The article aims to investigate the effectiveness of the American system of "electoral democracy". Considering this problem from a comparative perspective, the author notes that the American system of "electoral college" has not become a universally accepted standard for countries with a federal system or states with ethnically strong regional centers. “Everybody knew the McAllen police were a bunch of tough hombres, especially the Boys on C shift,” reported the Dallas Morning News on March 29, 1981. “Working the midnight-to-8 a.m. shift along the border is like being at war, the cops said. You have to be tough. Performance consequences have been long established when humans multitask. This research concerns the impact of distraction on the attentional shifts during a task that underlies many cognitive processes and everyday tasks, searching for a target item among non-target items (e.g., scanning the road for potential collisions). There is evidence that increasing the mental workload by introducing additional tasks influences our ability to search our environment or interferes with processing fixated information. In the current studies, I aimed to evaluate the changes in gaze behaviors during visual search to evaluate how multitasking impairs our attentional processes. Persons with disabilities (PWD) constitute close to one fifth of the U.S. population and tend to experience both mental and physical health disparities when compared to the general populace. Improving well-being is paramount to enhancing the health status of these individuals. Digital Citizenship Tools for Cause-Based Campaigns: A Broadened Spectrum of Social Media Engagement and Participation-Scale Methodology develops and applies two new tools for understanding, measuring, and recursively adjusting small to medium-size social media-based philanthropic campaigns to better foster participation and engagement—in other words, democratic digital citizenship. First, a theoretical model is offered broadening current binary conceptions of success and failure or impact of campaigns, situating specific participant actions in social media on a spectrum. Emergent narrative, a phenomenon of unexpected contextual stories arising through play, has been researched in the field of game studies since 1999. However, that discussion largely lies in the realm of theoretical stories which are generated by either the system or the player. The purpose of this dissertation is to deepen our understanding of emergent narrative by examining real-world examples of the phenomenon. This policy paper addresses the current Egyptian Government’s decision to establish a New Capital City (NCC) and analyzes the challenges facing the policy of moving the offices of public employees of the Egyptian central government from Downtown Cairo to the new administrative city halfway between Suez and Cairo. These challenges include the size of government bureaucracy as determined by the level of its modernization and technology usage, accessibility to housing and services as determined by the payment methodology, and connectivity between the old and new capital cities based on transportation efficiency and the methods of moving employees.

Pilots: What Are They And Are They Affected By Institutional And/Or Economic Constraints? The Case Of Wisconsin Municipalities, Craig S. Maher, Ji Hyung Park, Bit An

Following the rise of tax and expenditure limitations in the 1970s, scholars have focused on assessing the effects of these limitations on local government fiscal outcomes. One key takeaway has been local governments’ decreasing reliance on property taxes and increased use of nontax revenue sources, in particular fees and changes. This study builds on this work by focusing on a particular type of fee—that is, payments in lieu of taxes (PILOTs). We find that, in Wisconsin, revenues received by municipalities from two PILOTs programs are affected quite differently. West Virginians disproportionately suffer from higher rates of illness, disease and disability. As a result, West Virginians also have some of the nation’s highest rates of pre-existing conditions. These are health conditions which were diagnosed or treated by a provider prior to the purchase of insurance. They are also those conditions undiagnosed by a physician for which a “prudent” person would have sought care.

Until the Affordable Care Act (ACA) established a series of consumer protections,1 individuals affected by pre-existing conditions were generally unable to purchase insurance on their own. However, recently these protections have come under threat by …

Examining The Predictive Abilities Of Mindfulness, Self-Compassion, And Grit, Audrey Ellen Weiss

A growing body of evidence indicates that positive psychology constructs are related to better mental health. In particular, greater mindfulness and self-compassion are associated with better psychological well-being, and some research suggests that grit may be related to less depression. This study explored the extent to which mindfulness, self-compassion, and grit uniquely predicted well-being. Participants were 228 college students (75.9% female, 78.9% White, Mage = 19.84 years) who completed a series of questionnaires. Overall, greater self-compassion and greater mindfulness were uniquely associated with better well-being. Furthermore, self-compassion partially mediated the relation between mindfulness and well-being. In general, grit was not …

Extracurricular Activities And Disadvantaged Youth: A Complicated - But Promising - Story, Ryan D. Heath, Charity Anderson, Charles M. Payne, Ashley Cureton Turner

Social Work - All Scholarship

Increased political and research interest in extracurricular activities stems, in part, from the claim that these programs especially benefit disadvantaged youth. However, little literature has synthesized studies across types of disadvantage to assess this claim. This article reviews research on disadvantaged youth in extracurricular programs, including differences by gender, socioeconomic status, race/ethnicity, and immigrant status. Our review reveals a promising, if complicated, picture. Although disadvantaged youth are less likely to participate in extracurricular activities, they often experience greater benefits, depending on the risk status and activity type. Evidence clearly supports expanding access to extracurricular programs for disadvantaged youth.

Primary Objective: The American Motorcyclist Association requires professional riders to undergo baseline computerized neurocognitive testing (CNT) using the Immediate Post-Concussion Assessment and Cognitive Testing (ImPACT) test for concussion management. It is recommended this practice be expanded to the amateur level, but limited research has explored whether baseline testing is necessary for youth when normative data is available. This study evaluates the utility of baseline testing for amateur riders by comparing their performance to those of traditional youth sports comprising normative datasets. The development of a clear sense of identity is a key developmental task in adolescence, and recent studies have found that identity synthesis and confusion are associated negatively and positively, respectively, to alcohol use. One alcohol expectancy - tension reduction - coincides with the hypothesis that identity development may prove to be a stressful developmental process, and may thereby serve as a motivator for adolescents to drink when a belief exists that stress can be reduced through alcohol use.
