Imagine that agents have uncertain needs and a resource must be divided before uncertainty resolves. In this situation, waste typically occurs when the assignment to an agent turns out to exceed his realized need. How should the resource be divided in the face of possible waste? This is a question out of the scope of the existing rationing literature. Our main axiom to address the issue is no domination. It requires that no agent receive more of the resource than another while producing a larger expected waste, unless the other agent has been fully compensated. Adaptive Estimation Of Continuous-Time Regression Models Using High-Frequency Data, Jia Li, Viktor Todorov, George Tauchen

We derive the asymptotic efficiency bound for regular estimates of the slope coefficient in a linear continuous-time regression model for the continuous martingale parts of two Itô semimartingales observed on a fixed time interval with asymptotically shrinking mesh of the observation grid. We further construct an estimator from high-frequency data that achieves this efficiency bound and, indeed, is adaptive to the presence of infinite-dimensional nuisance components. The estimator is formed by taking optimal weighted average of local nonparametric volatility estimates that are constructed over blocks of high-frequency observations. Providing indigenous communities with electricity services requires an understanding of preferences to ensure that electrification schemes are congruent with the communities’ specific development pathways. We contribute to the literature by using a choice experiment to rank and quantify household preferences for electricity services in two indigenous villages in Sarawak, Malaysia. Specifically, we disaggregated electricity services into five attributes: private use for household appliances and lighting, public use for community facilities, productive use for income generation, the operator model and the monthly tariff. Singapore has an unusual exchange rate-centered monetary policy framework that has served the economy well over the past decades. Monetary policy operations are carried out by the central bank through the management of the Singapore dollar against a currency basket. As is well recognized, such foreign exchange interventions do have an impact on domestic liquidity conditions. However, in the case of Singapore, this tends to be counteracted by the liquidity impact of public sector operations related to the fiscal position and the national pension scheme. Motivations To Seek Science Videos On Youtube: Free-Choice Learning In A Connected Society, Sonny Rosenthal

Do individuals use video sharing sites in their free time to learn about science, and if so, why? This study takes a preliminary look at individual differences that motivate online science video seeking. Among 273 Singapore Internet users who participated in an online survey, most reported using YouTube during the previous week, and one-third reported using it to watch science videos. Hierarchical regression analysis explained 55% of the variance in their intention to seek science videos during the subsequent week. Significant predictors of interest were seeking-related subjective norm, enjoyment of science, and informational use of YouTube. Although these results do …

As of 2015, there are over 60 million smart meters installed in the United States; these meters are at the forefront of big data analytics in the building industry. However, only a few public data sources of hourly non-residential meter data exist for the purpose of testing algorithms. This paper describes the collection, cleaning, and compilation of several such data sets found publicly on-line, in addition to several collected by the authors. This report quantifies the likely impact recent improvements in emissions technology in the heavy construction equipment fleet will have on national and state-level carbon emissions from construction industries. Recent developments of remote sensing methods for Earth satellite data analysis contribute to our understanding of earthquake related thermal anomalies. It was realized that the thermal heat fluxes over areas of earthquake preparation is a result of air ionization by radon (and other gases) and consequent water vapor condensation on newly formed ions. Latent heat (LH) is released as a result of this process and leads to the formation of local thermal radiation anomalies (TRA) known as OLR (outgoing Longwave radiation, Ouzounov et al, 2007). Over the past decades, motor vehicle volumes have continued to increase at a high rate. As a result, engineers in the transportation field not only need more robust knowledge of traffic operation control and transportation planning, but more attention is also needed to understand and estimate the influences that this increasing volume of vehicles has on the environment, especially the influence on air quality. These comments respond to the Federal Trade Commission’s request for public comment on the CAN-SPAM Rule, 16 C.F.R. Part 316.

The CAN-SPAM Act set a minimum baseline for consumer protections that senders of unsolicited commercial email must respect. These protections have been largely effective at giving consumers the ability to manage how a large group of companies uses their email addresses for marketing. At the same time, the Act has had little effect on the volume of unsolicited commercial email or on the amount of email sent by scammers and fraudsters. This thesis examines the second greenhouse at Gore Place, a historic country estate in Waltham, Massachusetts. Gore Place was owned by and named for Christopher and Rebecca Gore, members of the 18th- and 19th-century political and economic elite in New England. The greenhouse was constructed in 1806, and excavation at the site took place in 2004, 2008, and 2012. The latter two projects were data recovery excavations, which exposed portions of the greenhouse’s foundations and interior, as well as several features in the yard surrounding the building. Tuberkulosis paru (TB) pada anak kian menjadi masalah kesehatan global yang masih terlupakan seiring dengan peningkatan proporsi TB di Indonesia. Diabetes melitus (DM) adalah salah satu penyakit tidak menular yang paling umum di Indonesia. DM disebabkan berbagai faktor risiko. Peningkatan prevalensi DM salah satunya disebabkan oleh perubahan gaya hidup di perkotaan. Penelitian ini bertujuan untuk menguji perbedaan prevalensi DM yang didiagnosis dokter pada laki-laki dan perempuan usia 15 tahun keatas yang tinggal di daerah perkotaan di Indonesia. Analisis menggunakan data sekunder Riset Kesehatan Dasar (Riskesdas) 2013 dengan desain studi potong lintang. Total sampel sebanyak 333.731 responden. Metode analisis menggunakan regresi logistik ganda. Hasil menunjukkan bahwa DM yang didiagnosis dokter pada laki-laki dan perempuan usia 15-39 tahun di perkotaan tidak berbeda. …

Penelitian ini bertujuan untuk mengukur parameter parasitologi (microfilaria rate, kepadatan mikrofilaria), parameter imunologi (antigen prevalence) dan parameter entomologi (infection rate dan infective rate) pada tahun kelima pelaksanaan mass drug administration di Kelurahan Pabean Kota Pekalongan. Penelitian ini merupakan penelitian observasional dengan pendekatan potong lintang yang dilaksanakan pada bulan Juli sampai dengan Agustus 2015 di Kelurahan Pabean Kota Pekalongan. Microfilaria rate dan kepadatan mikrofilaria ditentukan dengan pemeriksaan darah jari pada 313 responden. Penelitian ini bertujuan untuk mengetahui pengaruh pemberian informed consent terhadap tingkat kecemasan pada pasien pra-operasi di Rumah Sakit Umum Daerah (RSUD) Mamuju. Populasi pada penelitian ini adalah pasien pra-operasi. Sampel ditentukan dengan menggunakan pendekatan accidental sampling sehingga diperoleh sampel sebanyak 32 orang. Jenis penelitian ini adalah penelitian kuantitatif dengan menggunakan metode quasi experimental design melalui pendekatan non-equivalent time sample design yang dianalisis dengan menggunakan uji statistik Wilcoxon. Today's student has more access to global issues than any previous generation. Nearly one million higher education students study abroad worldwide, the workplace reflects a need to be interculturally competent, and students rarely have opportunities to learn how to thrive in the new global environment.
