Extreme Candidates As The Beneficent Spoiler? Range Effect In The Plurality Voting System, Austin Horng-En Wang, Fang-Yu Chen Jul 2018

Extreme Candidates As The Beneficent Spoiler? Range Effect In The Plurality Voting System, Austin Horng-En Wang, Fang-Yu Chen

Political Science Faculty Research

How does the entrance of radical candidates influence election results? Conventional wisdom suggests that extreme candidates merely split the votes. Based on the range effect theory in cognitive psychology, we hypothesize that the entrance of an extreme candidate reframes the endpoints of the ideological spectrum among available candidates, which makes the moderate one on the same side to be perceived by the voters as even more moderate. Through two survey experiments in the United States and Taiwan, we provide empirical support for range effect in the vote choice in the plurality system. The results imply that a mainstream party can, …

Role Of Information And Communication On Spatial Conservation Auction Performance: Evidence From A Laboratory Experiment, Simanti Banerjee, Marc Conte Jul 2018

Role Of Information And Communication On Spatial Conservation Auction Performance: Evidence From A Laboratory Experiment, Simanti Banerjee, Marc Conte

Cornhusker Economics

Policy makers such as the USDA are interested in producers voluntarily adopting pro-environmental land use practices on their properties as these land uses deliver various ecosystem service benefits. As a result, they have implemented incentive based policies such as the Conservation Reserve Program (CRP) (Hellerstein et al., 2015). The CRP involves a reverse auction in which producers submit bids for adopting different land use practices. In running these auctions, agencies are interested in both cost-effectiveness i.e. procuring land use projects which yield the highest level of ecosystem service benefits for the money spent and specific environmental goals. One key goal …

Survey Results On Adults And Cybersecurity Education, Frank Breitinger, Joseph Ricci, Ibrahim Baggili

Electrical & Computer Engineering and Computer Science Faculty Publications

Cyberattacks and identity theft are common problems nowadays where researchers often say that humans are the weakest link in the security chain. Therefore, this survey focused on analyzing the interest for adults for ‘cyber threat education seminars’, e.g., how to project themselves and their loved ones. Specifically, we asked questions to understand a possible audience, willingness for paying / time commitment, or fields of interest as well as background and previous training experience. The survey was conducted in late 2016 and taken by 233 participants. The results show that many are worried about cyber threats and about their children exploring …

Readiness For Change And Why It Matters, Quality Improvement Center For Workforce Development Jul 2018

Readiness For Change And Why It Matters, Quality Improvement Center For Workforce Development

Other QIC-WD Products

Organizations seeking to implement and evaluate a workforce intervention must be prepared for change. Change management experts suggest that when readiness in an organization is high, the organization is better able to initiate and sustain a major change. Staff in organizations that are ready for change are more likely to exert greater effort, persist in the face of obstacles, and display cooperative behavior. In organizations where staff are not ready for change, implementation and evaluation of a new intervention can be very difficult. Staff may not be ready for change if they don’t see the need for an intervention, are …

Multilevel Governance: Framing The Integration Of Top-Down And Bottom-Up Policymaking, George C. Homsy, Zhilin Liu, Mildred E. Warner Jul 2018

Multilevel Governance: Framing The Integration Of Top-Down And Bottom-Up Policymaking, George C. Homsy, Zhilin Liu, Mildred E. Warner

Public Administration Faculty Scholarship

Scholars embrace multilevel governance as an analytical framework for complex problems, such as climate change or water pollution. However, the elements needed to comprehensively operationalize multilevel governance remain undefined in the literature. This paper describes the five necessary ingredients to a multilevel framework: sanctioning and coordinating authority, provision of capacity, knowledge co-production, framing of co-benefits, and inclusion of civil society. The framework’s analytical utility is illustrated through two contrasting case examples – watershed management in the U.S. and air quality management in China. The framework balances local and central actors, which can promote a more effective governance regime.

Sleep Variability And Nighttime Activity Among Tsimane Forager‐Horticulturalists, Gandhi Yetish, Hillard Kaplan, Michael Gurven

ESI Publications

Objectives

A common presumption in sleep research is that “normal” human sleep should show high night‐to‐night consistency. Yet, intra‐individual sleep variation in small‐scale subsistence societies has never been studied to test this idea. In this study, we assessed the degree of nightly variation in sleep patterns among Tsimane forager‐horticulturalists in Bolivia, and explored possible drivers of the intra‐individual variability.

