Comprehensive Plan For Prevention Of Abuse And Neglect Of People With Disabilities: Report, Nancy M. Fitzsimons

Victimization of people with disabilities (here forward ‘abuse and neglect’) is a serious, persistent, and pervasive problem. While Minnesota is taking steps to improve its reporting and response systems, similar efforts have not been made to prevent abuse and neglect. This Comprehensive Plan for the Prevention of Abuse and Neglect of People with Disabilities contains powerful examples of the problem and describes potential remedial actions. But the Plan goes further, by outlining promising actions that can be taken before the abuse and neglect occurs.

Political Stability In The Open Society, John Thrasher, Kevin Vallier

We argue that the Rawlsian description of a just liberal society, the well‐ordered society, fails to accommodate deep disagreement and is insufficiently dynamic. In response, we formulate an alternative model that we call the open society, organized around a new account of dynamic stability. In the open society, constitutional rules must be stable enough to preserve social conditions that foster experimentation, while leaving room in legal and institutional rules for innovation and change. Systemic robustness and dynamic stability become important for the open society in a way that they are not in the well‐ordered society. This model of the open …

Innovation is vital to employing resources in times when the complexity and the demand for public goods and services strain organizational capacities. While innovation in the private sector is the subject of intense academic interest, the study of this phenomenon in the public sector pales in comparison. This is troubling because innovation is an important tool for overcoming resource limitations that plague the public sector. This dissertation's unique contribution to the field is the creation and empirical validation of a model that explains and predicts the co-production of public sector innovation. The Impact Of Naloxone Access Laws On Opioid Overdose Deaths In The U.S., Elham Erfanian, Alan R. Collins, Daniel Grossman

Opioid overdose is the leading cause of unintentional death in the U.S. Narcan TM (Naloxone) is a prescription medicine that can reverse overdose effects. This research investigates the effect of Naloxone access laws on overdose death rates using state and temporal variation in the enactment of these laws. We also explore possible spillover effects between Naloxone access laws and overdose death rates across states. Our analyses reveal that when broken down by access law provisions, there exists a mixture of positive and negative effects on overdose death rates depending upon the provision. U.S. Demand Analysis For Fresh Bell Pepper: A Seasonal And Dynamic Iaids Approach, Felipe Elmy Peguero Perez

The bell pepper is nearly a US$2.5 billion industry, from which the U.S. producers have less than a 40% market share, and have been losing market share continuously since 1998. This dissertation provides valuable information that could be used by stakeholders and policy-makers to help the industry or in the eventuality of a trade dispute. Several LA/IAIDS[1] and NL/IAIDS models are fitted to monthly data to calculate the substitution possibilities between the local and the imported bell pepper. Results show that the U.S. and Mexican bell peppers have higher substitution possibilities than the U.S. and ROW[2] bell peppers. …

According to ISACA, there will be a global shortage of 2 million cybersecurity professionals worldwide by 2019. Additionally, according to Experian Data Breach Resolution, as much as 80% of all network breaches can be traced to employee negligence. These problems will not solve themselves, and they likewise won’t improve without drastic action. An effort needs to be made to help direct interested and qualified individuals to the field of cybersecurity to move toward closing this gap. Moreover, steps need to be made to better inform the public of general safety measures while online, including the safeguarding of sensitive information.
