Why did the international community decide to withdraw United Nations peacekeeping troops from Rwanda during the 1994 genocide? Analysis of newly released documents and results from an international conference with former U.N. and government officials sheds further light on our understanding of what took place leading up to and during the Rwandan genocide. This article focuses on two key moments: 1) the United States’ reluctance to support the peacekeeping mission from before its mandate began and prior to the killing of U.S. troops in Somalia in autumn 1993; and the United States’ central role pushing the United Nations Security Council …

Efficient Counterfactual Learning From Bandit Feedback, Yusuke Narita, Shota Yasui, Kohei Yata

What is the most statistically efficient way to do off-policy optimization with batch data from bandit feedback? For log data generated by contextual bandit algorithms, we consider offline estimators for the expected reward from a counterfactual policy. Our estimators are shown to have lowest variance in a wide class of estimators, achieving variance reduction relative to standard estimators. We then apply our estimators to improve advertisement design by a major advertisement company. Consistent with the theoretical result, our estimators allow us to improve on the existing bandit algorithm with more statistical confidence compared to a state-of-theart benchmark.

We study reward-based crowdfunding campaigns, a new class of dynamic contribution games where consumption is exclusive. Two types of backers participate: buyers want to consume the product while donors just want the campaign to succeed. The key tension is one of coordination between buyers, instead of free-riding. Donors can alleviate this coordination risk. We analyze a dynamic model of crowdfunding and demonstrate that its predictions are consistent with high-frequency data collected from Kickstarter. We compare the Kickstarter mechanism to alternative platform designs and evaluate the value of dynamically arriving information. We extend the model to incorporate social learning about quality.

We define and investigate a property of mechanisms that we call “strategic simplicity,” and that is meant to capture the idea that, in strategically simple mechanisms, strategic choices require limited strategic sophistication. We define a mechanism to be strategically simple if choices can be based on first-order beliefs about the other agents’ preferences and first-order certainty about the other agents’ rationality alone, and there is no need for agents to form higher-order beliefs, because such beliefs are irrelevant to the optimal strategies. We discuss some conceptual and practical issues that arise from the presence of global energy balance effects on station level adjustment mechanisms in dynamic panel regressions with climate data. The paper provides asymptotic analyses, observational data computations, and Monte Carlo simulations to assess the use of various estimation methodologies, including standard dynamic panel regression and cointegration techniques that have been used in earlier research. The findings reveal massive bias in system GMM estimation of the dynamic panel regression parameters, which arise from fixed effect heterogeneity across individual station level observations. The purpose of this study was to examine the impact of positive and negative emotion socialization experiences on internalizing disorders in young adult males and females. In a recent model of employability, Hogan, Chamorro-Premuzic, and Kaiser (2013) defined employability as the ability to gain and maintain employment and find new employment when necessary. The authors presented employability as a formative construct containing an ability dimension (the ability to do the job), a social skills dimension (being rewarding to work with), and a motivational dimension (being willing to work hard). This study examines how Taiwanese college students understand the traditional, culturally Chinese concept of Yuan and its role in their use of a new and distinctive Taiwanese social networking site—Dcard. Particular attention is paid to the Dcard’s unique friending mechanism, which provides users the opportunity to connect (or not) with one, seemingly random new friend each day at midnight. Through thematic analysis of 15 semi-structured long interviews, the study finds that Dcard users understand Yuan as a multi-faceted concept pertaining primarily to interpersonal relationships (relationalism). The primary concern of this thesis is to quantify and analyze the lithic (chipped stone) assemblage previously excavated by Hepp (2015) and the La Consentida Archaeological Project (LCAP) at the archaeological site of La Consentida in the lower Río Verde Valley, Oaxaca, Mexico. The outcomes of prairie reconstructions are subject to both unpredictability and complexity. Prairie, tallgrass, and mixed grass reconstruction is defined as the planting of a native herbaceous seed mixture composed of multiple prairie species (10 or more) in an area where the land has been heavily cultivated or anthropogenically disturbed. Because of the unpredictability and complexity inherent in reconstructions, some outcomes end up being failures dominated by exotic species. We propose that these failures follow a fat-tailed distribution as found in other complex systems. This pedagogical paper describes how a graduate course in Text Mining was developed and taught in a fully online format at Quinnipiac University. The software used was SAS™ Enterprise Miner. This paper discusses the design, software used and the methodology followed in the course. A critical component of the course required the students to delve deep into social media data by completing a detailed project on analyzing sentiment analysis using large files of social media data. A sample report of this project, which was a key deliverable for the course, is described at length in this paper.