Methods

We actigraphically recorded sleep among 120 Tsimane adults (67 female), aged 18–91, for an average of 4.9 nights per person using the Actigraph GT3X and Philips Respironics Actiwatch 2. We assessed intra‐individual variation using intra‐class correlations and average deviation from …

Is defense policy more collegial than other policy issues addressed by Congress? More specifically, what are the institutional and political motives which drive a majority of the members of Congress to consistently transcend partisanship in order to pass defense focused legislation into law?

The purpose of this study was to test whether or not the consideration of defense policy in the House of Representatives is unique in its ability to transcend partisanship. And if so, why?

Hypothesis: The formulation of defense policy in the U.S. House of Representatives is approached with more collegiality than other policy issue areas, mainly due …

The Internet has become a vital tool in teaching, research and learning process in Nigeria higher institutions and across the whole world. Research has indicated that most users tend to begin their information searches via the internet, using various search engine such as Google, Wikipedia etc. rather than using WebPAC or Card catalogue in the library. For such users, a visit to their library is unnecessary and a waste of precious time. This has led to a great challenge in the academic libraries. This study investigate the Availability and Use of Internet Base Library Services among Lecturers in Selected …

The historian Jerry Z. Muller argues that quantitative metrics to assess performance have spread throughout many institutions. This trend poses problems when people begin to game the numbers, to focus on achieving good scores rather than on meeting the institution’s goals.

Nathan D. Grawe. 2018. Demographics and the Demand for Higher Education (Baltimore: John Hopkins University Press). 175 pp. ISBN 9781421424132.

Grawe introduces the Higher Education Demand Index (HEDI), a new probabilistic model designed to produce more nuanced forecasts of college attendance in the US than one-dimensional predictions based on the declining number of 18 year-olds. Using HEDI, Grawe confirms that nationwide attendance at both 2-year and 4-year schools is likely to decline over the next decade, but that the nature of this decline will vary by type of institution, geography, race and ethnicity, and parental income and education levels; some …

This essay introduces and excerpts my Demographic Change and the Demand for Higher Education, published by Johns Hopkins University Press. The book reflects Lynn Steen's vision of quantitative reasoning as more to do with the quality of thought than the impressiveness of the mathematical tools involved. The excerpt lays out the basic demographic challenge facing higher education and how a refinement of simple headcount forecasts can support institutions of higher education as they make preparations.

An Analysis Of Innovate Training With Bottlenose Dolphins (Tursiops Truncatus), Raymond John Van Steyn

Theses and Dissertations

The National Aquarium in Baltimore, Maryland conducted a training program in 2014 to develop a gestural command for their dolphins called “innovate”. This training paradigm was developed to resemble the seminal research by Pryor, Haag and O’Reilly (1969), as well as more recent efforts of Braslau-Schneck (1993) and Kuczaj and Eskelinen (2014) of training dolphins to offer “creative” behaviors not developed through conventional methods of behavioral modification, such as shaping. The goal of the present study was to observe records taken during the National Aquarium’s training procedure as well as data collected ~3 years after said training in order to …

Testing Global Dietary Convergence, Sri Noor Cholidah Jul 2018

Testing Global Dietary Convergence, Sri Noor Cholidah

Department of Agricultural Economics: Dissertations, Theses, and Student Research

Historical evidence shows that compared to Western countries, where the nutrition transition from a diet heavy in starchy staples to the modern Western diet took more than two centuries, the nutrition transition in developing countries towards Western-type diets has taken only a few decades, suggesting a trend towards global dietary convergence. This thesis explores the extent of such convergence by measuring βconvergence and σ-convergence of diets of 152 countries using FAO data on total calorie intake and calories by source from 1961-2009. Results for β-convergence show that a) countries who started in 1961 with lower calorie intake, in total or …

The Role Of Caregiver Disruption In The Development Of Juvenile Sexual Offenders, Miranda Sitney Jul 2018

The Role Of Caregiver Disruption In The Development Of Juvenile Sexual Offenders, Miranda Sitney

Dissertations and Theses

In the last decade, it has been recognized that juveniles commit as much as 20% of all sexual offenses in the United States (DOJ, 2004). Research that attempts to understand why young people commit sex crimes points to an array of family factors that may uniquely contribute to the development of sexual offending over and above general juvenile delinquency. This study specifically examines disrupted caregiving, or receiving insufficient or substitute care, as a potential moderator in the relationship between offense status and caregiver-child relationship quality. Four distinct moderators were tested: gender of caregiver, biological relationship between caregiver and child, number …
