Data Protection In Nigeria: Addressing The Multifarious Challenges Of A Deficient Legal System, Roland Akindele

Journal of International Technology and Information Management

This paper provides an overview of the current state of privacy and data protection policies and regulations in Nigeria. The paper contends that the extant legal regime in Nigeria is patently inadequate to effectively protect individuals against abuse resulting from the processing of their personal data. The view is based on the critical analysis of the current legal regime in Nigeria vis-à-vis the review of some vital data privacy issues. The paper makes some recommendations for the reform of the law.

What causes individuals to hurt others? Since the famous case of Phineas Gage, lesions of the ventromedial prefrontal cortex (VMPFC) have been reliably linked to physically aggressive behavior. However, it is unclear whether naturally-occurring deficits in VMPFC, among normal individuals, might have widespread consequences for aggression. Using voxel based morphometry, we regressed gray matter density from the brains of 138 normal female and male adults onto their dispositional levels of physical aggression, verbal aggression, and sex, simultaneously. Physical, but not verbal, aggression was associated with reduced gray matter volume in the VMPFC and to a lesser extent, frontopolar cortex. Participants …

Background

Previous research on Uganda's poststroke population revealed that their level of dietary salt knowledge did not lead to healthier consumption choices.

Purpose

Identify barriers and motivators for healthy dietary behaviors and evaluate the understanding of widely accepted salt regulation mechanisms among poststroke patients in Uganda.

Methods

Convergent parallel mixed methods triangulation design comprised a cross-sectional survey (n = 81) and 8 focus group discussions with 7-10 poststroke participants in each group. We assessed participant characteristics and obtained insights into their salt consumption attitudes, perceptions, and knowledge. Qualitative responses were analyzed using an inductive approach with thematic analytic procedures. Relationships …

In the market for US theatrical movies, there are a set of products (movies), and over time, new products appear and existing products disappear. We develop and estimate a model of the product cycle for movies and the decay of products over time to examine the effect of product quality, production cost, advertising and substitutes on the movie life cycle. Intuitively, new products should have a strong negative effect on the probability of survival of existing movies. The effect, however, is heterogeneously present only for the substitutes from some types (genres). While it is expected that good-quality movies tend to …

Some children with autism are unable to acquire imitation despite receiving early intensive behavioral intervention (EIBI) meant to teach that and other important skills. Many EIBI programs use physical-prompting hierarchies either as a component of the discriminative stimulus or the correction procedure following an error (Lovaas, 1981; Maurice, Green, & Luce, 1996). But even after lengthy exposure to these teaching techniques, some children still do not acquire imitative repertoires. Corruption has remained resilient in Latin America. In just two decades, six Latin American executives from five distinct countries have faced impeachment processes resulting in removals from office due to issues surrounding corruption. Certainly, corruption has been a longstanding challenge to Latin American democracy and good governance. This study analyzes this phenomenon while discerning between grand and petty corruption. By focusing on executive corruption specifically, this study creates a more nuanced understanding of what affects corruption at high-levels of government in Latin America.

The advent of functional analysis procedures has helped identify reinforcers for problem behavior; however, the behavior analyst is then faced with the task of selecting an appropriate treatment for problem behavior. When selecting treatments, in addition to behavioral function, behavior analysts also need to consider contextual variables, such as current client repertoires, setting conditions, time and resources of current caregivers, as well as client and caregiver goals (Benazzi, Horner, & Good, 2006). The current study expands upon prior research that has explored how white psychology and counseling graduate trainees are impacted by their learning about racism. Prior to this study being conducted, research primarily addressed the psychological impact of learning about racism for white trainees. There was minimal acknowledgment and exploration of how learning about racism impacted the interpersonal aspects of trainees’ lives, such as their relationships and larger social networks. Since the Supreme Court decided that the Affordable Care Act's (ACA) Medicaid expansion is optional for the states, several have obtained federal approval to use Section 1115 waivers to expand Medicaid while changing its coverage and benefits design. There has long been concern that policy making for Medicaid populations may lack meaningful engagement with low-income constituents, and therefore the ACA established a new process under which the public can submit comments on pending Medicaid waiver applications. Even articles that go beyond Consumer Reports-style product reviews lack any critical analysis of the relationships between libraries and the vendors who design and sell citation management tools. Librarians communicate with these vendors in order to get technical assistance, report bugs, provide feedback on the product, and make feature requests. In this context, the relationship between librarian and vendor is that of customer and merchant. The Scale of Accurate Personality Prediction (SAPP) is a measure derived from the Sixteen Personality Factor Questionnaire (16PF Fifth Edition) with the objective of assessing one’s level of self-knowledge. The SAPP measures self-knowledge by appraising the extent to which individuals are able to accurately predict their personality traits. Previous research on the SAPP has provided support for its construct validation. This paper studies a continuous time dynamic system with a random persistence parameter. The exact discrete time representation is obtained and related to several discrete time random coefficient models currently in the literature. The model distinguishes various forms of unstable and explosive behaviour according to specific regions of the parameter space that open up the potential for testing these forms of extreme behaviour. Two approaches have dominated formulations designed to capture small departures from unit root autoregressions. The first involves deterministic departures that include local-to-unity (LUR) and mildly (or moderately) integrated (MI) specifications where departures shrink to zero as the sample size n→∞. The second approach allows for stochastic departures from unity, leading to stochastic unit root (STUR) specifications. This paper introduces a hybrid local stochastic unit root (LSTUR) specification that has both LUR and STUR components and allows for endogeneity in the time varying coefficient that introduces structural elements to the autoregression. This paper studies the Continuous Workout Mortgage (CWM), a two in one product: a fixed rate home loan coupled with negative equity insurance, to advocate its viability in mitigating financial fragility. In order to tackle the many issues that CWMs embrace, we perform a range of tasks. We optimally price CWMs and take a systemic market-based approach, stipulating that mortgage values and payments should be linked to housing prices and adjusted downward to prevent negative equity. We derive finite-sample optimal estimators and confidence intervals (CIs) under the assumption of normal errors when the conditional mean of the outcome variable is constrained only by nonparametric smoothness and/or shape restrictions. When the conditional mean is restricted to be Lipschitz with a large enough bound on the Lipschitz constant, we show that the optimal estimator reduces to a matching estimator with the number of matches set to one. This article examines the use of both print and electronic monographs at George Fox University libraries over a period of thirty-three months for 8,500 titles that were held in both formats. Results indicate that print is more likely to be used than electronic. The implications of the findings, as well as related factors determining future decision making relative to format, are discussed.
