Rev. Smith has been appointed to be the pastor of First United Methodist Church (FUMC). With the appointment, it comes a specific instruction that the church must be “turned around,” and it was Rev. Smith’s responsibility to make it happen. FUMC has been in decline for many years under the leadership of several pastors. Rev. Smith is black and the congregation is predominately Caucasian and elderly, with longtime members who have stayed on because “this is their church.” Rev. The U.S. Census Bureau released on September 14th a detailed look at America’s people, places and economy with new statistics on income, poverty, health insurance and more than 40 other topics from the American Community Survey. The release provides statistics on more than 40 social, economic and housing topics for U.S. communities with populations of 65,000 or more. For South Dakota, statistics for the state, Sioux Falls Metro, Rapid City Metro, Pennington County, and Minnehaha County are included in the release. The Difference Law Makes: Domestic Atrocity Laws And Human Rights Prosecutions, Mark S. Berlin, Geoff Dancy

This article offers the first systematic analysis of the effects of domestic atrocity laws on human rights prosecutions. Scholars have identified various political and sociological factors to explain the striking rise in human rights prosecutions over the past 30 years, yet the role of domestic criminal law in enabling such prosecutions has largely been unexamined. That is surprising given that international legal prohibitions against human rights atrocities are designed to be enforced by domestic courts applying domestic criminal law. We argue that domestic criminal laws against genocide and crimes against humanity facilitate human rights prosecutions in post-authoritarian states by helping …

This paper studies the asymptotic properties of empirical nonparametric regressions that partially misspecify the relationships between nonstationary variables. In particular, we analyze nonparametric kernel regressions in which a potential nonlinear cointegrating regression is misspecified through the use of a proxy regressor in place of the true regressor. Such regressions arise naturally in linear and nonlinear regressions where the regressor suffers from measurement error or where the true regressor is a latent variable. The model considered allows for endogenous regressors as the latent variable and proxy variables that cointegrate asymptotically with the true latent variable. Limit theory for regressions involving local to unit roots (LURs) is now used extensively in time series econometric work, establishing power properties for unit root and cointegration tests, assisting the construction of uniform confidence intervals for autoregressive coefficients, and enabling the development of methods robust to departures from unit roots. The present paper shows how to generalize LUR asymptotics to cases where the localized departure from unity is a time varying function rather than a constant. Abstract

The use of chemicals in livestock production has been an issue for consumers for several decades. This study, therefore, assessed the impact of socioeconomic factors on Florida consumers’ perceptions on the use of chemicals in locally or regionally produced livestock products. Data were collected from a sample of 404 participants from several Florida counties and were analyzed using descriptive statistics and ordinal logistic analysis. Most of the respondents were of the opinion that using chemicals in locally or regionally produced and sold beef or goat meat was a serious or somewhat serious hazard. Abstract

Pest management is achieved directly using a variety of tools, including pesticides, and indirectly through a number of agronomic/cultural practices such as irrigation and fertilizer application; collectively these practices function to positively effect general plant health. Healthier plants are more resistant to or tolerant of pests. This study explores the scale differences that impact the pest management significance and suitability of certain agronomic practices. This thesis provides an extensive look at where permitted non-farm uses and dwellings have clustered within Exclusive Farm Use (EFU) zones in the Northern Willamette Valley in Oregon. There is a looming concern that non-farm related uses and dwellings, or non-farm development, are conflicting with agricultural preservation strategies. Specifically, non-farm developments can potentially undermine the critical mass of farmland needed to keep the agricultural economy sustainable, but until now, studies have lacked spatially precise data to systematically track these phenomena. This paper studies functional local unit root models (FLURs) in which the autoregressive coefficient may vary with time in the vicinity of unity. We extend conventional local to unity (LUR) models by allowing the localizing coefficient to be a function which characterizes departures from unity that may occur within the sample in both stationary and explosive directions. Such models enhance the flexibility of the LUR framework by including break point, trending, and multi-directional departures from unit autoregressive coefficients. This paper examines the link between legislative politics, hospital behavior, and health care spending. When trying to pass sweeping legislation, congressional leaders can attract votes by adding targeted provisions that steer money toward the districts of reluctant legislators. This targeted spending provides tangible local benefits that legislators can highlight when fundraising or running for reelection. We study a provision - Section 508 – that was added to the 2003 Medicare Modernization Act (MMA). Section 508 created a pathway for hospitals to apply to get their Medicare payment rates increased. This paper proposes a new model for capturing discontinuities in the underlying financial environment that can lead to abrupt falls, but not necessarily sustained monotonic falls, in asset prices. This notion of price dynamics is consistent with existing understanding of market crashes, which allows for a mix of market responses that are not universally negative. The model may be interpreted as a martingale composed with a randomized drift process that is designed to capture various asymmetric drivers of market sentiment. This paper studies nonlinear cointegrating models with time-varying coefficients and multiple nonstationary regressors using classic kernel smoothing methods to estimate the coefficient functions. Extending earlier work on nonstationary kernel regression to take account of practical features of the data, we allow the regressors to be cointegrated and to embody a mixture of stochastic and deterministic trends, complications which result in asymptotic degeneracy of the kernel-weighted signal matrix. To address these complications new \textsl{local} and \textsl{global rotation} techniques are introduced to transform the covariate space to accommodate multiple scenarios of induced degeneracy. This paper introduces identification-robust subvector tests and confidence sets (CS’s) that have asymptotic size equal to their nominal size and are asymptotically efficient under strong identification. Hence, inference is as good asymptotically as standard methods under standard regularity conditions, but also is identification robust. The results do not require special structure on the models under consideration, or strong identification of the nuisance parameters, as many existing methods do. We provide general results under high-level conditions that can be applied to moment condition, likelihood, and minimum distance models, among others. The term "wellness" is fast garnering attention on how it affects one's professional and personal life. This study explores the multi-dimensions of wellness and investigates factors that might impact the "wellness" of employees in academic libraries. The research topic was addressed through quantitative analyses of responses to multiple choice, ranking and qualitative analyses of responses to open-ended items. In economic experiments, players often demonstrate concerns for the relative payoffs between themselves and other subjects, in addition to their own payoffs. In addition, they appear to do their parts to achieve efficient outcomes, particularly when they are ignorant of the opponent's decision. I present a parsimonious model of other-regarding preferences and quasi-magical thinking that explains such behavior, and I apply it to four games: the prisoner's dilemma, the traveler's dilemma, the ultimatum game, and the trust game.

Literature on the subject of school resources and student outcomes tends to find that there is a positive relationship between both variables. Most literature uses per-pupil spending (PPS) or teacher salaries as a measure of school resources. While I have modeled both in my paper, my focus in this paper is on per-pupil spending. Using data from the Illinois State Board of Education from 2006-2016 and measuring student outcomes through average ACT scores, operational PPS is found to be insignificant, whereas instructional PPS is found to be positive and significant at the 5% level. Prior to this study, the U.S. anti-trafficking efforts have heavily focused on combating massage parlors to fight prostitution and sex trafficking of Korean women in the U.S. This paper introduces the shift of trends taking place within the Korean sex market as a result of changing culture and policies. In the summer of 2017, the Marian Library—a special library devoted to the Blessed Virgin Mary within the larger University of Dayton Libraries system—completed a move of its rare book and archival collections into a new space within the main library building. The space, previously leased to the Society of Mary provincial archives, was already outfitted with a Liebert system for temperature and humidity controls, as well as shelving and some furniture.

Prior to the move, the rare book collection and archival holdings were stored in less than ideal conditions. In 2014, a consultant from Lyrasis conducted a preservation assessment …
