Dual-Process Theory Of Racial Isolation, Legal Cynicism, And Reported Crime, John Hagan, Bill Mccarthy, Daniel Herda, Andrea Cann Chandrasekher

Why is neighborhood racial composition linked so strongly to police-reported crime? Common explanations include over-policing and negative interactions with police, but police reports of crime are heavily dependent on resident 911 calls. Using Sampson’s concept of legal cynicism and Vaisey’s dual-process theory, we theorize that racial concentration and isolation consciously and nonconsciously influence neighborhood variation in 911 calls for protection and prevention. The data we analyze are consistent with this thesis. Independent of police reports of crime, we find that neighborhood racial segregation in 1990 and the legal cynicism about crime prevention and protection it engenders have lasting effects on …

The Financial Impact Of Registered Sex Offenders On Home Sale Prices: A Case Study Of Mclean County, Illinois, Cara Rabe-Hemp, John C. Navarro

This study extends the current sex offender and housing literature by examining whether the presence of registered sex offenders (RSOs) and sexual predators (SPs) influenced home sale values in a mixed rural/agricultural and urban community. Using ArcGIS, the residences of RSOs in McLean County, Illinois, and home sale transactions, along with property and neighborhood characteristics were geocoded. The associations of home sale values to the distance to the nearest RSO and SP, as well as, the concentrations of RSOs and SPs were examined. In the eight years since the passage of the Patient Protection and Affordable Care Act (ACA), state governments have remained critical sites of contention over the law. Intense partisan conflict over ACA implementation has raised questions about traditional theories of intergovernmental relations, which posit that federal–state cooperation depends largely on policy design. Yet, few studies have examined how partisanship, as well as other important factors, shape state policy innovations under the ACA. This article examines the ACA’s State Innovation Models (SIM) initiative. SIM is specifically geared towards incentivizing states to experiment with new models of payment and delivery that can …

The United States Army Corps of Engineers (USACE), Portland District, has jurisdiction on three locks and four dams in the Columbia River basin. These sites "contribute to a water resource management system that provides flood risk management, power generation, water quality improvement, fish and wildlife habitat and recreation on the Columbia River and some of its tributaries". The Bonneville Lock and Dam (Bonneville Project) site lies on the Columbia River approximately 40 miles east from Portland, Oregon. Given the increasing debate regarding same-sex marriage and same-sex adoption, few studies to date have examined college student attitudes regarding this topic. This qualitative study explores the sentiments of 31 college students from a large university in the southern region of the country towards gay adoption before and after viewing the documentary We Are Dad (2005). The study allowed students to provide their level of agreement or disagreement with the statements provided by respondents on a public blog site who debated both sides of this issue. Phonetic convergence is a form of variation in speech production in which a talker adopts aspects of another talker's acoustic–phonetic repertoire. To date, this phenomenon has been investigated in non-interactive laboratory tasks extensively and in conversational interaction to a lesser degree. The present study directly compares phonetic convergence in conversational interaction and in a non-interactive speech shadowing task among a large set of talkers who completed both tasks, using a holistic AXB perceptual similarity measure. Phonetic convergence occurred in a new role-neutral conversational task, exhibiting a subtle effect with high variability across talkers that is typical of findings reported in …

The discoverability and admissibility of post-accident “preventability” determinations by trucking companies is often much disputed in truck accident cases. It is well known that Plaintiff’s attorneys will try to construe a trucking company’s classification of an accident as “preventable” as an admission of fault during the course of a lawsuit. However, statements made by the FMCSA provide significant support to a trucking company’s efforts to preclude discovery or admission of preventability determinations in a lawsuit. This articles explores these issues.

This is a story of excess and reparation. It is a chronicle of one President from the elite intellectual classes of the East, and another from a county seat in the heartland. Woodrow Wilson was the college president whose contribution to the art of government lay in the principle of expertise and efficiency. When he went to war, he turned the machinery of government into a comprehensive and highly effective instrument for victory. For Wilson, it followed that there could be little tolerance for those who impeded the success of American arms by their anti-war propaganda, draft resistance, or ideological …

The article discusses the FBI probe as well as a list of other scandals that have risen from the investigation such as the debate as to whether to pay student athletes, the NCAA's aim to stress academics over athletics, the NCAA's transfer rules, and the one-and-done rule. The article also emphasizes the lack of emphasis on female athletes in the media and unfair treatment in relationship to Title XI.

Much of the debris that has washed up on the shores of the northern Oregon coast for centuries were mainstays of Spanish trade carried as cargo across the world on Manila galleons. Both Native people and Euro-Americans have recovered large beeswax chunks, lending to the lore of the “Beeswax Wreck,” as well as Chinese blue-and-white porcelain fragments. “Euro-Americans in coastal communities conflated and amplified Native American oral traditions of shipwrecks in Tillamook County, increasingly focusing on buried treasure,” write authors Cameron La Follette, Dennis Griffin and Douglas Deur. In this article, the authors trace the Euro-American blending of Native oral tradition with romances and adventure tales that helped create the “legends contributing to Neahkahnie [Mountain]'s reputation as Oregon's treasure-seeking haven.” They also examine the history of treasure-seeking in the area and describe the escalating conflict between Oregon's treasure-hunting statute and cultural resources protection laws, which led finally to statutory repeal that ended all treasure-hunting on state lands. …

From 1565 to 1815, Manila galleons such as the Santo Cristo de Burgos — the ship now thought to be the seventeenth century “Beeswax Wreck” that sank or ran aground near Nehalem Spit in Oregon — followed a 12,000-mile route from the Philippines through the stormy North Pacific, sometimes passing parallel to what is now the north Oregon coast, before reaching their destination in Acapulco, Mexico. The galleons were a central part of Spain's complex international commerce system, transporting people and Asian goods around the world.
