issue occupies little space in film criticism that privileges, according to Claude Forest, the "creative and cultural aspects" and therefore the aesthetics of African film.

The different North African cinemas, which appeared after the independences and were the work of film directors trained in Europe, were, as a principle, an art-house cinema at odds with the classical cinema type. Presented at festivals very often, they were not really embraced by the national audiences, who were mainly consumers of popular productions, either western or Egyptian. But the production of genre films (especially comedies) which were very rare until the 1990s is increasing today, at least in Morocco. Humane Society International - India (HSI- India) together with Humane Animal Society (HAS) and a team of volunteers conducted two dog population surveys in 100 wards of Coimbatore, India (The 2011 census provides a human population of 10507211; An estimate from 2017 estimates a human population of 18900002). The first was a street dog survey and the other was a household survey of the private (pet) dog population and their owners.

Lethal management of Double-crested Cormorants (Phalocrocorax auritus) has been implemented in many areas of the United States. In this paper, the philosophical method of argument analysis is used to assess ethical premises underlying the proposition that Double-crested Cormorant populations should be culled to reduce pressures on wild fisheries in the Great Lakes region of the eastern USA. This influential argument has been used to justify the destruction of more than half a million Double-crested Cormorants and hundreds of thousands of their nests and eggs. This 13,000 word report was published by SAFE (a leading NZ animal advocacy organisation). It documents the welfare problems experienced by around 15,000 New Zealand sows annually, who are confined within metal cages barely larger than their own bodies, in a practice claimed to decrease piglet mortality. It was delivered to NZ’s Primary Production Select Committee along with SAFE’s own submission in June 2018. The Committee was reviewing a 112,844 signature petition to Parliament (the largest in 5 years), which requested a ban on sow farrowing crates.

Climate change is warming the world’s oceans at an unprecedented rate. Under predicted end-of-century temperatures, many teleosts show impaired development and altered critical behaviors, including behavioral lateralisation. Since laterality is an expression of brain functional asymmetries, changes in the strength and direction of lateralisation suggest that rapid climate warming might impact brain development and function. However, despite the implications for cognitive functions, the potential effects of elevated temperature in lateralisation of elasmobranch fishes are unknown. This paper covers the spread of the Old Believers into Western society, studying how they changed and evolved during the Cold War. The paper focuses on two communities, using them to compare the different attitudes Old Believers had towards differing host cultures. Using a litany of newspapers and the work of a few dedicated anthropologists, "Old Belief and the Balance of Red and Blue: How Old Believers Managed Cultural Infringement" shows the vast array of responses to a small group of Russian sectarians establishing themselves within Western Cultures of differing size and values.

Census Bureau data indicated that, in 2016, Pennsylvania was the state with the fourth most Puerto Ricans (444,263), accounting for 8.2 percent of the Puerto Rican population in the United States. Puerto Ricans accounted for 3.5 percent of the total population in Pennsylvania, and 49.4 percent of the state’s Hispanic or Latino population in 2016. In other words, one in every two Latinos in Pennsylvania was Puerto Rican. As of 2016, the Puerto Rican population was the largest group of Latinos in Pennsylvania, followed by Mexicans (17.7%), Dominicans (11.5%), South Americans (7.1%), Central Americans (6.6%), and Cubans (2.5%). After a Zika outbreak began in Brazil in April 2015, narratives blamed the virus on a variety of international actors, including chemical companies and the Gates Foundation. Many of these narratives drew upon older conspiracy theories that had circulated in Latin America during the 2009 H1N1 influenza pandemic. Whether these narratives denounced transgenic mosquitoes or pesticides, they reflected not only the fear created by a mysterious wave of birth defects but also a profound mistrust of health authorities and transnational corporations. On March 6th, 2017 President Trump signed Executive Order 13780: Protecting the Nation from Foreign Terrorist Entry into The United States. This effectively lowered the refugee admissions cap by more than half and thus had an impact on the work of local refugee resettlement organizations. This change is especially relevant to Buffalo, as the city has a significant refugee population which relies on these organizations for various services. There are many components which must be taken into consideration in order to understand how this public policy has tangible impacts on local resettlement organizations. Acoustic Classification Of Russian Plain And Palatalized Sibilant Fricatives: Spectral Vs. Cepstral Measures, Laura Spinu, Alexei Kochetov, Jason Lilley

This study compares two methods for classifying voiceless sibilant fricatives forming a 4-way phonemic contrast found in Russian, but otherwise cross-linguistically rare. One method uses spectral measures, i.e. vowel formants, COG, duration and intensity of frication. The second method uses cepstral coefficients extracted from different regions inside fricatives and neighboring vowels. The corpus comprises 1,431 plain and palatalized fricatives from two places of articulation, produced by 10 speakers. Logistic regression was used to classify the productions of males and females together and separately. The productions of females yielded higher correct classification rates (highest 91.9%). Cepstral measures outperformed spectral measures across-the-board.

Cinomade is an association that tries to sensitize the populations about the HIV pandemic in Burkina Faso. Télé Vaka, literally the "Neighborhood Television" in more language, was an itinerant local television around Koudougou in Burkina Faso. By comparing the reception of screenings organized in rural areas by Télé Vaka and Cinomade, this article describes a popular form of consumption of audio-visual images in West Africa. By causing the debate inside the communities using a heterogeneous device connecting endogenous (the chief's words, those of the elders, etc.) and exogenous (video projection and public testimony), ways of communication, this experiment modifies our …

In this article, I discuss the uses and the reception of African films (popular films and films d'auteur) in Brazil, especially in some Mostras. I examine, among other issues, the role of these mini-festivals in the establishment of what we can call a popular African cinema experience in a community. These contexts of reception produce in the audience a level of expectation, but also some constraints that impact the films' reading and interpretation.

It even inspired a sequel, Kirikou et les betes sauvages, whose release in 2005 earned the figure of the small African boy a permanent place in a wider Francophone imaginary. Originating in a traditional tale, Kirikou et la sorcière is an adaptation and, as such, the result of a transformation.
