When it acceded to the WTO in 2001, China accepted comprehensive transparency obligations as well as substantive commitments covering both market access and rules issues. Initially designed to deal with its opaque trade law regime, the transparency obligations were also expected to help democratize the legislative process and promote the development of the rule of law in China. Now that more than 15 years have passed, an important question is: have the transparency obligations delivered on their original promise? This article answers the question by reviewing how the transparency obligations have worked in practice. It notes that, while transparency has …

Advances in technology affecting content creation and digital dissemination continue to reshape the role of academic libraries. The impact of these changes requires reimagining a strategy for the library built around digital collections–not only those acquired from publishers but the growing variety of files created in the development of scholarship and learning. Institutional Repositories (IRs) are emerging as a vehicle for new directions in how libraries can support the academic community both locally and globally.

Free Trade Agreements And Volatility Of Stock Returns And Exchange Rates: Evidence From Nafta, Bram Daelemans, Joseph P. Daniels, Farrokh Nourzad

This paper uses GARCH models and daily data to investigate the effect of the Canada – U.S. Free Trade Agreement (CUSFTA) and NAFTA on the volatility of, and the relationship between stock market returns and changes in bilateral exchange rates of the member countries. Empirical results indicate that the CUSFTA had a stabilizing effect on the Canadian and U.S. equity markets while increasing the volatility of the CAD/USD exchange rate. NAFTA further reduced the two stock markets’ volatility, however unlike CUSFTA, NAFTA also reduced the volatility of the CAD/USD exchange rate. The dynamics between social movements and political parties are shifting in the 21st century. Due to the emergence of information communication technologies (ICTs), political parties are facing increased pressure to use ICTs to co-exist, complement, and nurture social movements and empowered civic communities (Nahon, 2015). However, this shift is not ahistorical and technologically deterministic. Rather, the shifting relationship between social movements and political parties is one that can be shaped by a variety of demographic and socio-economic factors as well as preexisting cultures of resistance, activism, and electoral campaigning. This paper will analyze some of the statistics regarding hate groups. The Southern Poverty Law Center (SPLC) has studied hate groups in the United States in depth for decades, developing tools and providing some useful statistics. They have developed a hate map that describes the quantity of hate groups in America individually by state and helps specifically identify trends in year over year comparisons. However, the hate map does not offer per capita breakdowns for a state or reasons for hate group permeation unique to the demographics and culture of each state. "This chapter will argue that the framers’ dual legacy in the area of civil liberties has cast a long historical shadow. Since the early republic, Americans have invoked constitutional civil liberties provisions to challenge customary forms of authority. Yet establishing the abstract legitimacy of one's claim – that it comports with a particular conception of religious liberty or the freedom of speech, for example – has typically been insufficient to prevail in the courts."

Ethical codes have long been considered indispensable tools in defining the proper conduct of counseling professionals. Revisions reflect the ideals of the industry to accommodate the evolving needs of clients and trends in treatment models, but the essence of the code is to convert principles befitting of the profession into concrete actions or considerations that abet professional decision-making. Acculturation into the profession involves ethics training intended to improve professionals’ ability to apply the code to situations that might arise in their practices, resulting in the most ethically appropriate action. Thirty-eight graduate students enrolled in mental health-related programs completed the Brief Symptom Inventory (BSI) indicating anticipated impact of adult-child sexual contact on the psychological status of a young adult woman from positive family environment and one from a negative family environment. BSI subscale scores were significantly higher than the BSI general population’s mean scores in both cases. Multiple regression analyses found that: in the healthy family scenario, practitioners’ background variables (parent education, family of origin climate, prior childhood sexual contact with an adult, and education) did not contribute significantly to the variance in their prediction of expectation of client’s overall …

The Mt. Ascension and Mt. Helena trail network provide a valuable outdoor recreation amenity to residents of, and visitors to, Helena. This report identifies the use and value of the trail system. Though 78 percent of trail use is by local residents, visitors to the region who used the trail system for hiking or biking spent over $4 million in the local area in the summer of 2017 (May-September).

Verdict provides important example of how the courts and Parliament play different roles in Singapore's legal system. The Court of Appeal last week upheld the reduced sentences passed in the City Harvest Church (CHC) case. Six former church leaders were charged with having conspired to commit the aggravated offence of criminal breach of trust (CBT) as an "agent" under Section 409 of the Penal Code. Departing from the earlier interpretation that had stood for the past 40 years, the court decided that Section 409 applied only to professional agents, which the former church leaders were not. With roots dating back to Fiedler’s (1978) contingency model, contextual leadership has been one of the most trending topics in leadership research over the last decade. However, although roughly 500 studies have examined the impact of context on leadership and its outcomes, there is neither a systematic approach to nor agreement regarding what constitutes the context for leadership. This is surprising, considering the central role that context plays in leadership: Leadership does not occur in a vacuum, but rather exists in a context where leaders function. This study examined the effectiveness of the Bible-Based Stress Reduction Protocol-Attachment to God (BSRP-AG) in enhancing participants’ attachment to God and quality of life, decreasing perceived depression, anxiety, stress, and increasing overall spiritual well-being, using a randomized pretest and posttest design with waiting list control group among Hispanic population. The theory of stress, and attachment theory were discussed. At the same time, the relationship between stress, attachment, attachment to God and quality of life were considered as well. Building on research in motivated reasoning and framing in science communication, we examine how messages that vary attribution of responsibility (human vs animal) and temporal orientation (now vs in the next 10 years) for wildlife disease risk influence individuals’ conservation intentions. We conducted a randomized experiment with a nationally representative sample of US adults (N = 355), which revealed that for people low in biospheric concern, messages that highlighted both human responsibility for and the imminent nature of the risk failed to enhance conservation intentions compared with messages highlighting animal responsibility. Access to electricity has the potential to improve the nutritional status of children by a variety of pathways such as increased wealth, reduced fertility through the change in time use, spread of information through technology such as TV, and improved health care services. Yet, the relationship between electrification and children’s nutritional status is rarely explored in the literature. We attempt to fill this lacuna by offering microeconometric evidence from rural Bangladesh, where a rapid expansion of electrification and significant improvement in children’s nutritional status were observed in the past two decades. Deviance information criterion (DIC) has been widely used for Bayesian model comparison, especially after Markov chain Monte Carlo (MCMC) is used to estimate candidate models. This paper studies the problem of using DIC to compare latent variable models after the models are estimated by MCMC together with the data augmentation technique. Our contributions are twofold. First, we show that when MCMC is used with data augmentation, it undermines theoretical underpinnings of DIC. As a result, by treating latent variables as parameters, the widely used way of constructing DIC based on the conditional likelihood, although facilitating computation, should not be used. …
